Illinois offers a title-by-bond procedure when qualifying ownership documents cannot be surrendered. It is a supervised ownership process with evidence, valuation and bond requirements. It cannot replace the separate rules for abandoned vehicles, repossessions, estates or mechanic's liens, and it does not immediately authorize driving while the application is pending.

Understand the cases that bonding cannot replace
The fact sheet excludes abandoned vehicles, repossessions, mechanic's liens and estates from use of the bond route. It also says the process cannot be used to remove a lienholder. A person finding a car on private property must not characterize that event as a purchase simply to obtain a bond.
Use the repossessed-vehicle title instructions for a creditor's repossession and the Mechanic's Lien Affirmation instructions for a qualifying labor or storage claim. A surviving relative or estate representative needs the applicable estate authority. The title questions concerning abandoned vehicles direct a landowner toward law enforcement or a towing company instead of a title in the landowner's name.
Explain how the vehicle came into your possession
Provide evidence such as a bill of sale, receipt or canceled check showing the right to acquire the vehicle. The documents should identify the seller, purchaser, vehicle and transaction sufficiently to connect the claimed ownership with the VIN. Keep correspondence about efforts to obtain the missing certificate, because it helps explain why the ordinary surrender document is not available.
Where purchase evidence itself is unavailable, the Statement of Ownership, VSD 895 provides a sworn explanation identifying the purchase date, parties, vehicle and amount. The form asks the applicant to certify the absence of a bill of sale, receipt or canceled check and addresses excluded acquisition methods. It requires notarization; do not sign facts you cannot substantiate or silently omit an existing salvage or junk status.
Obtain an appropriate wholesale valuation
Bond value is based on current wholesale value rather than automatically using the retail asking price or the amount spent on repairs. The bond fact sheet identifies acceptable valuation sources, including qualifying licensed businesses and specified alternatives. An Illinois dealer applying for a bond cannot perform its own appraisal; the valuation must come from a disinterested, qualified source under the instructions.
The Affirmation of Appraisal, VSD 896 records the vehicle description, VIN, wholesale value, date, appraiser identity and applicable license information. It distinguishes an intact vehicle from one that is incomplete, salvage or junk. Use the condition that actually applies. A valuation suitable for a roadworthy collector car should not be copied onto a partially dismantled vehicle with missing essential components.
Choose a cash bond or a surety bond
Illinois's bond fact sheet requires security equal to one and one-half times the appraised wholesale value and states that there is no minimum bond amount (checked October 20, 2026). The bond amount is the security supporting the ownership transaction. It is different from a surety company's premium, the Secretary of State title fee and any acquisition tax.
A cash bond requires the prescribed bond form and the corresponding deposit payable to the State Treasurer. A surety bond must be executed with a firm authorized to conduct that business in Illinois, with the required power of attorney attached. Review the Security Bond for Registration Without Certificate of Title, RT OPR 23 with the issuer so names, signatures, VIN and execution requirements match the state application exactly.
What the bond protects and how long it remains
The security protects specified prior owners, lienholders, later purchasers and others against covered losses arising from issuance of the title or an undisclosed ownership defect. It does not insure the applicant against a poor purchase decision or mechanical failure. A dispute concerning another person's ownership interest can still arise after the state accepts the application.
The published bond fact sheet describes return of the bond and any cash deposit after three calendar years from filing unless the Secretary of State has been notified of a pending recovery action (checked October 20, 2026). Read the executed obligation before assuming the bond can be canceled on demand. Preserve the filing and acceptance records so any later inquiry concerns the correct bond and vehicle.
Resolve a recorded lien independently
When the previous title record identifies a lienholder, the bond instructions require a lien release. The Illinois lien-clearance and title-correction directions describe relevant release evidence, such as a lender's clearance letter or an applicable court order. A receipt showing payment to a seller does not establish that the seller's lender released its security interest.
