Reviewed and updated October 20, 2026 by the SearchSystems.net editorial team. Every fact on this page was read that day from the Illinois Secretary of State's own pages and, for the vehicle use tax and emissions testing, the Department of Revenue's and the Illinois EPA's, and the official page each fact came from is linked where it appears.
Illinois offers a veteran designation, military license deferral, selected registration benefits and routes from military driving experience to a civilian CDL. Eligibility differs by service status, disability rating and the transaction requested. Gather the service documents for the particular benefit before visiting a Secretary of State Driver Services facility.

Begin with the benefit and supporting service record
The Secretary of State veterans services brochure introduces licensing and vehicle programs available to military families and veterans. Active-duty status, an honorable discharge, a combat deployment and a service-connected disability support different benefits. Identify the transaction first, then collect the record that proves its eligibility. A document accepted for a military plate is not necessarily the complete evidence for a parking credential or a civilian commercial license.
Keep the relevant discharge document, military identification, orders, rating decision and Illinois credential available as appropriate. The Illinois Department of Veterans Affairs veteran designation guidance explains the state's role in verifying veteran status. If a service record is missing or unclear, use the Illinois agency's assistance before submitting a statement that cannot be verified. Check that the name on the service record can be connected to the current legal name.
Add the veteran designation to an Illinois credential
The Secretary of State driver license and ID information describes the VETERAN designation for an honorably discharged U.S. veteran. Its accepted-document examples include a qualifying DD214, Form 13038, specified retired military identification and other official discharge evidence showing the required status. Present the accepted record at a Driver Services facility and identify that you want the designation on the credential. The state then verifies the service evidence with the Illinois Department of Veterans Affairs.
Read October 20, 2026, the page says there is no extra charge for the designation when it is added during an ordinary renewal. If added before the scheduled renewal, it lists $5 for an updated driver's license and $10 for an updated state ID. The dedicated Driver Services fee schedule, checked October 20, 2026, makes a corrected state ID free at age 65 and older, which includes someone who is exactly 65. The ordinary renewal fee can still apply when a renewal is being performed. Select the transaction that matches the credential's actual status rather than pay for a correction that is about to be followed by renewal.
If the Illinois Department of Veterans Affairs cannot verify qualifying service, the Secretary of State says the holder will be notified to return for removal of the designation. Keep the service documentation and any verification correspondence until the record is resolved. The printed word VETERAN identifies the state's verified designation; it does not by itself replace a license's driving privileges or the underlying qualifications for another program.
Military license deferral while stationed outside Illinois
The Secretary of State driver FAQ explains deferral for qualifying military members stationed outside Illinois and the spouse and children living with them. Read October 20, 2026, it provides for expiration deferral up to 120 days after discharge or reassignment to an Illinois military base. The detailed license page describes the related period after return to Illinois. Have the License and Medical Review Unit determine the endpoint for your actual orders and return circumstances.
The Military Deferral Certificate is issued at no charge, checked October 20, 2026, and must accompany the expired Illinois license. The Secretary of State requests a copy of the license, the specified military ID information and the out-of-state mailing address through its published request process. A service member's valid military ID should not be treated as a substitute for obtaining the certificate that Illinois directs the driver to carry.
Check the deferral before the credential expires if you can, and preserve orders documenting the service assignment. Household eligibility depends on the circumstances stated by Illinois; relatives remaining elsewhere should not assume they receive the same extension. The deferral concerns expiration and does not resolve a separate suspension, restriction or commercial medical requirement. On return or reassignment, arrange the necessary renewal within the period that applies to the service member's case.
Replacement credentials and out-of-state services
The veterans brochure describes free duplicate driver's licenses, instruction permits and ID cards for active-duty members. The Driver Services fee schedule specifies that the duplicate benefit also covers the member's spouse or dependent children living with the member, checked October 20, 2026. Explain the active-duty eligibility when requesting the duplicate so the transaction is not processed only as an ordinary replacement. Bring the identification and service evidence the office requires for the applicant involved.
The detailed license page also describes possible renewal assistance for Illinois residents temporarily outside the state. Contact the responsible unit about the examinations, documents and payment required for your credential. An available military deferral and an out-of-state renewal are different choices; the right approach depends on the assignment and the driver's need for a current physical card. Do not assume that an online transaction offers the same temporary credential as an in-person application.
For a motorcycle qualification earned while on active duty outside Illinois, the license page describes a possible upgrade based on the qualifying motorcycle course at a military base. Request the Illinois application and confirmation of the course evidence before treating a completion card as an added license classification. The driving record must show the classification that authorizes the motorcycle you intend to operate.
Military plates and registration benefits
Choose the desired plate through its official eligibility page, such as the U.S. Army Veteran plate instructions. The document requirements identify the service record supporting that particular design. Military-themed plates differ from a general veteran designation on a driver's license. Review whether the plate is available for the vehicle type and whether personalization or an electric vehicle changes the transaction total.
The current Army Veteran page states that a veteran with proof of a service-connected disability rating of at least 50% may obtain one qualifying set of military-series plates without a registration fee for the specified vehicle category. That threshold and fee benefit were checked October 20, 2026. The page limits the described first- or second-division motor vehicle to no more than 8,000 pounds and notes possible additional charges. A registration waiver should not be described as a blanket waiver of title, tax or every special plate charge.
