Who does what in Delaware

Delaware keeps driver and vehicle work under one roof. The Division of Motor Vehicles issues licenses, permits, ID cards and REAL ID, gives the tests, titles and registers vehicles and inspects them in its own lanes, at the four offices on its contact page and through its online services. There is no county office, no contract agent and no private inspection station; the one charge beside the DMV's fees is the value based document fee under the Delaware Code, paid to the DMV with the title.

Start with the Delaware DMV office list for the nearest of the four, the license guide for a first credential, the inspection guide for the lanes, and the new resident guide after a move.

Driver licenses, ID cards and REAL ID

The DMV's fee schedule, read October 22, 2026, prices a Class D license at $50 for a new license, a permit or a renewal since the increase the state announced for October 2025, with the ordinary term at eight years; a duplicate license is $20, a name change $10 and a renewal filed late $10 more. An ID card is $40 under the Code's identification card chapter with a $10 duplicate, and a CDL is $55 with a $10 learner permit on the DMV's CDL page.

A new resident has 60 days to apply under the DMV's transfer page, surrenders the old license, takes the eye screening and usually skips the tests, bringing the documents the DMV's document guide assembles, two of them for a Delaware address; a REAL ID follows the secure ID requirements at the same fee. The license guide, the REAL ID guide, the ID card guide and the fee guide go through each of those for Delaware.

Vehicle titles, registration, the document fee and inspection

A Delaware title costs $35 without a lien and $55 with one on the DMV's fee schedule, a duplicate $50 under the Code's title subchapter, and a buyer of a Delaware vehicle applies within 30 days or pays a $35 penalty under the transfer law. The document fee is 5.25 percent of the vehicle's value under the document fee law, and the Code's registration subchapter sets a passenger car at $40 a year and a motorcycle at $15, with $60 a year added for a hybrid, $85 for a plug-in hybrid and $110 for an electric vehicle under the alternative fuel fee.

Every vehicle passes through the DMV's own lanes under its inspection page, with newer vehicles VIN checked and the model year chart in force from October 1, 2026 setting the registration terms; a new resident titles and registers within 60 days using the DMV's new resident booklet, with insurance at the $25,000, $50,000 and $10,000 minimums plus personal injury protection. The title guide, the registration guide, the document fee guide and the inspection guide set out the paperwork.

Public records beside the Delaware DMV

The Delaware DMV holds licenses and titles, not court cases, arrests or deeds; those are public records kept by other offices, and SearchSystems covers them for the whole state: the Delaware court records guide, how an arrest is recorded in Delaware, Delaware property records, finding a person in Delaware, the Delaware background check guide and what the Delaware records law opens, all from the Delaware public records index.

Court cases, jail bookings and deeds are kept county by county. The largest in Delaware: New Castle, Sussex and Kent.
