Choose between a personal placard and vehicle plates

Virginia offers parking credentials for qualifying mobility limitations and certain conditions that create a safety concern while walking. The DMV disability parking overview explains that the eligible person may use the credential as a driver or passenger. Eligibility therefore does not depend on holding a driver's license or personally operating the vehicle. The parking benefit follows the qualifying person, even when someone else provides transportation.

A personal placard is portable between vehicles used to transport its holder. Disabled parking plates attach the designation to a particular registered vehicle. The MED 10 application revised July 1, 2026 states that only one personal placard may be issued, while a person may request qualifying disabled plates for vehicles they own. Consider the person's regular transportation arrangements when choosing a placard, plates, or both, particularly if relatives and accessible transportation services share driving duties.

Understand the medical eligibility standard

The application identifies specific qualifying conditions, including inability to walk 200 feet without resting, dependence on an assistive device or another person, portable oxygen use, specified cardiopulmonary limitations, and certain severe limitations on walking. It also addresses conditions involving judgment or safety while walking. A diagnosis should be matched to the applicable certification category by an authorized medical professional, rather than treated as an automatic parking entitlement based on its name alone.

Under the DMV application instructions, physicians, physician assistants, nurse practitioners, podiatrists, and chiropractors have certification roles, but the permitted categories differ for podiatrists and chiropractors. Complete the applicant information before the professional signs the certification. Check the disability type, relevant dates, professional license information, and signature before submission. Missing professional credentials or an unchecked temporary-versus-permanent designation can prevent DMV from processing an otherwise well-supported request.

The Virginia placard statute provides the legal framework for original medical certification and the different credential types. Do not substitute a general medical-office note for the prescribed certification sections without DMV direction. If the certifier selects an other-condition category, the form requires enough information to identify that qualifying condition. The application does not ask the applicant to make an independent clinical judgment about the correct classification.

Apply using the updated no-fee process

As verified October 21, 2026, temporary and permanent individual placards are free. The current MED 10 also lists no fee for replacing a placard or its identification card. Older instructions that call for a routine individual placard payment no longer describe the current application. Plate fees remain separate and depend on the requested transaction and plate design; a free placard does not make all vehicle registration or specialty-plate charges disappear.

Submit the completed paperwork by mail to the disability parking address on the application, or through a DMV customer service center or DMV Select office. The current DMV placard application policy explains how an approved applicant may receive a short-term paper receipt while the actual placard is mailed. Follow the receipt's printed validity dates and display directions. A photocopy of an unsigned application is not the temporary authorization that DMV issues after processing.

Review the mailing address with particular care. The July 2026 form directs applicants whose submitted address differs from DMV's record to complete the required address-change request. Arrange delivery to a reliable address and use the delivery-status service linked from DMV's parking pages if the placard does not arrive as expected. Keep a copy of the submitted application and transaction receipt so a delivery inquiry can identify the transaction accurately.

Temporary disability and scheduled procedures

The DMV credential descriptions provide for temporary placards lasting up to 12 months, based on the medical certification. The medical professional supplies the expected beginning and ending dates. A qualifying procedure can be certified up to 15 days in advance under the stated rule. Permission to prepare before surgery does not permit parking before the approved disability period begins.

A temporary placard cannot simply be renewed as if it were permanent. If the qualifying condition continues beyond its expiration, submit a new application with a new medical certification. For a lost or stolen temporary placard, DMV allows replacement when more than 30 days remain before expiration. When the placard is within 30 days of expiring, use the new-application route instead. That distinction prevents a replacement request from being mistaken for an extension of the underlying medical authorization.

Permanent renewal now happens automatically

Virginia permanent placards have a five-year validity period. The current renewal and replacement page states that DMV automatically renews the permanent placard and mails it to the address on record approximately 60 days before expiration. The holder generally does not need to submit a routine renewal application or obtain a fresh medical certification. Maintaining an accurate DMV address is therefore central to receiving the replacement credential on time.

Automatic renewal does not excuse using a placard after its printed expiration if the new one has not arrived. Contact DMV about delivery and follow any specific instructions it provides. A lost permanent placard can be replaced through the listed online, mail, or office routes without a new disability certification. When the person no longer needs the credential, or the holder dies, return it through the proper DMV process instead of leaving it available for another family member's use.

Request plates with the appropriate vehicle paperwork

For disabled parking license plates, submit MED 10 with the VSA 10 license plate application. The form ties the plate request to the vehicle's title number, identification number, owners, and insurance certification. DMV describes certification exceptions when a customer already holds permanent disabled parking credentials and requests the corresponding other type. Confirm the existing credential is eligible for that exception before arranging a duplicate medical visit.

A plate request for a parent or legal guardian transporting a qualifying dependent requires the dependent information specified on MED 10. For vehicles with multiple owners, DMV records which owner qualifies for the disability designation. Plate renewal occurs with the vehicle's registration, rather than through the five-year personal-placard mailing cycle. If the vehicle is replaced or sold, handle the plate transfer or surrender as part of the vehicle transaction rather than assuming a portable placard rule applies to the metal plates.

Veterans and institutional transportation have distinct applications

Veterans seeking disability-related plates should examine the VSA 54 veteran disability certification and DMV's current plate instructions. Certification of a service-connected disability, eligibility for a vehicle fee benefit, and certification for the International Symbol of Access are different questions. The application provides designated sections for the relevant veterans' certification and the medical professional's parking assessment. Request the actual benefit and plate type needed instead of assuming that any military plate conveys identical parking privileges.

Hospitals, hospices, nursing homes, qualifying nonprofits, and other eligible entities use the institutional or organizational placard application for transportation serving people with disabilities. That form does not require an individual medical certification, and institutional placards are issued without a fee. They remain valid for five years, but the organization must reapply at expiration instead of using the automatic personal-placard renewal process. The organization's authorized representative certifies that the placards will be used only when transporting eligible people.

Use reserved spaces and meter privileges correctly

Display the placard from the rearview mirror when parked in a reserved disability space and remove it before driving so it does not obstruct vision. The holder must be present as the driver or passenger and carry the associated placard identification card for an officer's request. The DMV parking-privileges page describes parking for up to four hours in metered or time-restricted spaces without a fee unless the locality prohibits that benefit. Private facilities can have different arrangements, so inspect posted directions rather than assuming every airport or garage is free.

Keep access aisles and diagonally striped pavement clear even when the adjacent reserved spaces are occupied. The DMV disabled parking information sheet explains prohibited uses and penalties, including misuse by someone who is not transporting the holder. The reserved-parking statute supplies the corresponding legal requirements. A credential provides access to designated parking; it does not authorize blocking traffic, occupying another specialized space, or lending the benefit to an absent relative.

Frequently Asked Questions

Does Virginia still charge for a personal disability parking placard?
The July 2026 MED 10 and current DMV instructions provide temporary and permanent personal placards without a fee, including the listed placard and identification-card replacements.

How do permanent Virginia placards renew now?
DMV automatically mails a renewed five-year placard to its recorded address about 60 days before expiration, making an up-to-date mailing record especially important.

Can I renew a temporary placard after recovery takes longer than expected?
A continuing temporary need requires another application and medical certification because the existing temporary credential is not renewable.

May a relative use my placard while running errands without me?
The placard cannot provide disability parking privileges for an errand when its holder is absent from the vehicle.

Are institutions included in automatic five-year renewal?
Institutional and organizational placards require a new application at expiration, even though their normal validity period is also five years.

Does a Virginia placard waive every parking charge?
Meter and time-limit benefits depend on the locality, and private facilities may restrict free-parking arrangements or the permitted length of a stay.