The Disabled Veteran plate page provides its own current fee examples. Read October 20, 2026, it lists a first qualifying standard plate set on a newly acquired vehicle at $165 for the title, with no ordinary registration amount for that first set, and zero ordinary annual renewal for the qualifying first set. Its second-set and electric-vehicle provisions can add charges. Match the requested plate category, number of qualifying sets and vehicle before calculating the transaction.
The veterans brochure also describes a standard registration-renewal waiver for active-duty or reserve members with proof of a combat mission, for the renewal period immediately following return to the United States, checked October 20, 2026. Present the combat-service evidence at that renewal. General military service is not the same condition as this particular deployment benefit. Ask the Secretary of State to apply the correct program rather than combining discounts on your own.
Surviving spouses and other registration discounts
The Army plate page and veterans brochure allow an eligible surviving spouse to retain the deceased service member's military plates by transferring the registration within 180 days after death, checked October 20, 2026. The surviving spouse must meet the Illinois residency condition. Address the vehicle's title through the applicable estate process as well; keeping the military design does not itself establish the new ownership record.
The Benefit Access registration program may be available to a qualifying veteran under its separate age, disability and financial criteria. The current Secretary of State page lists a $10 eligible registration fee and one household discount per year, checked October 20, 2026, while preserving additional applicable plate charges. Verify approval through the Department on Aging and obtain the discount control information. A veteran who qualifies for more than one program should have the agency identify the applicable transaction treatment.
Civilian CDL routes based on military experience
The Illinois commercial license military waiver instructions distinguish two programs. The military skills-test waiver application addresses qualifying experience and can waive the civilian skills test while retaining the required knowledge testing. The Even Exchange application is limited to specified military occupations or ratings and qualifying experience, and can waive both the corresponding knowledge and skills examinations. Review the actual qualification list rather than assume that any military driving assignment fits Even Exchange.
The commercial license page, read October 20, 2026, describes eligibility for active members and people discharged within the past 12 months. It limits the military waiver process to an initial CDL, rather than an existing CDL upgrade or removal of restrictions. The commanding officer submits the required application and supporting records through the published Safe Ride process. Wait for approval, then take the approval letter and regular licensing documents to an appropriate commercial Driver Services facility.
These pathways do not eliminate the rest of Illinois commercial licensing. The applicant still needs the appropriate identity and legal-presence evidence, self-certification, medical qualification where required and approval for the vehicle class and endorsements sought. An endorsement requiring additional testing or screening must be addressed through that separate requirement. Have the commercial unit identify exactly which exams the military approval covers before scheduling or paying for unrelated testing.
Disability parking is a separate qualification
The Disabled Veteran plate page requires service-connected and medical documentation for its accessible-parking privileges, including the specified walking-disability evidence. Review the entire rating decision and medical certification the application calls for. A percentage that establishes a registration fee benefit is not an automatic finding that every disability parking condition has been met.
The Illinois disability parking guide distinguishes accessible-space credentials from meter-exempt placards. A military plate without the appropriate parking privilege cannot be used as a general accessible-space permit, and disability plates alone do not establish the meter exemption. If the veteran needs a placard when riding in another person's vehicle, ask the placard unit for the applicable certification route. Apply for the benefit that matches the transportation need rather than infer it from the plate's appearance.
Chicago city sticker benefits
Chicago residents should examine the City Clerk veteran city sticker program. Its principal FAQ accepts the specified veteran designation or qualifying military plates as routes to a no-fee city sticker for the eligible vehicle classes. The application and annual in-person renewal require the city's documents, including matching identification and vehicle registration. This city benefit is separate from the state plate renewal.
The Clerk's FAQ lists an additional $35 annual residential zone endorsement for the veteran sticker program, checked October 20, 2026. A no-fee vehicle sticker therefore should not be described as permission to park without every applicable zone authorization. Check the sticker's zone field and the street signs, and complete the city's process before relying on the benefit. Keep the military, state vehicle and municipal records organized by the actual privilege each one provides.
Frequently Asked Questions
Does a VETERAN label on an Illinois license waive every vehicle charge?
The designation supports recognition of qualifying service. Registration waivers, plate benefits, title charges and municipal sticker programs each follow their own eligibility and transaction rules.
What should accompany an expired Illinois license during an approved military deferral?
Illinois directs the driver to carry the Military Deferral Certificate with the expired license. Obtain the certificate through the Secretary of State request process and confirm how the service orders affect its endpoint.
Can every discharged military driver use Illinois Even Exchange?
Even Exchange is tied to the listed military occupations or ratings and other application requirements. A driver outside that list may need the skills-waiver route or ordinary CDL testing instead.
Does an Illinois military registration waiver automatically include the title fee?
A benefit that removes the qualifying registration amount can still leave the ownership document and other charges payable. Use the current fee example for the specific plate and vehicle transaction.
May a surviving spouse keep a veteran's military plates without transferring the record?
The survivor must complete the qualifying registration transfer and address vehicle ownership under the appropriate estate route. Continued possession of the metal plates alone does not establish that those records have been updated.
Does Chicago's veteran city sticker replace a residential zone endorsement?
The city vehicle tax benefit and zone authorization are separately identified by the Clerk. An eligible resident must arrange the zone privilege when the posted street restriction requires it.
