Start with the deadlines that apply to your move

The Virginia new-resident checklist gives ordinary drivers 60 days after moving to obtain a Virginia license, while a commercial license transfer has a 30-day deadline. The vehicle must be titled and registered within 30 days after the move (read October 21, 2026). These periods run on separate tracks. Completing the driver license transfer does not extend the vehicle deadline, and registering the car does not transfer the driver's personal credential. Mark the move date and arrange the transactions together where practical.

Determine whether you are establishing Virginia residence or qualify for a specific nonresident treatment. DMV's driver eligibility page explains circumstances involving military personnel, students, and other nonresidents. The military services information addresses service-related situations in greater detail. An active-duty posting, temporary school attendance, and permanent household relocation can produce different requirements. Review the rule that actually fits your status rather than assuming everyone using a Virginia mailing address has the same deadline or can retain an outside license indefinitely.

Prepare the identity and residence evidence

For an ordinary Virginia license, the application instructions call for identity evidence, legal presence, two proofs of Virginia residence, and Social Security information when a number has been issued. The acceptable-document guide distinguishes primary and secondary residence records and explains permitted document combinations. At least one residence document must satisfy the primary category. Use records showing the address where you actually live, and check any stated age limit for statements or bills. A lease plus a qualifying recent account statement can serve different evidentiary purposes from two unrelated pieces of forwarded mail.

Bring the current outside license and any documents connecting different legal names. If you recently married or obtained a court-ordered name change, the personal-information guidance explains the records needed to establish the transition. A first Virginia application still requires the full identity and residence packet even when the outside credential already displays the desired name. Originals or appropriate certified records are needed for identity and legal changes; permission to print certain online residence statements does not make an ordinary photocopy of a birth certificate acceptable.

Choose a standard credential or REAL ID

Review Virginia's REAL ID page before the initial appointment. A REAL ID is optional for driving, but it can serve the federal identification purposes for which an ordinary noncompliant state card is insufficient. The TSA identification list explains acceptable documents for airport screening, including alternatives for travelers who choose a standard license. Decide based on the identification you expect to use and the evidence you can provide. Selecting REAL ID during an original application may avoid a separate upgrade visit later.

The current Virginia fee schedule lists an ordinary license at $4 for each year of validity, with a $20 minimum, and a one-time $10 REAL ID charge in addition to the applicable issuance fee (read October 21, 2026). The actual term depends on the applicant's category, so do not treat every new resident's total as identical. The legal-presence instructions and current application guidance also distinguish standard credentials from REAL ID credentials issued for a limited authorized stay. Bring the status documents needed for the product you selected.

Understand which examinations transfer with the license

An adult presenting a valid license from another U.S. state or territory generally follows the transfer route described in DMV's eligibility instructions, including vision screening. Prior licensing can remove the need for beginner training or knowledge and road examinations when the applicable conditions are met. Bring the actual credential and answer questions about its status honestly. An expired, suspended, restricted, or incomplete credential may require additional review and should not be treated as a guaranteed examination waiver merely because it was issued elsewhere.

The foreign-license exchange process is more specific. Virginia lists reciprocal arrangements with Canada, France, Germany, Japan, South Korea, and Taiwan, with Taiwan retaining a knowledge-test requirement. For the listed countries other than Canada, DMV first verifies the license through the DL 7 process; Canadian license holders can follow the direct document-presentation instructions. Adults from other countries generally must take knowledge, road, and vision examinations, although acceptable prior licensing may remove the beginner permit holding requirement. Applicants under 18 cannot use the adult foreign-exchange shortcut (read October 21, 2026).

Plan separately for a teenager or first-time driver

A young new resident may need to show driver education and supervised experience in addition to an outside permit or license. Consult the teen licensing page and education requirements before enrolling in another course or scheduling a road test. DMV reviews whether outside education satisfies its requirements. Obtain the school records while the former provider is still easy to reach, and retain evidence of permit dates and prior licensing. Family recollection alone is less useful than the issued records needed to determine the next stage.

