About this guide

Pennsylvania offers standard, personalized, military, special-fund and other registration plates. The correct application depends on whether you need a first plate, a new design, a transfer or a replacement. Plate changes do not automatically renew registration or create eligibility for special parking privileges.

In this guide: Identify the vehicle and plate category, Understand the current standard design, Request the Liberty Bell design with the correct form, Apply separately for a personalized configuration, Calculate the plate fee separately from registration, Distinguish deterioration from incident damage, Replace a lost, stolen or defaced plate, Claim a plate that was never received, Follow a central-reissuance notice, Transfer or return a plate after a sale, Keep registration, stickers and parking privileges separate, Frequently Asked Questions

Identify the vehicle and plate category

Use PennDOT's registration-plate directory to select a plate that is available for your vehicle. Passenger cars, trucks, motorcycles and trailers do not necessarily share the same designs, application forms or character limits. A specialty design may also require proof of membership, service, disability or another qualification.

Start from the current registration card and confirm the owner, vehicle class, VIN, plate number and expiration date. A plate application should match that record. If the vehicle is newly purchased, complete the underlying title and registration transaction rather than ordering a decorative replacement for a registration still assigned to the seller.

Understand the current standard design

PennDOT introduced its Liberty Bell standard plate design in June 2025. The standard-plate page says the new style is available for standard passenger vehicles and trucks, including personalized versions. It also explains that some third-party inventories may still contain the earlier design, so a customer specifically seeking the new style should follow PennDOT's direct-order instructions.

An existing usable plate does not become invalid merely because a new design is available. Distinguish voluntarily ordering a design from a notice directing you to replace an aging plate. If you hold a military, organization or special-fund plate, requesting the new standard design changes the plate category; it does not preserve every specialty feature on the new background.

Request the Liberty Bell design with the correct form

Use MV-44LB for the listed new-design requests. Replacing an ordinary standard plate is $14. Replacing an already personalized standard plate while retaining its configuration is free under the specified option. Copy the configuration exactly, including permitted spaces or hyphens, and attach the required photograph.

Keeping the random number from an ordinary nonpersonalized plate is a different request: the form directs that customer to apply for personalization through MV-904. A specialty-style plate currently converted through MV-44LB becomes a standard plate. Review that consequence before signing, especially if your existing design reflects an organization or eligibility benefit you want to retain.

Apply separately for a personalized configuration

The personalized-plate instructions explain the availability tool and application process. Checking a combination online does not approve it or complete the order. PennDOT reviews requests for eligibility, duplication, possible confusion and prohibited content. A configuration that appears available can still be denied.

An ordinary personalized plate can contain up to seven letters and numbers, with the permitted spacing or hyphen rules. Motorcycle plates have a smaller allowance. The application for the particular plate controls the available positions. New vehicles must be titled and registered before the personalized plate is issued, and the owner retains the currently valid plate while waiting for the approved replacement.

Calculate the plate fee separately from registration

The April 2026 MV-70S schedule includes the first standard plate in the applicable initial registration charge. A standard personalized plate is listed at $103. Specialty and special-fund designs can have different base and personalization charges, so do not assume the standard personalization fee applies to every design.

An ordinary plate replacement is $14, while an existing registration transfer is $11 with applicable adjustments. County local-use charges, the vehicle's registration term and any RUC remain separate matters. PennDOT's payment policy explains the accepted methods; mailed plate applications generally use a check or money order payable to the Commonwealth of Pennsylvania.

Distinguish deterioration from incident damage

An illegible plate can qualify for a free replacement when an authorized person verifies deterioration. PennDOT considers both readability from 50 feet and conditions such as peeling, blistering, discoloration or loss of reflectivity. The illegible-plate service explains how to obtain that verification.

Use MV-46, including the inspection or verification section and the owner's signature. A certified safety inspector, police officer or authorized online messenger can perform the specified verification. Damage caused by a particular incident, such as a collision or harsh chemical cleaning, instead falls under the lost, stolen or defaced replacement instructions.

