Choose a personal placard, vehicle plate, or organizational permit

Delaware provides several forms of accessible-parking authorization. The DMV disability-parking overview explains special vehicle plates, personal removable placards, and the conditions for their use. A removable placard is useful when an eligible person travels in different vehicles, while a plate is associated with the registered vehicle. Determine who qualifies before choosing the credential. A family member who drives the person does not gain a personal entitlement to reserved parking when traveling alone.

The special-plate statute covers an eligible owner or qualifying household member and the permitted vehicle types and weight limit. The placard statute also provides an organizational permit for an entity that regularly transports people with qualifying disabilities. That authorization belongs to the organization under its specific rules. A paid caregiver's job description alone does not create an individual placard, and a business should not use one client's personal permit for trips involving different people.

Establish the applicable medical or age-based eligibility

Medical eligibility concerns functional limitations described in the law. Examples include inability to walk 200 feet without stopping, inability to walk safely without specified assistance, qualifying lung impairment, use of portable oxygen, a sufficiently severe cardiac condition, or serious walking limitations from an arthritic, neurological, or orthopedic condition. The relevant licensed professional must evaluate and certify the actual condition. A diagnosis name or general disability-benefit award does not necessarily address those specific mobility criteria.

Applicants who are eighty or older have a separate placard route based on satisfactory proof of age. The online new-placard application for age eighty and older is designed for that situation. It is not the online form for every first-time medically based application. Have a Delaware driver license or state identification card available for the requested identifying information. A person who does not drive can still have a parking need as a passenger; driving ability and placard eligibility are separate questions.

Complete the current application and required certification

Use Form MV474 and read all pages before selecting sections. The form distinguishes initial applications, permanent renewals, replacements, temporary placards, organizational requests, and special plates. Supply the applicant's identifying details and, for a plate, the vehicle information requested. The initial medical certification must come from an individual licensed under the relevant Delaware medical or nursing provisions described by the statute. Do not assume that an unrelated benefits letter replaces that certification.

For a paper submission, provide the original completed application as instructed. DMV's posted process lists mailing to Division of Motor Vehicles, P.O. Box 698, Dover, DE 19903, Attention: Correspondence, and branch assistance is available through the facility contacts. The form's original-document instruction means an emailed photograph or fax should not be treated as an accepted paper application. If you need help completing or submitting it, contact DMV rather than repeatedly sending a format it cannot process.

Match the credential to the expected duration

The blue permanent personal placard ordinarily lasts eight years. A green organizational placard lasts three years, and the organizational renewal instructions require appropriate confirmation of the transportation activity. A red temporary placard has an expiration determined by DMV and cannot run beyond 180 days for that issuance. A temporary condition must satisfy the statutory mobility and hardship criteria, with the required medical certification; the maximum permit term is not a promise that every recovery period qualifies.

Read the expiration printed on the actual credential. If a temporary limitation continues, the temporary reapplication requires new medical certification under the published form and statute. The permanent-renewal self-certification rule should not be applied to a red placard. Plan follow-up before expiration, particularly when treatment or recovery timing remains uncertain. Continued symptoms do not automatically extend the printed date or authorize use of an expired placard while a new application is pending.

Renew permanent eligibility using the updated rule

Delaware changed permanent disability-parking renewal requirements in 2024. A person with a permanent qualifying disability does not need a fresh physician certification merely to renew the permanent plate or placard. The applicant must provide the required written certification that the qualifying need continues. This is different from eliminating renewal altogether. Keep the current credential details available and accurately report whether the circumstances still support the authorization.

The online placard renewal service requests the placard number, identity details, and current contact information. Use that renewal route only for an existing placard. If the number cannot be located, the record is wrong, or the holder has moved, resolve the issue with DMV rather than entering a guessed identifier. The name and address change instructions and address form help keep agency records current so the new credential and related correspondence reach the correct person.