Check whether the lender's record is electronic. The Electronic Lien and Title explanation describes the current lender release and paper-title process. If the ordinary certificate can be produced after resolving the loan, that may address the documentation problem without a bonded transaction. Do not ask a bond issuer to certify away a known lender interest that remains unresolved.
Assemble the state application and tax documents
The vehicle transaction application instructions identify the ownership and registration information needed for VSD 190. Make the vehicle description and applicant name consistent across the application, purchase evidence, appraisal and bond. An incomplete or contradictory packet can be returned even if every individual form appears signed.
The state ownership-document fee table lists $165 for an original automobile title, a charge separate from the security deposited or purchased for bonding (checked October 20, 2026). The vehicle tax guidance determines which return and payment or exemption evidence accompanies the acquisition. Where RUT-50 applies, Revenue's private-party tax instructions allow electronic filing but require a printed return for the Secretary of State transaction.
Send the packet through the bonded-title channel
The bond fact sheet directs completed packets to the Secretary of State Vehicle Titles Division's Bonded Titles unit. It expressly says facilities and remitters cannot process bonds or issue plates or temporary permits on them. Plates or tags are issued only after bond approval. Plan transportation and storage around that restriction instead of expecting an ordinary counter-issued temporary plate.
The general public Electronic Registration and Title service should not be confused with approval of a specialized bond case. Preparing an application does not resolve the bond review. Check the dedicated bond instructions for the correct submission destination and contact information, and retain a copy of the complete package before sending original documents.
Registration without a title has narrow explanations
The phrase on RT OPR 23 does not establish an unrestricted registration-only shortcut for any vehicle without ownership papers. The bond form itself refers to an application for a certificate of title and the security required as a condition of that issuance. The applicant must satisfy the department's process before expecting operational credentials.
There are genuine exceptions to Illinois title requirements, including certain nonresident, dealer-stock, interstate and special-equipment situations. Those depend on the vehicle and its legal use. The new-resident guidance also permits specified substitute documents where an out-of-state lienholder holds the certificate. Neither situation should be misrepresented as permission to register an ordinary undocumented private purchase without resolving ownership.
Constructed, salvage and junk vehicles retain their classifications
A home-built or materially altered vehicle may also fall under the specially constructed vehicle program, requiring component evidence and inspection. Bonding missing ownership documents does not eliminate the construction or safety review. Disclose the origin of the chassis, body and other essential parts so the department can determine the appropriate title identity.
The rebuilt-title fact sheet supplies the process for eligible salvage vehicles, and the current ownership statement warns that a vehicle with salvage or junk status does not receive an unrestricted title merely through bonding. Illinois junk vehicles cannot be rebuilt for road use under that guidance. Establish the intended title classification and inspection requirements before spending money on a bond or restoration.
Frequently Asked Questions
Should I buy a bond when the Illinois owner has simply misplaced the title?
First determine whether that owner can obtain a duplicate certificate and complete the normal assignment. A documented replacement can resolve the problem without the specialized bonded-title review.
Is the surety premium the same amount as the required vehicle bond?
The premium is what the provider charges for issuing its obligation. The bond's face amount is the security required by Illinois and is calculated from the accepted wholesale valuation.
Can a missing-document bond establish ownership of a car abandoned on my land?
The Secretary of State excludes abandoned-vehicle cases from this procedure. Use the authorized law-enforcement or removal process for the vehicle's circumstances instead of presenting the event as an undocumented purchase.
May a facility give me a temporary plate while the bonded packet is reviewed?
The bonded-title fact sheet specifically prohibits facilities and remitters from issuing temporary permits on bond cases. Arrange transportation that does not depend on driving under an unapproved application.
What happens if the old title record still shows a bank's lien?
The application must address that interest through the required lien-release evidence. Illinois does not permit the bond procedure to be used solely to eliminate the recorded lender.
Does RT OPR 23 let any undocumented vehicle remain permanently registration-only?
Its title describes the security form, while its terms support issuance of a certificate of title. Separate title exemptions exist, but each requires its own qualifying facts and does not replace the bond review.
