Virginia REAL ID is an optional federal identification upgrade. The first application requires an in-person review, even when you already hold a Virginia license or ID.

Decide how you will use the credential
A Virginia REAL ID has the federal-compliance star in the upper right corner. A standard credential instead displays the federal-limits marking. DMV's REAL ID comparison explains where that distinction matters, including domestic airline screening and certain secure federal facilities. The upgrade does not create a new driving class or remove restrictions on an existing license. If you want a document only for driving and ordinary identification, consider that purpose separately from federal access. A valid U.S. passport or another accepted federal document may already serve your travel needs.
Check TSA's current identification list for a flight, and ask the specific federal facility or military installation about its access requirements. DMV's REAL ID FAQ notes that individual facilities can set their own entry conditions. Possessing a REAL ID does not replace an appointment, invitation, security clearance, or other admission requirement imposed by the location. For a child traveling domestically, also review the airline's own policy. TSA's general under-18 identification rule and an airline's documentation requirements for a particular journey can address different aspects of the trip.
Choose the application transaction
Existing Virginia customers can obtain REAL ID while renewing or replacing a license or ID card. A person applying for an original credential can choose REAL ID at that time. Use the driver-license application instructions or identification-card application page for the underlying transaction. The REAL ID review supplements that process; it does not replace the driving tests, medical requirements, or eligibility conditions that otherwise apply. If you are moving from another state, plan to present Virginia's required documents even when the previous state's credential already has a star.
Virginia charges a one-time $10 REAL ID fee in addition to the applicable license or ID charge. A typical standard eight-year license renewal is $32, while a standard license replacement is $20, making those initial REAL ID transactions $42 and $30 respectively when no other charge applies (read October 21, 2026). The official fee chart identifies other credential and endorsement charges. Check which transaction you are purchasing. A replacement completed well before expiration generally keeps the underlying expiration, while an eligible renewal addresses the next license term.
Start online, then bring physical documents
DMV permits an application to be started online through its official services directory, but the first REAL ID requires an in-person document review. The current REAL ID page explicitly says Virginia does not offer a process to pre-scan and upload the proof documents from home. Use the online start to prepare the application and identify what to bring. Keep the confirmation and present the actual records at the appointment. A completed online form is useful preparation, but it is not an approval notice establishing that the documents have been accepted.
Use the DMV location directory and appointment information to arrange the review at a customer service center. A scheduled DMV Connect visit may provide appropriate licensing services; check the particular event's scope. DMV Select partners do not issue or renew licenses or ID cards. Choose a licensing service location deliberately rather than assuming any DMV-branded counter can perform the upgrade. If your travel date is near, check whether an already available accepted identification document can support the trip while the mailed credential is being processed.
Build the identity and residency evidence
The REAL ID checklist calls for identity, legal presence, two Virginia residency proofs, and Social Security verification if a number has been issued. The acceptable-document guide shows how to satisfy each category. Use original qualifying records, with printouts of accepted online residency documents permitted under DMV's instructions. One residency item must come from the primary list, while the second may come from either the primary or secondary list (read October 21, 2026). Inspect dates and addresses carefully. Two documents from the secondary list do not meet the required combination merely because both arrived in the mail.
A qualifying U.S. passport or official birth record can establish identity and legal presence under the document guide. Other applicants should use the accepted records for their particular status. For residency, examples include qualifying mortgage or lease records, utility bills, bank statements, and specified government correspondence. Each has its own conditions. A cellular phone bill is not accepted under the listed utility-bill category. If you use a parent or guardian to certify residency under the age-based procedure, arrange for that adult to attend with identification and the required Virginia residency proofs.
Resolve names and Social Security verification
The name requested on the credential must be connected to the names on the proof documents. DMV requires the legal chain when marriage, divorce, adoption, or a court order changed the name. Bring the certified records necessary to follow each relevant change. The name-change guidance and REAL ID FAQ explain the review. A marriage license or a certificate signed only by an officiant is not the same as the filed government record required for REAL ID. Read the document's status before relying on a keepsake copy or an incomplete set of papers.
A current passport bearing the correct legal name may simplify the identity portion when it matches the other proof documents. If you need a Virginia birth or marriage record, the DMV vital-records service describes how to request a certified copy when eligible. For Social Security verification, DMV can verify a known number electronically. If a mismatch prevents that verification, consult Social Security's record services and provide an accepted full-number document as directed. Changing the name in one agency's system should not be assumed to update every other official record automatically.
Use the correct immigration evidence
Virginia's legal-presence page distinguishes ordinary state credentials from REAL ID evidence. DMV does not accept an Employment Authorization Document, Form I-766, by itself as REAL ID legal-presence proof. Its EAD guidance and EAD document chart identify other records that may support particular categories, such as a qualifying immigration notice, admission record, asylum decision, or student documentation. Follow the applicable category instead of treating every EAD as interchangeable. An employment authorization expiration and an authorized-stay determination can involve different records and should not be conflated.
Under Virginia's current legal-presence statute and application guidance, a temporary-lawful-status REAL ID is valid for the authorized-stay period, or one year when there is no definite end date. DMV says it will not issue that REAL ID when fewer than 30 days of authorized stay remain at application (read October 21, 2026). This limited-duration rule differs from the currently published term for certain non-REAL-ID Virginia credentials. Ask DMV which documents establish your eligibility and the expected expiration. A full-length standard card would not independently extend federal immigration authorization.
Complete issuance and protect the next transaction
At the visit, staff reviews and verifies the documents and takes the photograph required by the transaction. The photograph policy explains how to prepare for that step. DMV's REAL ID FAQ states that supporting documents are scanned and stored in encrypted form with restricted access; it also permits redacting financial information unrelated to the REAL ID transaction. Preserve the fields needed to establish identity, address, or Social Security verification. If you are uncertain what can be obscured, ask staff rather than making a document unreadable for its required purpose.
After the first REAL ID issuance, future renewals may be completed remotely when the ordinary renewal rules allow. Use the license-renewal guidance or ID-renewal instructions for the credential you hold. If a compliant card is lost, follow license replacement or the corresponding ID service instead of beginning another unrelated first application. Confirm the current mailing address before ordering, because DMV credentials are not forwarded by the Postal Service. Review the temporary paperwork and plan travel around a document TSA actually accepts, not an assumption that the permanent card will arrive by a particular day.
Frequently Asked Questions
Must every Virginia driver upgrade to REAL ID?
Virginia makes the upgrade optional. A standard license remains usable for its driving purpose, while federal screening or access may require another accepted identification document.
Can I upload my REAL ID documents before visiting DMV?
The current Virginia instructions say there is no home document-upload process for REAL ID. You may start the application online, then bring the required physical evidence for review.
Does an out-of-state REAL ID eliminate Virginia's document requirement?
Virginia's FAQ says the required proof documents must still be presented. The previous state's compliant card does not transfer the entire verification process to Virginia.
Is the REAL ID fee the whole cost of the license?
The $10 charge is added to the applicable license or ID transaction. The underlying renewal, replacement, or original issuance charge still applies.
Why might an EAD holder need another document for REAL ID?
Virginia does not treat Form I-766 alone as REAL ID legal-presence evidence. DMV's category guidance identifies other documents that may establish the qualifying status.
Can later REAL ID renewals be completed online?
After the initial in-person issuance, remote renewal may be available under the usual eligibility and renewal-cycle rules. A changed status or other record condition can still require a visit.
