A Pennsylvania CDL class establishes the general vehicle category, while endorsements authorize particular passengers or cargo. Restrictions can narrow what the driver may operate even after passing a test. Select the endorsements and test vehicle together so the finished credential supports the work actually planned.

Match the endorsement to the job
PennDOT's commercial-license fact sheet identifies six principal endorsements. H covers placardable hazardous materials; N covers tank vehicles; X combines the tank and hazardous-material qualifications. P covers passenger vehicles, S covers school buses, and T covers doubles and triples.
An endorsement does not replace the underlying vehicle class. For example, the right tank endorsement does not allow a Class B driver to operate a combination requiring Class A. Begin with the vehicle ratings, seating design, tank specifications and load, then list the class and each applicable endorsement.
Read restrictions as carefully as endorsements
The license types and restrictions page explains the letters that limit commercial operation. E restricts manual-transmission commercial vehicles. L excludes air-brake vehicles, while Z excludes full air brakes. O limits tractor-semitrailer combinations with fifth-wheel connections.
M and N can restrict bus classes. The letter N therefore means something different in the restriction field from N in the endorsement field. K limits operation to intrastate commerce. Before accepting a vehicle assignment, read the actual fields on the credential rather than treating every printed letter as an added privilege.
Apply for the correct tests and permit
Use DL-31CD to request the endorsement or restriction removal. PennDOT can issue Knowledge Test Authorizations for the selected privileges. Check that each requested item appears correctly before going to the testing center.
The commercial permit FAQ distinguishes authorization to take knowledge tests from the permit authorizing supervised practice. The KTA alone is not a driving document. A change of class or an endorsement requiring a skills test also requires attention to the actual permit's eligibility date and expiration.
Complete training where it is required
Under PennDOT's Entry Level Driver Training guidance, first-time H, P and S applicants fall within the applicable training requirements. H requires the appropriate theory completion before the hazardous-material knowledge test. P and S involve the required theory and behind-the-wheel training before skills testing.
Training for a first Class A or B license or a qualifying upgrade is a separate trigger. N and T alone do not require ELDT. Choose a provider qualified for the particular training and confirm that completion has been reported. An employer's informal orientation does not necessarily satisfy the registered-provider requirement.
Obtain H for placardable hazardous materials
PennDOT's hazardous-material endorsement FAQ describes knowledge testing, identity verification, fingerprinting and the security threat assessment. The Commercial Driver's Manual specifies age 21 for the hazardous-material endorsement.
An applicant must complete more than the written test. Follow PennDOT's fingerprint authorization instructions and ensure that the name, address and other identifying details match. A background-check issue is handled through the responsible screening process; PennDOT cannot simply edit another agency's underlying criminal-history record at a licensing counter.
Separate hazmat charges and renewal timing
The current DL-288 security-assessment application lists $57.25 collected by PennDOT for the assessment, separate from fingerprinting and licensing charges. It requires completion of the background process within six months; otherwise a new application and additional fee are required.
PennDOT normally sends hazmat recertification instructions about seven months before CDL expiration. Complete the security approval before renewing with hazmat. Renewing early while approval is incomplete can drop the endorsement. Keep the authorization letter, fingerprint receipt and approval together, and distinguish the ordinary license expiration from completion of the security process.
Determine when a tank endorsement is required
The definition in section 1603 covers qualifying liquid or gas tanks with an individual rated capacity above 119 gallons and an aggregate rated capacity of at least 1,000 gallons, permanently or temporarily attached to the commercial vehicle or chassis. Apply both parts of the definition.
A particular empty storage-container exception appears in the statute; it is not a general exemption for every empty tank. N alone does not authorize placardable hazardous cargo. Where both tank and hazmat qualifications apply, the combined X designation reflects them. Study surge, braking and handling even when the planned cargo is not hazardous.
Use T with a lawful trailer combination
T requires the doubles-and-triples knowledge qualification. The endorsement establishes driver qualification, while the vehicle's permitted configuration and route remain separate questions. Do not assume that a T endorsement authorizes triple trailers on every Pennsylvania highway or resolves size and weight restrictions.
