About this guide

A Virginia learner permit connects the knowledge and vision tests with supervised driving. Your age and eventual licensing date determine the education and holding-period requirements.

In this guide: Establish eligibility before scheduling, Prepare the application and identity packet, Pass the required screening and knowledge examination, Practice with an eligible supervising driver, Complete the holding period and education, Move from practice to the proper driving credential, Frequently Asked Questions

Establish eligibility before scheduling

Virginia permits applicants to begin the learner process at 15 years and six months. DMV's permit application page describes the documents, fee, vision screening, and knowledge examination required (read October 21, 2026). A permit is a learning credential with conditions, so receiving one does not ordinarily authorize independent driving. Identify who will supervise and how you will complete the applicable education before the first practice trip. An appointment reservation or a passed school test is an earlier step, not a substitute for the permit or other authorization DMV requires.

The driver eligibility rules distinguish new residents, military families, students, and other situations. If you already hold a permit from another U.S. state or territory, bring it to DMV; the current permit page says qualifying time held can count toward the Virginia minimum. If you previously held a full license, describe that history rather than assuming that a lost or expired card makes you a first-time driver. The appropriate route depends on documented prior licensing and the status of the record, not simply on which physical card is available today.

Prepare the application and identity packet

Complete DL 1P with the full legal name, accurate Virginia residence, mailing information, and requested credential. An applicant under 18 needs parent or legal guardian consent under the published process, with a qualifying emancipation order recognized as an alternative (read October 21, 2026). Review the form's questions instead of leaving the supervision and legal-signature arrangements until the office visit. If a legal guardian will sign, have the relevant relationship evidence available. A person providing a ride to DMV is not necessarily the person authorized to consent to the application.

The document packet includes identity, legal presence, two Virginia residency proofs, and Social Security verification if a number has been issued. Use DMV 141 to choose accepted records, including at least one item from the primary residency list. The second residency proof can come from either list (read October 21, 2026). A known Social Security number may be verified electronically. Bring the original qualifying identity records and any legal name-change chain. Accepted online residency statements may be printed, but that exception does not make ordinary copies acceptable for every other proof category.

Consider whether the permit should be REAL ID compliant before submitting the application. The REAL ID instructions explain the federal documentation review and extra charge, while the fee schedule lists the learner fee as $3 plus the applicable yearly cost of the driver license (read October 21, 2026). Certain temporary-lawful-status REAL ID permits have limited validity tied to authorized stay. A non-REAL-ID permit follows the currently published alternative term rules. Ask about the actual credential and expiration instead of assuming every beginner receives the same type of card.

Pass the required screening and knowledge examination

The two-part knowledge exam begins with 10 road-sign questions, all of which must be answered correctly. The general section has 30 questions and requires 24 correct answers (read October 21, 2026). Study the Virginia Driver's Manual and use the official practice exams to identify weak topics. Pay attention to the difference between recognizing a sign and applying its instruction at an intersection. The exam covers driving rules and judgment as well as signs, so a narrow collection of memorized sample answers is incomplete preparation.

DMV offers knowledge testing at customer service centers and through its proctored school-testing program. A student who passes at a participating school receives a testing receipt to take to DMV for processing. That receipt is not the issued permit. The applicant still needs the document review and vision screening. Ask the school how the result is recorded and keep the receipt with the application packet. For language or accessibility needs, review the test page's available formats and request the appropriate assistance before attempting an exam in an unsuitable format.

An applicant under 18 who fails the knowledge examination must wait a full 15 days before trying again; an applicant 18 or older may test only once per day (read October 21, 2026). DMV requires another application and the necessary proof documents at retesting. After three failures, additional training is required before another attempt. The three-failure training instructions explain the course options and timing. Use the failed attempt to identify the knowledge gap, then choose training that satisfies the actual DMV requirement rather than an unrelated driver-improvement class.

