Reviewed and updated October 20, 2026 by the SearchSystems.net editorial team. Every fact on this page was read that day from the Illinois Secretary of State's own pages and, for the vehicle use tax and emissions testing, the Department of Revenue's and the Illinois EPA's, and the official page each fact came from is linked where it appears.
Chicago residents handle a city vehicle sticker in addition to Illinois registration. A residential zone endorsement can add another requirement on the block where a vehicle is parked. This guide explains how the City Clerk classifies vehicles, checks residency, issues stickers and guest permits, and handles changes when a resident moves or replaces a car.

Start with the city obligation
The Chicago City Clerk vehicle sticker FAQ makes residency and use of a vehicle in Chicago central to the city sticker requirement. A Chicago resident who owns, leases or otherwise controls a vehicle used in the city should check the requirement even when the vehicle carries plates from another state. Parking in a private garage does not itself establish an exemption from this vehicle tax. Gather the registration and your Chicago address information before choosing a product online.
Illinois plates and a Chicago sticker serve different purposes. The Secretary of State registration renewal service maintains the vehicle's state registration. The Clerk issues the city vehicle sticker and residential zone endorsement. In the testing area, the Illinois EPA emissions program may also affect state renewal eligibility. Paying the city does not update the Secretary of State record or remove an emissions hold. Keep the expiration information for each applicable requirement where you can find it.
Choose the vehicle class before comparing prices
The Clerk's principal FAQ contains a fee table effective January 1, 2026. Read October 20, 2026, it lists annual base prices of $55.69 for a motorcycle, $105.18 for a passenger vehicle, $167.07 for a large passenger vehicle, $247.50 for a small truck and $556.92 for a large truck. These are base city sticker prices; a zone endorsement, transfer charge or special transaction can change the amount due. The city's separate vehicle type and price page still labels its displayed table as effective February 1, 2024. Use the explicitly dated 2026 table when budgeting a current purchase.
Vehicle class depends on the city's weight and capacity definitions, rather than the owner's description of the vehicle as a car or truck. The ordinary passenger category has a curb weight of 4,500 pounds or less and payload capacity of 2,499 pounds or less. A large passenger vehicle exceeds that curb weight while remaining within the passenger payload limit. Supply the full VIN and registration so the Clerk can classify the actual model. If an online record appears inconsistent with the vehicle, have the classification corrected before paying for the wrong sticker.
Discount programs have separate qualifications. The current FAQ describes reduced prices for eligible seniors and no-fee programs for qualifying veterans and people with disabilities. An unexpired Illinois license or ID bearing the veteran designation is one accepted route into the veteran sticker program. Disability eligibility requires the city's own documentation. Read the program section before assuming that a state benefit, disability placard or military plate automatically completes the city application.
New residents and recently acquired vehicles
According to the new resident and new vehicle instructions, checked October 20, 2026, the city sticker purchase period is 30 days after moving to Chicago or acquiring the vehicle. The start of the sticker term follows the relevant move or acquisition month. Delaying the purchase does not necessarily move the term forward to the day you finally order. Preserve the document that establishes the actual date, especially when the state registration was issued later.
Bring a government photo ID, vehicle registration information and evidence of the qualifying event. The Clerk documentation guide identifies records such as a signed lease, mortgage documentation, title, bill of sale, ST-556 or VSD-190, depending on the transaction. Your papers should identify the vehicle and connect you with the Chicago address. A driver's license showing an old address may require additional residency evidence. A registration application can help establish the purchase date, but the Clerk must still be able to identify the vehicle being stickered.
There are different grace periods for renewal fees and ticket enforcement. The main FAQ, checked October 20, 2026, describes a 30-day grace period for the renewal late fee and a 15-day ticket grace period, with ticket exposure beginning on day 16. The standard late fee is $60; the senior discounted sticker late fee is $30. An older documentation notice refers to a prior enforcement policy. Follow the newer grace-period explanation and the expiration printed on your sticker; an allowance before a late fee is assessed is not permission to postpone display through that entire period.
Purchase, delivery and office visits
The Clerk's EZ Buy service supports eligible sticker and residential parking transactions. Review the owner, VIN, license plate, address, vehicle class and zone designation before submitting payment. The main FAQ says online orders cannot be canceled after submission. Refunds are limited to the situations the Clerk identifies, including certain duplicate purchases or incorrect information entered by the office. A change of mind or move after ordering should not be treated as a guaranteed refund.
For a time-sensitive purchase or a transaction requiring original documentation, use the official city sticker location list. Checked October 20, 2026, it lists the City Hall, North Side and South Side Clerk offices as open Monday-Friday, 9:00 AM - 5:00 PM. Check the location again before traveling for a holiday or special closure. Third-party sellers have their own hours and may not provide the same corrections, waivers or transfer services as the Clerk.
The online-order guidance, read October 20, 2026, asks customers to allow 12 business days for delivery. Save the order confirmation and contact the Clerk about a missing delivery through the process stated in the FAQ. A payment confirmation helps trace the order but should not be assumed to replace the sticker's required display. Follow the installation directions and verify that the visible plate number and expiration match the transaction you purchased.