Use the official commercial manual resources to prepare for coupling, inspection and handling procedures. Confirm the underlying Class A qualification and any O restriction before an assignment. A driver's endorsement, the equipment configuration and the road authorization all need to match.
Obtain passenger qualification in the right bus
P requires passenger knowledge and a skills test in a bus, with ELDT where applicable. PennDOT's skills-test instructions explain the testing framework. A bus used for the examination can result in a restriction against larger bus classes.
Discuss the intended equipment with the tester before booking. A successful test in a smaller bus may not establish qualification for a larger bus needed at work. Arrange lawful transportation to the appointment, and check that the permit allows the proposed practice. An ordinary passenger-car license does not cover a qualifying commercial passenger vehicle.
Add the separate school-bus requirements
Section 1509 requires age 18, specified instruction, physical qualification and other school-bus standards. S does not replace P. PennDOT's school-bus driver resources provide the licensing and recurring qualification materials.
The school-bus licensing fact sheet describes the initial 20-hour instruction requirement, including 14 classroom hours and six in-bus hours, along with background checks and recurring medical documentation. School-bus recertification is more than ordinary CDL renewal, and the annual endorsement card must remain current.
Treat the 2026 testing waiver as limited
PennDOT's modernized testing page states that the school-bus under-the-hood inspection waiver runs through November 28, 2026. It concerns a specific portion of qualifying school-bus testing, not elimination of the complete test or all vehicle inspections.
For an appointment near or after that date, verify the current arrangement and the resulting credential's limits with the tester. Do not build a training schedule on an assumed extension. Other applicants still need the inspection and control skills applicable to their own vehicle and requested privileges.
Remove restrictions through the correct process
An air-brake qualification is handled as restriction removal, not a separate air-brake endorsement. PennDOT requires applicable knowledge testing and skills testing in suitable equipment. Its skills-test page specifically requires the full vehicle inspection and on-road segments when removing only the air-brake restriction.
Check the July 2025 licensing fee chart before applying. It lists $21.50 for upgrading an existing commercial class or endorsement and $21.50 for removing commercial restrictions, with additional-permit charges where applicable. Medical qualification, current CDL status and any required underlying renewal remain separate obligations.
Check the completed credential against the assignment
Use the actual vehicle and freight to check the result. A driver assigned a tank tractor-trailer carrying placardable hazardous materials needs the appropriate combination class and tank-and-hazmat qualification, along with restrictions compatible with that tractor. A smaller passenger-bus test can leave a driver unable to operate a larger bus even though P appears on the card. An automatic-transmission test can also affect the equipment an employer may assign.
Resolve these questions before the skills appointment. Ask the provider what the supplied vehicle qualifies you to operate and which restrictions will appear after a successful test. If you are removing a restriction, confirm the appointment is for that transaction rather than an unrelated endorsement test.
When the new license arrives, compare the endorsement and restriction fields with the completed tests and the requested application. Retain the permit, test documentation and security-assessment correspondence until the record is correct. Passing one examination does not automatically establish another endorsement, complete a security assessment or clear an unrelated medical or commercial-status problem.
Frequently Asked Questions
What is the difference between N and X?
N is the tank-vehicle endorsement. X combines tank and hazardous-material qualifications. Carrying placardable hazardous materials requires the hazardous-material qualification as well as any tank qualification.
Does Pennsylvania issue an air-brake endorsement?
Air-brake qualification is reflected through the absence or removal of applicable restrictions. The required tests and suitable test vehicle establish whether those restrictions can be removed.
Does an H endorsement require entry-level training?
A first H endorsement requires the applicable theory training before the hazardous-material knowledge test. It also requires the security-assessment and fingerprinting process.
Can I drive any bus after passing a passenger test?
No. The underlying class and restrictions matter. Testing in a particular bus can limit the bus classes authorized, and school-bus work requires additional S qualification and related requirements.
Can I renew my hazmat CDL before the security approval arrives?
PennDOT warns that renewing before successful completion of the background process will drop the hazmat endorsement. Begin with the recertification notice and complete the required approval in time.
Is the school-bus under-the-hood waiver permanent?
No. PennDOT currently describes an extension through November 28, 2026. Verify the procedure for the appointment date and any resulting credential restrictions.
