Direct the vessel and trailer to the right agency

The DMV boat and trailer FAQ assigns vessel registration to the Department of Natural Resources and Environmental Control, or DNREC, and its authorized agents. DMV handles the separate road-trailer title and registration. Keep the hull identification number, trailer VIN, and each item's ownership documents distinct when buying a package that includes both the boat and its trailer.

Start the vessel transaction with DNREC boat-registration instructions. Delaware generally requires registration of motorboats principally used in the state, including boats powered by electric trolling motors. Adding a motor to a previously paddle-only craft can therefore change the registration analysis. A fishing license, boating course card, or trailer plate does not replace the boat's required registration.

Establish the correct state of principal use

The application identifies the state of principal operation by where the vessel is used most during the calendar year. DNREC also explains its rule for a vessel used, docked, or stowed on Delaware waters for more than 60 consecutive days. The owner's home address alone does not justify choosing Delaware for a vessel that is principally operated elsewhere.

The motorboat registration law and related rules address nonresident use and exceptions. Wind-only and human-powered vessels are outside the ordinary motorboat registration-fee requirement, while federally documented vessels have separate numbering treatment. Tell DNREC about Coast Guard documentation or an unusual vessel category before applying. Do not install state numbers on a documented vessel merely because another boat at the marina displays them.

Gather the application and ownership evidence

Complete the Vessel Registration Application with the actual owners, HIN, vessel dimensions, construction, propulsion, use, and previous registration information. The form asks whether joint ownership is AND or OR and includes owner certifications. Provide the requested identification copy and a photograph, pencil tracing, or rubbing of the HIN so staff can compare the application with the hull's identification.

For a new boat, obtain the original manufacturer's or builder's certificate properly assigned to the purchasers, with the required sale evidence. For a boat from a title state, provide the original assigned title as instructed; DNREC retains that title. A boat from a registration-only state instead needs its original registration and the prescribed notarized bill of sale.

Complete a used-boat transfer accurately

For a vessel already registered in Delaware, DNREC requests the prior registration card and a notarized bill of sale describing the boat. Its published instructions waive the notarized bill of sale when both parties appear together with picture identification. Confirm whether your chosen authorized registration agent offers the needed transaction and whether its hours fit both parties' availability.

Compare every HIN character before signing or submitting the packet, and include a lien release when applicable. Do not accept a seller's promise that an inconsistent number can be corrected later without evidence. If the vessel's ownership history is incomplete, ask the Boat Registration Office what additional proof is required before paying for a boat that may be difficult to register.

Route homemade and estate cases through the appropriate review

An initial homemade-boat registration must be handled through the Dover office. The application instructions require construction-material invoices, a description and photograph, and notarized statements from the builder and a witness. Collect the evidence as the boat is built, since reconstructing material purchases and identifying features after completion can be difficult.

For a deceased owner's vessel, the packet calls for a death certificate and the short-form document establishing the administrator, with a notarized estate sale document if sold. Make sure the person signing has authority for the estate. A family relationship or possession of the boat does not necessarily establish authority to transfer all ownership interests.

Calculate the registration and agent charges

Annual registration fees are based on length: $20 below 16 feet, $40 from 16 to under 26 feet, $60 from 26 to under 40 feet, and $100 from 40 to under 65 feet. The listed category of 65 feet or more, when not required to be documented, costs $120 annually. A three-year registration uses three times the applicable annual amount.

The statute lists $2.30 for a duplicate registration certificate and $3.45 for the specified transfer with current registration. An authorized agent may add a posted service charge within the statutory limit, which is $10 for a boat registration and $5 for a ramp certificate. Ask for the complete transaction total rather than assuming the state fee is the agent's entire bill.

Renew and maintain the existing record

Use the DNREC-linked boat portal for an eligible renewal, address change, or duplicate card and decal request. Renewals for the following season begin October 1, and the application identifies registration periods ending December 31. Check the requested year and term carefully so an early renewal is applied to the intended season.

DNREC expressly allows a completed online renewal's printed receipt to serve as registration proof while the updated sticker is being mailed. Keep that receipt aboard during the authorized interval and follow the instructions when the permanent items arrive. This published accommodation concerns a completed renewal, so an unfinished application or a payment error is not equivalent evidence.

Show the numbers and keep the certificate aboard

Follow the current official handbook's numbering instructions when the vessel is subject to Delaware numbering. Ordinary numbers go on both sides of the forward half in contrasting, vertical block characters at least three inches high. Separate letter and number groups appropriately and read them from left to right. Place the validation decal within six inches of the assigned number.

Keep the vessel's valid registration evidence aboard and available for inspection. The application also requires notice within 15 days of specified changes, including address changes, sale, destruction, abandonment, federal documentation, or loss of Delaware principal operation. Preserve a copy of any notice and update the record instead of assuming that keeping the same hull number makes every earlier certificate remain valid.

Obtain the right tidal-ramp access credential

A motorboat using a tidal access facility administered by the Division of Fish and Wildlife needs Delaware registration or the applicable Tidal Access Boat Ramp Certificate. The ramp-certificate application lists a $35 charge and requests the boat's registration state and number. The certificate is associated with the vessel and should not be passed between unrelated boats.

Review official boating and fishing access information for the intended launch. A ramp certificate addresses the specified access program; it does not guarantee that every ramp is open, suitable for the trailer, or free of other site restrictions. Check local conditions and posted rules before committing to a launch with a large trailer or limited maneuvering space.

Confirm operator education and personal-watercraft rules

The boating-education statute generally requires an approved course for operators born on or after January 1, 1978, with specified license-based exemptions and recognition of qualifying other-state certificates. Keep the required evidence available when operating. The DNREC boating-card service provides access to the person's safety-card record when available.

Under the personal-watercraft law, ordinary operation begins at age 16, with a specific exception for ages 14 and 15 under a parent or legal guardian's direct supervision. All PWC riders must wear the required flotation device, and the engine-stop requirements apply. A general boating registration in an adult's name does not remove restrictions on who may operate it.

Apply the current onboard safety requirements

Read the child-flotation statute for children age 12 and younger, including its below-deck, enclosed-cabin, and anchored or moored exceptions. Carry suitable equipment for everyone and follow the rules for the actual craft and activity. A properly sized device and an accessible location matter when checking the boat before departure.

DNREC's current safety guidance describes the January 2026 engine cut-off link requirement for qualifying vessels under 26 feet operating on plane or above slow-no-wake speed. The rule includes power thresholds and specified cabin or older-equipment exceptions. Consult the official boating handbook for the complete equipment and operating rules, and finish the road trailer's DMV title and registration work before transporting the boat on public highways.

Frequently Asked Questions

Which agency registers the boat itself in Delaware?
DNREC and its authorized registration agents handle the vessel record, while DMV handles the separate road trailer.

Does an electric trolling motor create a registration issue?
A mechanically powered boat, including one using an electric motor, falls within the applicable motorboat-registration rules.

Can I register in Delaware only because its fees are attractive?
The application requires Delaware to be the vessel’s actual state of principal operation, supported by its use rather than a price preference.

Can I use proof from an online renewal before the sticker arrives?
DNREC permits the printed receipt from a completed online renewal to serve as proof during the wait for the mailed registration sticker.

What is the current tidal-ramp certificate price?
The state application lists $35 for the certificate, with a possible permitted agent service charge if purchased through an agent.

Who generally needs Delaware-recognized boating education?
Operators born on or after January 1, 1978 generally need approved certification, subject to the statute’s specific exemptions and recognized equivalent credentials.
