Start with the transaction you actually need
FLHSMV's registration instructions direct customers making an initial registration to a motor vehicle service center in person at the time of titling. They require identification for all owners, Florida insurance and a completed title application, with additional evidence when the circumstances require it.
If the vehicle already has an active Florida registration in your name and only needs its next term, use registration renewal. For a missing certificate, plate or decal, use registration replacements. Ordering a duplicate does not establish a new owner's registration.
Documents for the title and registration
The department's title overview accepts current, valid identification such as a driver license or ID card from any state, or a passport. Ownership evidence depends on the transaction, including a manufacturer's certificate of origin for an applicable new vehicle or an outside-state title.
Use the current motor vehicle application from the FLHSMV forms directory. Some public pages still refer generally to HSMV 82040, but the department's updated application instructions require HSMV 82040 MV for motor vehicles from January 1, 2024. Mobile homes and vessels use their separate versions.
For joint ownership, FLHSMV's title FAQ requires the signatures of all intended owners on the initial joint application, including when ownership uses OR. See the Florida title guide for title assignments, liens and electronic certificates.
Buying from a licensed Florida dealer
The agency's dealer purchase instructions say the dealer must apply for the tag and title within 30 days. The buyer receives a temporary paper tag while the transaction is processed. Provide the insurance evidence needed to complete registration.
Ask the dealer to identify whether it is transferring an existing plate or obtaining a new one. Keep copies of the signed purchase documents and the title and registration charge breakdown. FLHSMV says a dealer can collect only the actual tax, tag and title charges, while a separate processing or handling charge must be disclosed separately.
For a problem receiving the tag or title, the agency directs consumers to its complaint form and regional motorist services process. Follow the instructions linked on the dealer purchase page; a temporary tag should not be treated as proof that the permanent transaction has been completed.
Buying through a private sale
FLHSMV's consumer handout recommends finalizing a private purchase at a motor vehicle service center so the title and registration are properly transferred. The seller's Florida plate does not simply become the buyer's plate.
The seller must complete the ownership assignment, and the buyer must apply for the new title and registration. The seller's Notice of Sale or Bill of Sale, HSMV 82050, expressly says that ownership status does not change until the purchaser applies for and receives a title. See selling a vehicle in Florida for the seller's part.
If you need a temporary tag, have the issuing office determine eligibility for the transaction. The Florida plate guide explains temporary tag categories and transferring an existing plate.
Bringing an outside-state vehicle to Florida
For an owner without a lien, FLHSMV's new resident instructions call for the original outside-state title, identification for all owners, Florida insurance, the completed signed application and the applicable VIN verification.
If an outside lienholder holds the title, ask it to transfer the title to Florida. If it refuses, the agency instructs owners to obtain that refusal on the lienholder's letterhead and take the letter to a service center for registration. A lender's refusal does not remove the need to register the vehicle. The Florida registration-only guide covers that separate route.
The published timing instructions disagree. The new resident page says to title and register within ten days of establishing residency. The renewal and replacement page says 30 days after employment, public-school enrollment or establishing residency. Plan around the shorter published ten-day window and confirm the applicable deadline with the issuing office. Do not assume the 30-day driver license deadline also controls vehicle registration.
Arrange the physical VIN verification
Use HSMV 82042, Vehicle Identification Number and Odometer Verification, when required. Part A includes the owner's inspection and odometer declaration; Part B requires physical verification of the identifying number. The form provides for a Florida notary, law enforcement or military police officer, licensed Florida dealer, or the identified state or tax collector examiner.
The form specifically covers used motor vehicles not already titled in Florida, including applicable trailers weighing at least 2,000 pounds. Its instructions describe checking the VIN under the windshield and in the door jamb, with a motor-number rule for vehicles manufactured before 1955.
The new resident page's verifier list omits notaries, while the official form includes a Florida notary section. Use the current form and confirm arrangements before the visit. A transcription of a VIN from paperwork is not the physical inspection the form describes.
Obtain Florida insurance
For an ordinary passenger vehicle with at least four wheels, the state insurance requirements call for at least $10,000 PIP and $10,000 PDL before registration. Coverage generally must be issued by an insurer licensed in Florida and continue throughout the registration period.
The limits and requirements were checked October 16, 2026. Eligible military exceptions and case-specific financial responsibility requirements are covered in the Florida insurance guide. A policy from another state should not be assumed to satisfy the ordinary Florida registration requirement.
Calculate the title, plate and registration total
The FLHSMV schedule, checked October 16, 2026, lists a $225 initial registration fee when applicable and $28 for an original plate. The registration overview explains that the initial fee applies when the owner has no qualifying Florida plate or plate record from a previously owned vehicle to transfer. Exemptions and previous-registration credit depend on the record and supporting evidence.
For ordinary automobiles, the fee schedule's annual base vehicle taxes are $14.50 up to 2,499 pounds, $22.50 from 2,500 through 3,499 pounds, and $32.50 at 3,500 pounds or more. FLHSMV expressly says other statutory fees apply. These amounts are not total first-registration prices.
Electronic title charges include $77.25 for an original new title, $85.25 for an original used title and $75.25 for a transfer. The schedule identifies possible paper-title, lien and other additions. Specialty designs and personalization can add charges. The cited schedule gives no new effective date for these amounts.
Sales and use tax for a vehicle brought into Florida
FLHSMV's sales and use tax procedure describes a six-percent Florida tax plus applicable local discretionary surtax for a vehicle purchased and used for less than six months in another state, U.S. territory or the District of Columbia. A qualifying like tax already paid there can be credited against the Florida amount.
The procedure also describes exemption when the vehicle was used for at least six months in that other jurisdiction, the owner was subject to its taxing jurisdiction, and documentary evidence supports the use. Merely asserting an older purchase date does not replace the required evidence. These tax rules were checked October 16, 2026.
Imported vehicles have different evidence and tax issues. Use the Florida imported vehicle guide for that transaction rather than applying the outside-state checklist unchanged.
Check the issued registration
The complete Florida registration includes the assigned plate, certificate and validation decal. Check that the identifying information matches the vehicle and the assigned plate, keep the certificate with the operator or vehicle, and place the decal in the upper-right square.
Record the expiration shown on the issued registration. Renewal periods vary by owner and vehicle category. Use the renewal guide for subsequent renewals and delivery options.
Frequently Asked Questions
Can I complete a first Florida registration through the ordinary renewal portal?
FLHSMV directs initial registration customers to a motor vehicle service center in person at titling. The ordinary renewal service does not replace that initial transaction.
Does my Florida dealer apply for the tag and title?
FLHSMV says a licensed dealer must apply within 30 days. The dealer needs the buyer's required insurance evidence to complete the transaction.
What if my lender refuses to release the outside-state title?
FLHSMV says to obtain the refusal in writing on the lender's letterhead and take it to a service center to apply for registration.
Must both new joint owners sign if the application uses OR?
Yes. FLHSMV requires each intended owner's signature when creating joint ownership.
Is $225 the whole cost of registering a car in Florida?
No. It is the initial registration fee when applicable. Title, plate, registration tax and other charges are separate. The amount was checked October 16, 2026.
Does a bill of sale alone establish the new title?
No. HSMV 82050 says the purchaser must apply for and be issued the title for ownership status to change.