Residential zone endorsements
The residential zone parking FAQ explains the additional endorsement for eligible residents of designated streets. The ordinary zone charge is $35 for a full year, prorated with the city sticker term, as checked October 20, 2026. A sticker marked NONE has no residential zone authorization. The zone number must match the posted zone where you use the privilege. Your address determines eligibility, while the signs identify where and when the restriction applies.
An applicant generally needs a government photo ID and acceptable proof of residence in the zone. The FAQ lists records including a lease, mortgage, eligible utility bill or USPS change confirmation, and requires a qualifying utility bill to be dated within 30 days of application, checked October 20, 2026. A cell phone bill is not among the accepted utility examples. If your street's zone cannot be found or the address record appears wrong, resolve that issue with the Clerk and the appropriate alderman's office before buying an endorsement for a nearby number.
Read discount provisions with care. The general zone page lists the ordinary $35 annual charge, while the senior section of the principal sticker FAQ still refers to $25 for adding a zone to a senior sticker; both were read October 20, 2026. An eligible senior should have the Clerk confirm the discounted transaction rather than calculate it from the ordinary rate. The no-fee disability sticker program has its own zone treatment. These exceptions should be checked under the program that qualifies you.
Guest passes and household use
Daily guest permits are purchased for an eligible zone address and allow visitors to use that residential zone. The current zone FAQ, checked October 20, 2026, lists $15 for 15 passes, $30 for 30 and $45 for 45, with a maximum of 45 passes per household during a 30-day period. A completed daily pass is valid for 24 hours from the written start information, subject to its printed expiration. Check the year on the pass before handing it to a visitor; an unused old pass does not become valid merely because the household still lives in the zone.
Fill out the required information in ink and display the pass in the location specified by the Clerk. A guest permit is useful for the named residential zone, but it does not cancel a temporary no-parking sign, a loading restriction or a winter ban. Tell a visitor which side of the street and which posted times apply. A photograph of the permit and the adjacent signs can preserve what was displayed if a ticket later needs review.
Replacing a car, changing plates or moving
A city sticker belongs with the vehicle and plate information on its record. The principal FAQ states that transfer to a newly acquired vehicle starts at $20 for the same vehicle class, checked October 20, 2026; a class upgrade can cost more. Bring the old sticker, even if it was damaged during removal, plus the new vehicle documentation. Sticker transfers are handled by the Clerk. Simply moving the old sticker onto another windshield does not update its record.
Changing only the plate number on the same vehicle has a different process. The FAQ describes a free plate-number update when the required existing sticker and new registration documentation are supplied, checked October 20, 2026. A near-expiration transaction can also require renewal. For an address change, check whether the new residence qualifies for the same zone, another zone or no zone. The zone page lists a $20 administrative charge for changing an existing zone designation, plus any applicable zone purchase charge, checked October 20, 2026.
Street restrictions and ticket questions
Chicago's winter parking restrictions include an overnight ban on designated arterial routes from December 1 through April 1, 3:00 AM - 7:00 AM, regardless of snow, checked October 20, 2026. Posted snow-route restrictions can create additional obligations. A current city sticker or residential zone endorsement does not reserve a space or excuse stopping where signs prohibit it. Read temporary notices as well as the permanent sign on the block.
If you receive a ticket, identify the alleged violation before buying a replacement product. A sticker citation, an incorrect zone, expired guest information and an unrelated street restriction require different evidence. The city's eHearing FAQ states that a ticket can initially be contested within 7 days of issuance and that a later Notice of Violation allows 21 days to request a hearing, checked October 20, 2026. Follow the stage and instructions on the actual notice. The official ticket contest portal explains the online process and warns that paying a ticket constitutes its final disposition. Retain the purchase history, residency evidence and photographs relevant to the disputed charge.
Frequently Asked Questions
Does a Chicago garage address remove the city sticker requirement?
Keeping a resident vehicle off the street does not by itself settle the city vehicle tax question. Check the Clerk's resident-use rule and any specific exemption that applies to the owner or vehicle.
Can my Chicago sticker renew my Illinois license plates?
State plate renewal must be completed through the Secretary of State or an authorized state service. A city purchase updates the municipal sticker record and leaves the state renewal transaction to be handled separately.
What does NONE mean where a residential zone would appear?
That marking indicates that the sticker does not carry a residential zone endorsement. Before parking during a posted zone restriction, obtain the correct authorization for that zone or choose parking where the restriction does not apply.
May a visitor use a guest pass anywhere in Chicago?
The daily pass belongs to the zone for which it was issued. Its displayed date and time, printed expiration and the signs at the selected parking space all matter.
What paperwork helps transfer a city sticker after trading in a car?
Keep the old sticker and gather the replacement vehicle's registration or acquisition documents. The Clerk can then verify the prior record, the new VIN and plate number, and whether a different vehicle class changes the transfer cost.
Should I pay a parking ticket before requesting a Chicago hearing?
Decide whether you are paying or contesting before completing the payment transaction. The city's hearing portal treats payment as final disposition, so use the contest instructions and deadline on your ticket or notice if you intend to challenge it.