First-time applicants ages 18-20 should also review DMV's January 2027 transition explanation. Beginning January 1, 2027, that group must complete approved driver education and the required 90-day permit period, including applicants who received permits earlier (read October 21, 2026). A person with documented prior licensing may be in a different category from someone who only held a learner permit. Discuss that history before calculating a course schedule. The date of the eventual license application can matter even if the move and permit application occurred during 2026.

Complete safety and emissions requirements for the vehicle

Virginia's new-resident instructions direct drivers to obtain the required annual safety inspection before operating the vehicle. Arrange an authorized inspection rather than assuming an outside registration proves that the vehicle meets Virginia's inspection requirement. Safety inspection and emissions testing address different concerns. The former concerns the vehicle's required safety equipment; the latter applies under the locality and vehicle rules described on DMV's emissions inspection page. Keep the inspection paperwork and confirm that the required electronic result is available before attempting registration.

Emissions requirements apply to qualifying vehicles garaged in Arlington, Fairfax, Loudoun, Prince William, or Stafford County, and Alexandria, Fairfax, Falls Church, Manassas, or Manassas Park. DMV also lists vehicle exemptions and permits a first Virginia registration using a current outside emissions certificate performed within the preceding 12 months (read October 21, 2026). Examine the actual vehicle and certificate rather than applying the locality rule alone. For a vehicle requiring a new test, complete it early enough for DMV's record to update before your registration visit.

Arrange Virginia insurance and the ownership documents

The Virginia insurance requirements require qualifying coverage for registration. For policies effective on or after January 1, 2025, the listed minimum liability amounts are $50,000 for injury or death of one person, $100,000 for two or more people, and $25,000 for property damage (read October 21, 2026). Ask the insurer to handle the relocation and vehicle garaging information so the policy matches the Virginia registration. Do not cancel existing coverage before the replacement coverage and registration arrangements are ready.

Use the Virginia title instructions to assemble the ownership evidence and application for the particular vehicle. A financed or leased vehicle may require coordination with the lienholder, lessor, or current title-holding jurisdiction. Start that request before the 30-day vehicle deadline approaches. Verify the vehicle identification number, owner names, and lien information against the existing records. A DMV license appointment will not produce an absent ownership document, and an insurance card cannot establish title to the vehicle.

Register the vehicle and check local obligations

After the title, insurance, and applicable inspection requirements are satisfied, follow the registration process for Virginia plates and the registration card. Fees depend on the vehicle, plate selection, registration period, and any applicable highway use fee. Select the plate through DMV's license-plate information if you want something beyond the standard issue. Keep the registration evidence with the vehicle and check its expiration separately from the driver license. Later renewals may occur on a different schedule from either the safety inspection or insurance policy.

A DMV Select partner can handle many vehicle transactions, while driver licensing belongs at a customer service center or another authorized DMV licensing service. Use the location finder to match the visit to the work. Virginia's new-resident checklist also directs residents to local revenue, treasury, or finance offices when the locality requires a local vehicle sticker or decal; DMV does not issue those local items. Confirm the rules where the vehicle is kept and complete the local step when applicable, rather than treating the state plate as proof that every local obligation has been addressed.

Frequently Asked Questions

Do the Virginia license and vehicle deadlines match?
Ordinary license transfers generally have 60 days, while commercial licenses and vehicle titling and registration have 30-day requirements after the move.

Can I transfer my license before my lender sends the vehicle title?
Personal licensing and vehicle ownership are separate transactions. Proceed with the licensing documents while arranging the title evidence needed for the vehicle deadline.

Does Virginia waive every test for a foreign license?
Waivers depend on the issuing country, the license's validity, age, and DMV verification. Some reciprocal countries qualify for broader waivers, while Taiwan retains knowledge testing.

Is an emissions test required everywhere in Virginia?
The requirement depends on the specified Northern Virginia localities and the vehicle's category. Check exemptions and the first-registration rule for a recent outside certificate.

Will a Virginia plate satisfy my locality's vehicle sticker requirement?
DMV says some localities have an additional local sticker or decal process. Contact the local revenue or finance office because DMV does not issue those items.

Can DMV Select transfer my out-of-state driver license?
DMV Select partners perform designated vehicle and related services but do not issue driver licenses. Arrange the license transaction through a DMV service that provides licensing.
