Recognizing a Florida REAL ID

FLHSMV's REAL ID page identifies the compliance mark in the upper right corner. Cards issued under the design introduced September 30, 2026 incorporate a gator into the star. Older compliant Florida cards have the earlier star design.

The redesign announcement expressly says existing valid licenses and ID cards remain valid until they expire. It announced the new design for service centers September 30 and online orders by early November. As of October 16, 2026, the announced online rollout is still ahead. An older illustration or a different star design does not mean a valid compliant card must be exchanged.

What Florida says about using REAL ID

FLHSMV's What to Bring guidance identifies May 7, 2025 as the date after which TSA accepts only compliant state licenses and IDs for the state credential form of airport identification. The agency also identifies REAL ID compliant identification for access to military bases and most federal facilities. It names a U.S. passport as an alternative identification document.

The distinction matters when preparing for a Florida office visit: the REAL ID documentation process establishes the credential's compliance, while driving privileges, examinations and license classes follow their own requirements. Those are covered on the Florida driver license guide. A person seeking identification rather than driving privileges should use the Florida ID card guide.

Choose the Florida document checklist for your status

FLHSMV divides its document instructions into U.S. citizen, immigrant, nonimmigrant and Canadian checklists. Each identifies the primary documents accepted for that group, Social Security evidence and address evidence. An accepted primary document for one category should not be assumed sufficient for a different category.

The main documentation page says originals validating identity, Social Security number and residential address are required for the first issuance in an office under Florida's REAL ID process. The individual checklists explain which address evidence may be printed or faxed. That address rule does not make an ordinary photocopy of a primary identity document acceptable.

Primary identification for a U.S. citizen

The U.S. citizen checklist accepts one original primary document showing the complete name: a qualifying U.S. birth certificate, valid U.S. passport or passport card, Consular Report of Birth Abroad, Certificate of Naturalization on Form N-550 or N-570, or Certificate of Citizenship on Form N-560 or N-561.

Florida specifically rejects hospital birth certificates as certified birth records. Its checklist also says a Puerto Rico birth certificate must have an issue date after July 1, 2010. The date the certificate was issued is the relevant detail in that instruction, not the applicant's birthday.

If the primary document and requested Florida name differ, additional name evidence may be required. Florida accepts a valid U.S. passport in the current name without extra name change documents. The sequence for Social Security updates and a chain of marriages, divorces or court orders is covered on the Florida name change guide.

Primary identification for an immigrant

The immigrant checklist accepts a valid alien registration receipt card, commonly called a green card, Form I-551, or an I-551 stamp in a passport or on an I-94.

It also identifies an immigration judge's order granting asylum with the customer's A number and a valid passport; an I-797 granting asylum with the A number and a valid passport; or an I-797 or other USCIS form showing approval of refugee status, again with the A number and a valid passport. The asylum and refugee entries on this list describe a grant or approval, not merely any pending application receipt.

The immigrant checklist separately requires Social Security and residential address evidence. Presenting a qualifying immigration document answers the primary identification requirement; it does not replace the other document categories.

Primary identification for a nonimmigrant

Florida's nonimmigrant checklist includes a valid employment authorization card, Form I-688B or I-766, or unexpired evidence of nonimmigrant classification on Form I-94 with the required supporting attachments.

The I-94 route has additional conditions. FLHSMV describes a valid passport with a U.S. visa and entry stamp, and names supporting forms for particular classifications: an I-20 for F-1 and M-1, and a DS-2019 for J-1 and J-2. Refugee, asylee and parolee classifications require their applicable additional documentation. The agency advises applicants unsure of their category's attachments to bring all USCIS documentation.

The page says documents must remain valid for more than 60 days from issuance of the Florida credential. Nonimmigrant card validity follows the USCIS document period, up to one year. The Florida limited term guide covers verification, temporary paperwork and issuance timing in detail.

Canadian applicants

The Canadian checklist identifies an original valid Canadian passport for primary identification. It also directs customers with a legal name change to update their Canadian driver license and/or passport before seeking a changed Florida name.

Canadian visitors without a work visa are not required by that page to produce a Social Security Administration refusal letter stating that no Social Security number was issued. This exception concerns that letter; the applicant still follows Florida's other identity and address instructions.

Showing the full Social Security number

The Social Security evidence list accepts an original Social Security card with the current name, a W-2 that is not handwritten, a paycheck or pay stub, an SSA-1099, or another 1099 that is not handwritten. The document must show the complete name and complete Social Security number. A document displaying only the last four digits does not meet that stated requirement.

Florida's status specific pages direct applicants without a Social Security number to the agency's documentation FAQ. The nonimmigrant instructions separately say people in the country without a work visa do not need an SSA refusal letter. Do not apply that limited statement as an exemption from every other Florida document requirement.

Two proofs of a Florida residential address

FLHSMV requires two different address documents. Its citizen checklist permits printouts or faxes of those documents and says the current license or ID cannot itself serve as residential address proof. It also states that an address outside Florida, including a U.S. territory address, is not accepted for issuance of a Florida Class E license or ID.

Accepted examples include a deed, mortgage, monthly mortgage statement, residential lease, Florida voter registration card, or valid Florida vehicle registration or title. The page also lists utility bills, medical or health documents, insurance documents, financial statements and government mail, with recency conditions on the categories it specifies. For example, a utility bill or financial statement must be dated within the last 60 days.

Use the exact list for the applicant's status. The presence of an item on the citizen page is not a reason to assume it appears on every other status checklist.

Address evidence when you live with someone else

For Class E and ID applications without two approved address documents in the applicant's own name, Florida provides Certification of Address, HSMV 71120. The person supplying the household proofs certifies the address, and the supporting address documents accompany the certification.

The citizen checklist permits that person to attend the office or sign the certification before a notary. Commercial learners and CDL applicants cannot use this Class E and ID certification route. FLHSMV requires their residential proofs in their own names; the Florida commercial license guide covers those separate lists.

Completing the Florida office process

FLHSMV's issuance instructions require office service for a first Florida license or ID and for a customer who is not REAL ID compliant. Gather the applicable originals and address proofs before that visit. Office appointment and walk in arrangements vary by location, as the agency's service overview explains.

Once Florida has received the required identity documents, its main What to Bring page says they need to be supplied again when information changes, such as a name or residential address. Already having REAL ID therefore changes the document question for later transactions, but does not guarantee that every renewal or replacement can be performed online.

Florida credential fees checked October 16, 2026

The FLHSMV fee schedule lists an original Class E license at $48, Class E renewal at $48, a replacement license at $25 and an original, renewed or replacement ID card at $25. A $6.25 tax collector service charge may apply. These are the published transaction amounts checked October 16, 2026; the schedule does not list a separate REAL ID surcharge among them or identify a new effective date for those amounts.

Which transaction applies depends on whether the customer is obtaining a first license, renewing, replacing or applying for an ID. The Florida fees guide covers the broader schedule and exceptions.