Practice with an eligible supervising driver

The supervisor must sit beside the learner, be alert and able to assist, and generally be at least 21. A legal guardian or sibling may supervise beginning at 18 under the exception on the permit page (read October 21, 2026). Check that the person holds a valid license and can legally accompany the learner. Plan the route and the skill to practice before moving. The supervisor should be able to explain a correction calmly and early, rather than allowing an unfamiliar situation to develop while both people debate what the permit allows.

For learners under 18, the teen restrictions page limits passengers and addresses nighttime and wireless-device use. It states that permit holders may not carry more than one passenger under 18, with family-member exceptions to passenger limits (read October 21, 2026). Do not confuse that learner rule with the separate under-21 passenger limit for newly licensed teens. Review who will be in the car before practice begins. A supervising adult does not automatically remove every restriction that applies to a permit holder or authorize distracting device use.

Complete the holding period and education

Under-18 applicants must finish approved driver education, hold a permit at least nine months, and have the required certification of 45 practice hours, including 15 after sunset. The education requirements explain the classroom, driving, and observation components (read October 21, 2026). A family should record actual practice throughout the learning period and reserve after-sunset sessions early enough to complete them without rushing. The number of hours and the calendar holding period are separate requirements. Satisfying one quickly does not shorten or eliminate the other.

Before January 1, 2027, an adult beginner age 18 or older generally may complete approved education while holding the permit or hold it at least 60 days and use the DMV skills-test route. The latter route includes the In-Car Maneuvers Observation Record signed by the qualified observing driver (read October 21, 2026). That checklist focuses on demonstrated driving maneuvers and compliance with supervision. It is not the same form as a teen's hours certification. Choose the appropriate record from the outset so the practice you complete can be documented correctly.

For first licenses obtained beginning January 1, 2027, applicants ages 18-20 must complete approved driver education and hold a permit at least 90 days. The transition FAQ says obtaining the permit before the change does not exempt an applicant licensed afterward (read October 21, 2026). Applicants 21 or older retain the education-or-60-day option, and the juvenile requirements remain separate. If your course or test date falls near the transition, review the requirements for your age on the licensing path rather than relying on an older explanation given when you first applied.

Move from practice to the proper driving credential

The road-skills page describes the test vehicle, accompanying documents, and appointment process when a DMV examination is required. An approved course includes its own final skills examination under the applicable route. For qualified young drivers, the teen FAQ explains when a valid learner permit combined with the properly issued training certificate serves as a temporary license. That is a specific exception with age, completion, and eligibility-date conditions. A learner should not begin driving alone merely because the course has ended or because a certificate is expected from the school.

DMV mails permits to the address in its record and does not rely on postal forwarding. Correct the address through the record-update process when necessary and preserve the permit and training documents until licensing is complete. A damaged or missing valid permit uses the permit replacement service. After issuance of the full credential, check the restrictions and any juvenile court notice. The transition from learner practice to independent driving involves an actual change in authorization, so follow the document instructions rather than assuming that the last lesson or test automatically finishes every step.

Frequently Asked Questions

Can a sibling supervise a Virginia learner?
The permit instructions allow a licensed sibling age 18 or older under the stated exception. The supervisor must sit beside the learner and be alert and able to assist.

Does a school knowledge-test receipt let me practice driving?
The school receipt documents the examination result for DMV processing. Complete the permit issuance requirements before treating it as driving authorization.

Do 45 practice hours remove the juvenile nine-month wait?
Virginia requires both the hours and the holding period for the applicable under-18 route. Completing one requirement does not waive the other.

What if my permit began in 2026 but licensing happens in 2027?
DMV's transition instructions apply the new education requirement to first-time applicants ages 18-20 who obtain their licenses after the change, even with an earlier permit.

May I drive alone as soon as the school says I passed?
Independent driving under the juvenile temporary-license arrangement requires the valid permit and properly issued training certificate with all stated conditions met. A verbal pass alone is insufficient.

Can another state's permit time count in Virginia?
DMV's permit guidance allows qualifying time held on a valid permit from another U.S. state or territory to count. Present that permit and satisfy the remaining Virginia requirements.
