Who does what in Missouri

Missouri splits driver work in two. The Department of Revenue governs licenses, titles and registration and hands the counters to contract license offices, run by businesses and individuals the DOR selects by competitive bid, as its contractor announcements explain; a license office issues the credential, titles and registers the vehicle and sells the plates. The knowledge and driving tests are the Missouri State Highway Patrol's, given at its own examination stations on the Patrol's station map, and the test results are taken to a license office for issuance.

Start with the Missouri license office list when a counter is needed, the license office and exam station guide to tell the two systems apart, and the online services guide for the renewals that need neither.

Driver licenses, permits and ID cards

The DOR's license fee table, read October 21, 2026, lists an ordinary Class F license at $33 for six years or $16.50 for three, the term going by age: six years at 21 to 69, three years at 18 to 20 and at 70 or older. A duplicate is $16.50 or $25.50 by term, an instruction permit $10 and an intermediate license $14. The DOR's REAL ID page offers the compliant card at the same price, with two proofs of Missouri residence from different sources.

The written test asks 20 correct answers out of 25, per the DOR's licensing questions page, and is taken at a Highway Patrol station. The driver license guide, the REAL ID guide, the test guide and the fee guide take those apart.

Vehicle titles, registration and the property tax receipt

The DOR's titling page lists the title fee at $8.50 plus the $9 processing fee, read October 21, 2026, and its registration fee schedule prices a passenger car by taxable horsepower, from $18.25 to $51.25 a year plus $9 processing, or two years at double with $18 processing; a motorcycle is $8.75 a year. A buyer has 30 days to apply for the title before a $25 penalty starts, per the DOR's purchase instructions.

A Missouri registration needs the county collector's paid personal property tax receipt or waiver and, for most vehicles, a safety inspection the Highway Patrol caps at $12. The registration guide, the title guide, the personal property tax guide and the inspection guide set out the paperwork.

Offices, hours and holidays

The DOR's license office dataset, read October 21, 2026, carries 172 license offices, every one with its own telephone number, 172 with a week published, 11 with regular Saturday hours and 167 open on Monday. Hours, lunch closings and holiday closings are set office by office, because each office is its own contractor.

The DOR publishes no appointment system for license offices; a visit is a walk-in. Every office is on the Missouri license office list with its hours, its contractor and its 2026 holiday closings.

Public records beside the Missouri DMV

The Missouri DMV holds licenses and titles, not court cases, arrests or deeds; those are public records kept by other offices, and SearchSystems covers them for the whole state: looking up a Missouri court case, Missouri arrest records, Missouri property records, the Missouri people search guide, the Missouri background check guide and the Missouri public records law, all from the Missouri public records index.

Court cases, jail bookings and deeds are kept county by county. The largest in Missouri: St. Louis, Jackson, St. Charles, Greene, St. Louis City, Clay, Jefferson and Boone.
