Send the vessel transaction to the correct agency

The Virginia Department of Wildlife Resources administers recreational vessel titles and registrations. Start from its boat registration and titling hub when buying a motorboat, transferring a used vessel, or renewing a registration. DMV handles the boat trailer's title, registration, and license plate. A seller may offer the boat, outboard motor, and trailer together, but their identifiers and government paperwork do not merge into one vehicle record.

Make an inventory before completing applications: hull identification number, manufacturer, model year, length, propulsion, motor information, current title or registration, and any lienholder. Preserve the purchase invoice and distinguish the trailer from the vessel in the sales documents. DWR may require original ownership evidence even if an application begins online. A successful account login or online payment is not proof that every title requirement has been satisfied.

Determine whether the craft needs a title or registration

DWR's watercraft requirements cover motorized vessels used on Virginia public waters, including boats with electric trolling motors. An otherwise ordinary canoe or small fishing boat can therefore require both title and registration after a motor is added. A manually propelled canoe does not receive the same treatment merely because a similar motorized model does. Disclose the propulsion actually installed instead of relying on the boat's original retail category.

For a sail-only vessel, distinguish titling from registration and check its exact length. The DWR titling-law summary identifies sail-powered vessels over 18 feet for titling, and the statutory watercraft definitions exclude the specified sail vessels measuring 18 feet or less. Some general agency text uses a different shorthand at that boundary, so provide the measured length when seeking a determination. A title requirement alone does not necessarily create a registration requirement for a sail-only boat.

Match the application to the ownership history

Use the current boat title and registration application and the supporting documents specified for the vessel. DWR's transaction procedure distinguishes new boats, previously titled boats, previously registered but untitled boats, and former Coast Guard documented vessels. The most recent ownership document determines the starting point. A bill of sale should not replace an available title that the titled owners are required to assign.

For a new boat, retain the manufacturer's or importer's certificate of origin and the dealer invoice. For a titled used boat, obtain the original title with the proper seller signatures and any dealer reassignment. A boat from a jurisdiction that did not title it can require the out-of-state registration plus a signed bill of sale. When the boat is already titled to you elsewhere, supply that original title rather than completing a fictitious sale from yourself to yourself.

Homemade or previously undocumented boats require additional ownership and construction evidence. DWR's instructions call for the applicable statement, supporting receipts, and, where required, photographs or inspection. Ask the Boat Section how to establish the hull identification before altering, replacing, or covering its identifying marks. Keep correspondence identifying any required additional evidence, because a construction statement and a manufacturer's certificate serve different purposes in the title file.

Calculate the new registration and title fees

The current registration and titling fee regulation took effect October 1, 2026. As checked October 21, the ordinary three-year registration charges are $37 for a boat under 16 feet, $41 for 16 to under 20 feet, $47 for 20 to under 40 feet, and $55 for 40 feet or longer. The title fee is $15. DWR's August 2026 approval announcement explains the effective date, so an older table should not control an October transaction.

The same regulation lists $19 for a duplicate registration or decal, $12 for a duplicate title, and $15 for the temporary registration certificate. These are distinct products. A duplicate title does not renew an expired registration, and a replacement education card does not replace either ownership document. Check the product selected on the application and preserve the resulting receipt so a later inquiry identifies exactly what DWR was asked to issue.

Handle watercraft tax and package purchases separately

Virginia's watercraft sales-and-use-tax statute sets a 2% rate for the covered sale or taxable use, with a $2,000 maximum for the specified sale and use transactions. DWR's instructions describe the gross purchase price of the watercraft and motor for the ordinary purchase. Retain the dealer's tax receipt rather than paying a second time without checking what was already collected and which transaction it covered.

The tax statute treats a qualifying out-of-state watercraft brought into Virginia six months or more after acquisition by reference to the relevant market value instead of automatically using an old purchase amount. Exemptions and credits depend on the circumstances, so provide the previous title, purchase date, tax evidence, and ownership history when asking DWR to calculate the charge. A local personal-property tax bill is another matter; paying DWR's acquisition tax does not necessarily settle a locality's separate assessment.

Know when you may use a recently purchased vessel

The DWR registration questions and answers permits limited use of a purchased used boat for 30 days with a dated bill of sale and the previous owner's still-valid registration card aboard. The allowance does not apply when that registration has expired. New watercraft must have the appropriate valid registration before public-water operation. Confirm the actual documents aboard before treating a purchase receipt as permission to launch.

A vessel currently registered by its owner in another state may receive the stated allowance for up to 90 consecutive days in Virginia. Principal use and the actual period kept in Virginia still matter when deciding the proper registration state. Coast Guard documented vessels cannot simultaneously hold an ordinary Virginia vessel title. Virginia permits optional state registration of an actively documented vessel, while a transition from federal documentation to state title requires the specified documentation and lien evidence. Avoid combining those two different situations in a single application.

Renew, update ownership, and display the issued identification

Boat registration normally lasts three years. DWR's current online service supports many renewals and certain replacement requests, and its FAQ states that it does not charge a late renewal fee. Absence of a late fee does not authorize operation with an expired registration. Review the expiration yourself rather than relying entirely on a reminder, especially if your email or mailing address changed during the three-year term.

Report applicable changes such as a sale, destruction, abandonment, theft, or address change within the required 15 days. The watercraft status-change regulation and DWR's instructions describe this reporting responsibility. Retain the sale record and notification confirmation if a local tax office later asks why a vessel remains associated with you. Renewing the buyer's registration does not replace the seller's own duty to report the transfer.

Follow the vessel-number display requirements for clear identification on the forward sides of the hull. Apply the current validation decals in the specified relationship to the number and remove obsolete decals. Carry the registration card while operating. If documents or decals are lost, use the duplicate document application or the available online transaction rather than making a homemade substitute for an official decal.

Qualify the operator and review the equipment

The Virginia boating education rules generally cover all personal-watercraft operators and operators of boats with engines of at least 10 horsepower, subject to the recognized compliance alternatives. A person under 14 may not operate a personal watercraft, and operators ages 14-15 must complete the approved course required for their age. A challenge exam or another adult compliance alternative does not erase that youth-specific rule. Carry the accepted evidence of education or other qualifying documentation during operation.

Choose from DWR's approved course options, which include free and paid formats. Its replacement-card guidance separates course records from optional durable lifetime cards. Before departure, use the boat equipment checklist for the vessel's size, construction, propulsion, and waterway. The August announcement also identifies safety-rule changes effective January 1, 2027; distinguish that future state effective date from federal requirements already applicable to the trip.

Frequently Asked Questions

Does Virginia DMV register the boat itself?
DWR handles the recreational vessel's title and registration, while DMV processes the separate trailer's road-vehicle paperwork.

What is the current registration charge for a 17-foot Virginia motorboat?
The three-year ordinary registration fee for the 16-to-under-20-foot category is $41 under the schedule effective October 1, 2026.

Must a canoe with an electric trolling motor be registered?
DWR requires title and registration when that motorized canoe is used on Virginia public waters, even though a manually propelled canoe is treated differently.

Can I launch a used boat with only a new bill of sale?
The limited 30-day allowance also requires the previous owner's valid registration card aboard, so an expired or missing card changes the answer.

Does an active Coast Guard documented vessel need a Virginia title?
Active federal documentation and a Virginia vessel title are not held simultaneously, although optional state registration is available for a documented vessel.

Can a 13-year-old operate a personal watercraft after taking a course?
Virginia's minimum personal-watercraft operating age is 14, so completing education earlier does not authorize operation at age 13.
