An imported car needs a traceable ownership record, federal entry documents and the Missouri inspections tied to its import declaration. Federal admission alone is not a Missouri registration.

Identify whether the special import checklist applies
The Missouri imported-vehicle instructions distinguish foreign-market imports from new vehicles built for lawful United States sale on a manufacturer's statement of origin. That exception depends on the appropriate certification and a standard United States VIN, not simply a familiar badge on the grille. Before paying for shipment, compare the actual vehicle's identification and documents with the intended application category. A model sold domestically can also exist in a different overseas specification. Keep photographs of the identification plate and certification labels available for inquiries, without treating photographs as substitutes for the required ownership documents.
Federal safety admission and state registration answer different questions
Start with NHTSA's importation guidance and the actual HS-7 declaration. Box 1 addresses vehicles at least 25 years old and requests a manufacturing date. Box 2A addresses compliant vehicles bearing the required certification, while Box 2B has specific Canadian certification and manufacturer-confirmation conditions. Box 3 concerns eligible nonconforming vehicles imported through the registered-importer process. Do not select a box because it appears easiest for registration. The declaration documents the legal basis of entry, and Missouri uses that recorded basis to determine which additional evidence the owner must supply.
Check the declaration before planning Missouri plates
Missouri expressly excludes HS-7 Boxes 4, 5, 6, 7, 10, 11, 12 and 13 from eligibility for a Missouri title or registration. A federal temporary, diplomatic, research or display permission therefore should not be represented as ordinary Missouri ownership eligibility. Examine this issue before committing to a vehicle marketed for limited use. Where a seller presents an entry document inconsistent with the planned road use, ask the Motor Vehicle Bureau to identify what can actually be processed. A later private sale does not itself rewrite the vehicle's federal admission category.
Obtain the ownership and customs papers together
The Missouri packet requires the properly assigned title, manufacturer's statement or ownership evidence recognized by the originating jurisdiction, together with a signed Form 108 application. It also requires completed and signed CBP Form 7501 and the HS-7 declaration. The state accepts the customs entry form as an original, copy or digital printout. Compare the VIN and owner details across the entry record, purchase papers and application. Review Missouri title-assignment requirements where a domestic title is involved. A shipping invoice or broker's bill is not automatically the ownership document or completed customs form the checklist requests.
If a lender retains the foreign ownership document, contact the Bureau before submitting an incomplete packet. The import instructions require the existing lien to remain on the Missouri title; importing the vehicle does not discharge the secured debt. Ask the lender for the original document and retain the correspondence identifying the exact vehicle and borrower. Where the ownership certificate cannot be obtained, seek case-specific processing instructions rather than borrowing the separate registration-only procedure for a vehicle already titled in another United States jurisdiction.
Treat federal emissions compliance separately
The EPA vehicle and engine import program concerns emissions requirements distinct from NHTSA's safety rules. Its declaration-form guidance assigns Form 3520-1 to passenger vehicles, highway motorcycles and corresponding engines, with a different form for heavy-duty and nonroad engines. EPA's nonconforming-vehicle explanation describes certification and exemption pathways. Its older-vehicle discussion emphasizes an engine matching the original model and configuration. That is not the same inquiry as the manufacturing-age box on HS-7. An engine swap can therefore matter even when a vehicle is old enough for a separate federal safety provision.
Match the VIN and examination to the imported vehicle
Use the NHTSA VIN decoder to identify reported inconsistencies with United States sequencing. Missouri calls for a Form 551 Vehicle Examination Certificate when the VIN is nonstandard or conflicts with the decoder. Its import matrix also requires that examination for the Box 2B category. Distinguish this examination from a simple identification-and-odometer verification and from a roadworthiness inspection. The Department's additional vehicle documentation guidance describes these different inspection purposes. Keep every issued inspection document with the specific VIN; a prior examination of a similar vehicle cannot support another imported unit's application.