The free replacement ordinarily provides the next available configuration. An existing personalized configuration can be retained under the form's personalized option, while retaining an ordinary plate's configuration can require paid personalization. If the old design is no longer available, the replacement design can change even when the underlying registration remains valid.

Replace a lost, stolen or defaced plate

Use MV-44 for the covered lost, stolen or defaced plates. The form requires a lost or stolen plate to be reported to State Police or local law enforcement. Complete the applicable owner, vehicle and signature sections, and arrange the proper replacement before operating without a legally displayed plate.

A lost or stolen personalized plate cannot be reissued with the same configuration under this procedure; select a new one as directed. A defaced personalized plate has different treatment. Dealer and apportioned plates do not use the ordinary MV-44 replacement path, so commercial holders must follow their program's requirements.

Claim a plate that was never received

If PennDOT issued a plate that never arrived, use MV-50. The form says to wait at least ten days after original issuance before applying. Free reissuance is available when the application is submitted within 90 days of the original issuance date; later requests can require the normal fees.

Check the mailing address and any recent plate change before assuming a shipment was lost. A never-received personalized plate requires a new configuration and the appropriate plate application. That differs from a plate already received and later damaged. Record the original issuance date because it determines which replacement process and fee apply.

Follow a central-reissuance notice

PennDOT's central-reissuance FAQ explains its program for replacing selected older plates without charge. Keep the notice with your current credentials while the new plate is in transit and follow the notice's installation instructions. The program does not extend the registration expiration date.

If renewal fails because the plate number no longer matches the record, the new number may already be active while the shipment is on its way. Contact the program or use an appropriate agent rather than repeatedly submitting the wrong number. The FAQ identifies a contact route when more than five weeks have passed after the replacement notice.

Transfer or return a plate after a sale

PennDOT's sale instructions require the seller to remove the plate. It does not remain on the vehicle for the buyer. The seller may arrange an eligible transfer to another vehicle through an authorized agent, or return the plate if it is no longer needed.

Do not move a plate between vehicles simply because both belong to the same household. The registration must authorize the new assignment. Retain the transfer or return evidence and coordinate insurance with the insurer. The insurance requirements still apply to a registered motor vehicle, regardless of whether a replacement plate or new design has been ordered.

Keep registration, stickers and parking privileges separate

Pennsylvania stopped issuing registration stickers at the end of 2016. A plate should not be considered unrenewed merely because there is no new sticker. Check the registration card's expiration and follow the renewal process independently of a plate replacement.

Disability parking requires the appropriate plate or placard and compliance with its use rules. PennDOT's disability parking information explains those credentials. A military or veteran-themed design does not automatically create accessible-parking authority. Identify the exact plate type and qualification before relying on a parking privilege.

Frequently Asked Questions

Must I replace my usable plate because Pennsylvania has a new design?
A new design alone does not invalidate your existing registration. Follow any replacement notice from PennDOT, or use the optional new-design application if you want to change styles.

Can I order any specialty plate in the Liberty Bell design?
MV-44LB currently provides the new standard passenger and truck design. Converting a specialty plate through that form replaces it with a standard plate rather than preserving the specialty design.

Does an availability search reserve my personalized number?
No. Submit the appropriate completed application and fee. PennDOT reviews the request and can reject a configuration that initially appeared available.

When is a replacement plate free?
Examples include qualifying verified illegible plates, specified personalized replacements, central reissuance and timely claims for never-received plates. Each has its own form and conditions.

Can I keep a stolen personalized configuration?
A personalized plate that has been lost or stolen cannot come back in the same configuration, because MV-44 as it now stands calls for a new one. A defaced plate is handled differently.

Does a plate replacement renew registration?
No. The registration retains its existing expiration unless a separate renewal is completed. Replacement, renewal and insurance compliance are distinct transactions.
