Begin with federal eligibility, not a Florida plate application

Use NHTSA's vehicle importation resources before paying for a vehicle or booking shipment. The agency separates vehicles originally built to United States standards, eligible nonconforming vehicles, temporary imports, and special categories such as show or display. Those categories are not interchangeable.

A vehicle that resembles a model sold in the United States is not necessarily the same certified vehicle. Check the actual manufacturer's compliance label, manufacture information, and identification number. NHTSA's certification FAQ explains the label and distinguishes federal manufacturing and import requirements from the state's later title decision. A seller's promise that a car is "Florida legal" is not the federal evidence required at entry.

Contact the relevant federal program with the actual vehicle details when eligibility is unclear. Resolve whether modifications, an approved importer, or written permission are necessary while the vehicle is still abroad. Florida's tax collector cannot substitute a state title application for an unresolved federal import category.

The 25-year safety rule and the emissions rule are separate

The federal vehicle-import regulations include an import provision for a vehicle at least 25 years old. Verify the applicable manufacture date and entry date rather than relying on a model-year advertisement. A vehicle close to the age threshold deserves particular attention before shipment.

EPA's import requirements use a separate age-based emissions provision and address the vehicle's engine configuration. EPA specifically advises importers using the older-vehicle provision to establish engine equivalence and contact its imports program when necessary. A recent engine swap can therefore raise an emissions question even when the body is old enough for the safety provision.

Do not collapse the rules into a single statement that every vehicle over 21 years old can be imported freely. Safety and emissions eligibility must both be established. Conversely, a vehicle younger than the age exemptions may qualify through its original United States certification or another authorized route; age alone does not answer every import question.

Use the correct safety and emissions declarations

NHTSA's importation page supplies the current HS-7 declaration and links to the applicable instructions. The declaration identifies the basis on which the vehicle enters the country. It is not merely a form to sign after selecting whichever exemption seems easiest.

For emissions paperwork, use EPA's current publications and forms page. It distinguishes Form 3520-1 for passenger vehicles, highway motorcycles, and their engines from Form 3520-21 for specified heavy-duty and nonroad engines and equipment. The page also provides the route to independent commercial importer information.

An EPA Independent Commercial Importer and a NHTSA Registered Importer perform different federal functions. A shipping company or general customs broker is not automatically either one. Obtain the contracts, approvals, releases, and compliance records required for the particular import category, and keep them with the vehicle's ownership file rather than only in an importer's email account.

Clear customs and retain the entry record

The CBP motor-vehicle import guide identifies the shipping and ownership documents involved in entry, including the bill of lading, bill of sale, foreign registration, and applicable agency declarations. Arrange the arrival and clearance process with the port or authorized broker before the shipment reaches the United States.

CBP's Form 7501 entry-summary page provides the current entry-summary form and instructions. Keep the accepted entry documentation, not only a draft that a seller or broker prepared. Check that the vehicle identification number and importer details agree across the entry, ownership, and Florida application documents.

CBP also publishes personal-vehicle instructions for nonresidents and returning personnel. Those instructions describe limited circumstances in which a vehicle's entry can be documented after an earlier oral declaration. They are not a general remedy for any improperly imported vehicle, and they do not waive the applicable EPA and DOT requirements.

Customs duty, other import charges, Florida sales or use tax, and state title charges are separate. Obtain a vehicle-specific customs calculation for the entry date. Do not use a familiar base duty percentage as a guaranteed total without checking the classification, origin, and any additional measures applicable to that import.

Assemble the Florida ownership file

Florida's title guidance applies when a vehicle comes from another country as well as from another state. Bring current identification, the foreign ownership evidence, and the completed Florida motor-vehicle title application. Do not surrender the only useful copy of a foreign record without retaining a complete copy for your own file.

Under section 319.23, the application must disclose prior outside registration, and foreign certificates or registration evidence in the applicant's possession must be surrendered as required. The Florida title identifies the state or country where the vehicle was last registered. An imported vehicle is not treated as previously unregistered simply because it has never held a Florida title.

Use the current motor-vehicle version of Form 82040 from the FLHSMV forms index. Explain any difference between the foreign owner's name, the buyer on the bill of sale, and the customs importer. When records are not in English, ask the processing office what translation and certification it requires before submitting them. Do not alter a foreign document to make its fields resemble a Florida title.

VIN verification and unusual vehicles

First Florida titling of a used vehicle generally raises the physical vehicle-identification requirements in section 319.23. Follow the verification method applicable to that transaction, using Form 82042 when directed. Matching a typed VIN on a bill of sale is not the same as the required physical verification.

An imported vehicle with a short foreign chassis number, a changed identity plate, a reconstructed body, or an unusual vehicle classification may need additional review. Explain the issue accurately and retain photographs of identification and compliance labels. Never add characters to a foreign number to manufacture a 17-character VIN, and do not transplant a donor vehicle's identity plate.

The Florida motor-vehicle procedure index separates ordinary original titles from low-speed vehicles, mini-trucks, kit vehicles, and assembled-from-parts cases. Import permission does not establish which Florida vehicle class is appropriate. A vehicle imported for racing, display, or nonroad use should not be presented as an ordinary unrestricted road vehicle without resolving the restrictions attached to that category.

Registration, insurance, and the final transaction

A title establishes ownership; registration authorizes the vehicle's use under the applicable road-registration rules. Florida's registration instructions explain the state registration process. Supply the complete import and title file before expecting a plate to be issued.

For a passenger vehicle, review the Florida insurance requirements and arrange qualifying coverage using the correct vehicle identifier. An insurer's willingness to issue a policy does not itself establish federal import compliance or cure an ownership defect. Likewise, the absence of an ordinary Florida emissions-testing appointment does not eliminate EPA import requirements.

As checked October 20, 2026, the state fee schedule lists a $225 initial registration fee where applicable and a $28 original/replacement plate fee, separate from the title charge, annual registration, tax, and other applicable transaction charges. A qualifying transferred plate or exemption may change the initial-registration assessment. Request an itemized calculation rather than applying the same total to a motorcycle, a passenger car, and a heavy truck.

For returning service members, the military title and registration instructions provide the appropriate state route. A military-related customs benefit and a Florida registration exemption have separate conditions and evidence. Present the qualifying records for each benefit being claimed.

Frequently Asked Questions

Can Florida register a car that has not been properly imported?
A Florida application is not a replacement for federal entry and compliance documents. Resolve the customs, safety, and emissions requirements first, then submit the ownership and registration application through the Florida process.

Is a 21-year-old vehicle automatically eligible under the federal 25-year rule?
No. The age-based safety and emissions provisions are separate. Verify the vehicle's age under the applicable rule and its engine configuration rather than treating either age as a universal exemption.

Which customs record should I keep for Florida titling?
Retain the accepted entry documentation, including the applicable CBP Form 7501 entry summary, together with the HS-7, EPA declaration, and any required compliance approvals. A shipping receipt alone is not the complete import record.

Does a foreign registration replace a Florida title application?
No. It is part of the evidence of prior registration and ownership. Florida still requires the applicable title application, identification, verification, taxes, and other supporting documents.

Can an imported mini-truck or racing vehicle automatically get ordinary plates?
No. The vehicle's federal import category and Florida classification both matter. Resolve any nonroad, racing, display, or other restriction before seeking unrestricted highway registration.

Are customs charges included in Florida's title and registration fees?
No. Federal import charges, Florida sales or use tax, title fees, registration charges, and plate charges are separate items. Obtain calculations for the actual vehicle and entry or registration transaction.