Follow the odometer and importer-release requirements
For the Box 1, 2A and 3 categories, Missouri lists its odometer disclosure form, with exclusions for trailers, ATVs, watercraft and outboard motors. The required purchaser and seller signatures and printed names must be supplied, including valid power-of-attorney documentation where used. Box 3 additionally requires the DOT-NHTSA bond release or the registered importer's statement described by Missouri concerning submission of the conformity package and more than 30 days without a response. A repair invoice alone is not that release evidence. Resolve missing importer paperwork while the importer and original seller can still provide the records.
Understand the state title brand and remaining inspections
Missouri identifies a Non-USA Standard brand for a motor vehicle not originally manufactured to United States emissions or safety standards. A title brand records history; it should not be concealed merely because modifications have been completed. The import matrix separately specifies safety-inspection requirements, including Box 2B and vehicles with nonconforming VIN specifications. Consult the Highway Patrol inspection explanations for the inspection being requested. Where a registration address falls within the covered St. Louis region, also evaluate the Gateway emissions program. Neither an import-age claim nor an overseas inspection certificate automatically answers the state registration requirements.
Assemble registration evidence for the Missouri owner
Provide current financial-responsibility evidence acceptable under the Missouri insurance rules and the required property-tax or non-assessment documentation. The state directory of county assessment offices helps identify the office responsible for the owner's account. Military applicants whose home of record is elsewhere may use the Leave and Earnings Statement described in the import checklist. Missouri-resident military applicants still need the applicable tax evidence. Out-of-state military identification verification can use the state's Form 5874 listing. These provisions address particular documents and circumstances; they do not convert every military import into a tax-exempt or inspection-exempt transaction.
Calculate Missouri charges independently of shipping costs
As reviewed October 21, 2026, the import checklist lists $8.50 for title issuance and $9 for processing, followed by the applicable registration charges. Tax depends on the transaction and qualifying credits or exemptions. The Department's vehicle sales-tax calculator assists with state and local amounts, not customs duties, freight charges or importer-service bills. Its prior-use discussion refers to vehicles owned and operated in another state for at least 90 days. Do not extend that language to any 90-day ownership period abroad without Department confirmation. Retain evidence of taxes previously paid rather than assuming a purchase contract proves tax remittance.
Submit to the import-processing channel
Missouri's published instructions, checked October 21, 2026, direct these applications to Central branch in Jefferson City or mail processing. A nearby contract office is not automatically authorized to complete the import transaction. Resolve the correct mailing instructions with the Bureau before sending original foreign papers. Where the owner uses the out-of-state affidavit for a vehicle away more than 60 days, the import guidance requires safety inspection within 10 days after return and emissions inspection within that period when applicable. Keep a complete copy of the submitted import packet and track any request for additional documents against the original VIN.
Frequently asked questions
Does an HS-7 temporary-import declaration guarantee a Missouri title?
Missouri excludes several declaration categories, including Boxes 5 and 7, from state title and registration eligibility. Examine the actual declaration before planning permanent Missouri road use.
Is a 25-year-old imported car automatically exempt from EPA requirements?
NHTSA's age provision and EPA's emissions rules are separate. EPA's older-vehicle discussion includes engine-equivalence conditions that require their own review.
Which customs form does Missouri identify in its import checklist?
The state requests completed and signed CBP Form 7501, accepting an original, copy or printout of the digital form along with the other application documents.
Can I use an ordinary VIN check instead of a requested Missouri Form 551?
The Vehicle Examination Certificate serves a different purpose. Follow the import category and VIN-specific examination requirements rather than replacing one inspection document with another.
May any neighborhood Missouri license office complete an imported-vehicle application?
The Department currently directs import processing to Central branch in Jefferson City or the mail channel. Contact the Bureau before delivering original import papers elsewhere.
Does the overseas purchase price include every charge needed for Missouri registration?
Shipping, federal entry charges, Missouri title processing, registration and applicable state or local taxes are different items. Calculate the state transaction from its own documentation and published fee rules.