Understand fees, quantities, and replacement requests

The statute prohibits a charge for issuing or reissuing a parking placard, while allowing recovery of the actual cost of replacing one that is lost or damaged. The current application lists a $1 replacement-placard charge and no charge for an initial application or renewal. Consult the DMV fee information if replacing a vehicle plate or combining the request with another transaction, because ordinary title, vehicle-registration, and plate charges are separate from the placard issuance rule.

Only one placard is issued initially under the personal program. The law allows an additional placard on written request for an applicant who does not also have the special plate. A person eligible for a special plate may also apply for one permanent placard. Explain the existing credentials when requesting another item so DMV can determine the permitted combination. A spare placard should never be obtained in another person's name merely for convenience or shared among relatives without regard to the holder.

Display and use the credential correctly

The qualifying person must be the driver or passenger when the vehicle uses a space reserved for disability-parking credentials. The placard is displayed from the rearview mirror when parked, or in the prescribed visible dashboard position when there is no appropriate mirror. Remove it before driving so it does not obstruct visibility. The accessible-parking brochure provides practical guidance about reserved spaces and keeping access areas available to people who need ramps or room to transfer.

A placard does not authorize parking where all vehicles are prohibited, in a space reserved to another individual, in a loading or other specially reserved zone, or where the vehicle creates a traffic hazard. Metered and time-restricted spaces have their own statutory and local details; do not assume that the symbol grants unlimited free parking at every meter. Read signs and check the authority responsible for the particular lot or street. Out-of-state travel also calls for reviewing the destination's parking rules.

Maintain the vehicle's ordinary registration obligations

A disability plate remains part of the vehicle's registration record. Keep its expiration, inspection, and insurance requirements current even when the parking authorization is permanent. The vehicle account service can help review eligible vehicle transactions, but a routine vehicle renewal is not necessarily a placard renewal. Track the dates separately when the vehicle and removable permit have different expiration years.

If replacing or selling the plated vehicle, ask how the special plate will be transferred or surrendered under the plate provisions. The parking entitlement follows the qualifying circumstances, while the actual vehicle record still must be changed correctly. A vehicle buyer does not acquire the former owner's disability-parking privileges merely by receiving the car. Remove any personal placard before delivery and complete the plate transaction through DMV.

Return credentials when eligibility or the holder changes

The placard statute requires return in specified circumstances, including expiration, replacement through reapplication, the end of the qualifying need, and the holder's death. An organizational permit must also be addressed when the entity no longer performs the qualifying transportation. Keep a record of the return or replacement request, especially if the item was previously reported lost. Do not keep using a deceased relative's placard to make family errands easier.

Request a reasonable modification through DMV's accessibility assistance information if an office visit or application step presents a disability-related barrier. Explain the service needed and the practical obstacle so staff can arrange appropriate assistance. After issuance, check the name, number, type, and expiration and store a separate record of them securely. That record makes a later renewal or loss report easier without carrying the entire medical application in the vehicle.

Frequently Asked Questions

Do permanent Delaware placard renewals need a new physician signature?
The updated permanent-renewal rule uses the applicant's written certification of continuing need. Initial medically based applications and temporary renewals have different certification requirements.

Can someone age eighty obtain a placard based on age?
Delaware provides a placard route for applicants eighty or older using satisfactory proof of age. The dedicated online new-placard service is intended for that route.

How long can one temporary placard remain valid?
DMV sets its expiration, and the issuance cannot exceed 180 days. A continuing temporary need requires reapplication and the required new medical certification.

Can a family driver use the permit while the holder stays home?
The person for whom the personal plate or placard was issued must be driving or riding in the vehicle when it uses the reserved parking authorization.

Is there a charge to replace a lost placard?
The current MV474 lists a $1 replacement-placard charge. Initial issuance and renewal are listed without a placard fee.

Should the placard stay hanging while driving?
Remove the placard while the vehicle is moving. Display it as instructed only for the parked vehicle's authorized use.
