Every fact on this page was read that day from the Delaware Division of Motor Vehicles' own pages and its office directory and, where named, the Delaware Code and the state's news releases, and the official page each fact came from is linked where it appears.

Start with eligibility and the prior driving record

Before visiting DMV, determine whether this is a first application, a transfer of an existing license, or restoration after a licensing action. The Delaware general requirements explain that an application can be blocked by an unresolved suspension or revocation, insufficient age, or inability to establish required identity and residence facts. A first-time adult should use the adult licensing process, while an eligible younger applicant generally enters graduated licensing through approved driver education.

List all previous licenses, including a foreign credential, and identify where each was issued and whether it remains valid. Delaware requires surrender and cancellation arrangements for other state credentials. Bring the existing license or the substitute certified record accepted for the particular transfer. An application should reflect the actual record even when an older card is lost. Choosing the first-license route does not make a previous suspension disappear from the licensing review.

Build a document packet for the intended card

Use the official document guide to identify proof of identity, legal presence, Social Security information, and two separate Delaware residence documents. The name and date of birth should agree across the packet or be connected by valid supporting records. A birth record must be the kind accepted by DMV, rather than a hospital announcement or souvenir certificate. Have the original or certified document available when that is the stated requirement.

Residence evidence should show the applicant's physical Delaware address. DMV's REAL ID documentation instructions describe acceptable sources and conditions for mailed documents, including the requirement that the two proofs come from separate sources. Check those conditions before relying on a bill printout or a personal letter. If a teenager's sponsor lives at the same address and meets the licensing conditions, the GDL instructions describe a specific residence-proof waiver that should be evaluated within that program.

Connect name changes and immigration records

For a changed legal name, assemble the marriage, civil-union, divorce, or court documents needed to connect the identity source to the name requested on the license. Several legal name changes may require a sequence of supporting records that connects every stage. The DMV name-change guidance is useful when deciding which source record must be corrected first. A preferred nickname or a name used informally at work does not establish a legal change by itself.

Noncitizens should review the legal-status documentation guidance and bring the documents applicable to their immigration category. DMV verifies status and authorized stay, and a temporary credential cannot be assumed to last the ordinary eight-year term. If a federal database does not match the documents, ask which record or verification process needs attention. A local license application cannot extend immigration status, and repeatedly submitting the same inconsistent information does not resolve a federal mismatch.

Choose the appropriate licensing program

Applicants at least 18 generally follow the adult permit and examination route if they do not qualify for a license transfer. The adult instruction statute provides the twelve-month permit framework. Eligible applicants younger than 18 use the graduated licensing requirements, which include driver education and sponsorship. The law also addresses certain students with an active Individualized Education Program who are younger than 22, while DMV explains the choice available to participants who are at least 18.

A Driving Privilege Card has a separate application process for qualifying applicants unable to establish the legal presence needed for a regular license. Review the DPC program directly if that is the applicable route; it should not be confused with every noncompliant or limited-term license. Its identity, tax, screening, and testing steps must be completed through the designated process. Selecting the correct program early avoids preparing a packet for a credential the applicant is not eligible to receive.

Plan the visit and the health screening

Check the DMV locations and service information before traveling. Delaware's Plan and Scan virtual lobby allows customers to select a service through the posted QR-code process and wait for a text notification where offered. That lobby procedure is different from a scheduled road test. Bring enough time and the complete document packet for the initial transaction, and ask in advance about an accommodation necessary to complete an examination or office visit.

Answer the application's health questions accurately and bring corrective lenses used for driving. The medical review program can require a favorable practitioner report or additional evaluation when a condition affects safe operation. A report requested for ordinary licensing is different from a federal commercial-driver medical certificate. If DMV asks for follow-up information, obtain the specified form and deadline rather than substituting an unrelated appointment summary or assuming that payment completes the review.

Pay the application charge and pass the knowledge test

The DMV fee schedule should be checked before submitting payment, especially because the October 2025 update raised the ordinary Class D new, permit, and renewal charge to $50. The state lists accepted office and online payment methods, but private tuition, transportation to the test, and replacement civil documents are separate expenses. Save the application receipt and verify that it identifies the correct applicant and transaction.

Study the state driver manual and the official knowledge-test guidance. The Class D examination has 32 questions and requires 26 correct answers. DMV offers official sample material to help applicants understand the question format, but the full manual supplies the substantive rules. If an applicant needs audio testing or another permitted accommodation, confirm the arrangements through DMV before arriving rather than assuming every workstation or appointment provides it automatically.

Use the issued permit for lawful practice

After passing the required eye screening and knowledge test, an adult receives the permit for supervised learning. Carry it during practice and arrange an accompanying operator who satisfies the legal requirements, including the age and seating rule. The adult route does not provide a six-month solo-driving milestone. That milestone belongs to the separate GDL structure and depends on its own valid-authority period, practice certification, sponsorship, and restrictions.

Review the permit's issue and expiration dates immediately. The adult application requires completion of testing within the twelve-month period, and failure to finish can mean a new application and forfeiture of the earlier fee under the statute. Schedule practice regularly enough to make progress. Maintain a personal record of skills needing work, even when a particular adult practice-hour log is not mandated, so the road appointment is based on readiness.

Complete the road test or a qualifying transfer

Follow the road examination instructions to book a test after the applicable waiting period. Bring a safe vehicle of the correct class, valid registration and insurance, the permit, and the required accompanying licensed driver. The driver should remain at the site in case the applicant cannot drive away after the test. Disable prohibited parking assistance and review the vehicle's controls before the examiner begins the assessment.

For an applicant with a qualifying existing license, the adult transfer page explains when written and road tests are normally waived and when they remain required. Foreign reciprocity is limited to the countries and license type identified by DMV. Once the application is approved, inspect the resulting card for accurate personal information, class, restrictions, and expiration. Retain the receipt and follow any issuance or mailing instructions. Use the official online services for eligible later transactions after the underlying Delaware record is established.

Frequently Asked Questions

Should I apply as a first-time driver if I lost my previous state’s license?
Tell DMV about the prior credential and obtain the certified record it accepts for the transfer; a lost card does not erase the earlier licensing history.

How many residence documents are ordinarily required?
The ordinary application calls for two separate proofs of Delaware physical residence, with a specific sponsor-related exception described for qualifying GDL applicants.

Can I finish a first REAL ID application entirely through online renewal?
A first compliant issuance requires the applicable source-document verification; an ordinary online renewal is not a substitute for that process.

What happens if I do not finish adult testing before the permit expires?
The twelve-month permit becomes void, the fee can be forfeited, and the applicant must reapply and complete the required testing.

Does Delaware issue a separate Driving Privilege Card?
A DPC is available through its own qualifying application process and is distinct from an ordinary REAL ID, noncompliant license, or immigration-limited credential.

What should I check on the newly issued license?
Verify the legal name, address, birth date, license class, endorsements, restrictions, and expiration before relying on the credential.
