Pennsylvania requires prompt updates when a driver changes a name or address. An eligible address change can often be completed online, while a legal name change requires an in-person visit with original documents. License, photo ID, permit, vehicle, and commercial records do not all use the same form, so identify every record that needs updating before submitting the request.
In this guide: Identify the records and the deadline, Change an eligible address online, Free update card or paid replacement, Select the correct paper form, Legal name changes require original evidence, Additional steps for REAL ID holders, Noncitizen names and immigration records, Commercial driver address changes, Update registrations and titles separately, Moving out of state and completing the update, Frequently Asked Questions
Identify the records and the deadline
PennDOT's driver manual discussion of name and address changes directs drivers to notify the department within 15 days. For a move, the driver license FAQ expressly requires reporting the new address within 15 days. A postal forwarding order does not replace that PennDOT update. Renewal invitations, suspension correspondence, camera cards, and other notices depend on the address recorded with the department.
Make a short inventory of the affected products: driver license or permit, photo ID, each vehicle registration, and any disability placard. Updating one item does not mean every other record has been corrected. The license and photo ID change service explicitly reminds customers to update vehicle titles and registrations as well. Use the forms or online services for the actual records involved.
Change an eligible address online
The official online services directory provides separate entries for driver license or photo ID addresses and vehicle registration addresses. Check the current record before submitting the new street address, including the apartment number. Enter the permanent residence accurately; a post office box may be additional but cannot be the sole residence address on the license.
The change-of-address FAQ identifies exclusions from online driver-license address changes, including commercial licenses, licenses that are not currently valid, and noncommercial holders moving out of state. An unavailable online transaction does not eliminate the duty to update the record. Use the appropriate paper procedure or obtain PennDOT's instructions for the particular status.
Free update card or paid replacement
For an eligible noncommercial address change, PennDOT provides an update card without a charge. Its service page says an online address update card arrives in about 10 days and must be carried with the existing credential. A new plastic license showing the revised address is a separate option. The free record update should not be confused with an order for a new photo product.
The current fee schedule lists noncommercial license and photo ID address changes as free, while an ordinary license replacement costs $42.50, or $48.50 with motorcycle privileges. Use the replacement service if you choose a newly printed license. If expiration is approaching, consider the renewal instructions first so you do not pay for an unnecessary duplicate immediately before renewal.
Select the correct paper form
A noncommercial driver uses DL-80 for an ordinary change or correction, or DL-143 when the license expires within six months and renewal is the appropriate transaction. A learner's permit uses DL-31, and a photo ID uses DL-54B. Read which sections apply; a correction-only request and a duplicate request can have different signature and notarization requirements.
For coordinated address updates, MV-63 allows up to two customer names and three vehicle registrations at one address, along with the placard information provided on the form. It is not valid for name changes or commercial license updates. Mail it to the address printed on that form, which differs from the destination on several driver licensing forms. Keep a copy showing which records you requested to change.
Legal name changes require original evidence
A name change must be completed in person at a Driver License Center. Bring the correct application and the original documents required for the type of change. PennDOT identifies a state-issued birth certificate for a birth-name request, a certified court order for a court-authorized change, and a marriage certificate for use of a spouse's surname. The legal document should establish the connection between the old and requested names.
For another requested name, the standard instructions specify the Social Security card and two sources issued in that name, such as the examples PennDOT lists. That ordinary-license procedure should not be substituted for REAL ID's separate legal-name standard. If the existing record contains a clerical error in the name, birth date, or Social Security number, contact PennDOT about the evidence needed to correct the specific field.
Additional steps for REAL ID holders
The REAL ID name-change rules require the legal name to match the identity evidence or be connected by acceptable legal documents. A certified marriage certificate differs from a marriage license or ceremonial certificate. Multiple changes may require a chain of records, although a qualifying current passport showing the desired legal name can simplify the initial identity review.
For a name change after issuance, PennDOT instructs REAL ID holders to update the Social Security record first, bring the legal evidence to a Driver License Center, surrender the current REAL ID, and obtain a replacement with a new photograph. The REAL ID document checklist explains the associated standards. An ordinary free address update does not create a general right to change a REAL ID name entirely online.
Noncitizen names and immigration records
PennDOT's license-change service specifies that non-U.S. citizens need primary source identity documents reflecting the new name, such as the most recently issued immigration documents. A passport, visa, or marriage certificate alone does not substitute for that primary immigration record requirement in the name-change transaction. Resolve the document sequence before expecting the center to print a new name.
Consult Publication 195NC for the immigration category and documentation rules, and the noncitizen REAL ID guidance when that product is involved. Verification can take additional time. Carrying a marriage certificate with an unchanged license does not mean the PennDOT record has already been corrected, and submitting a pending immigration request does not itself alter the printed license expiration.
Commercial driver address changes
Commercial drivers need a replacement CDL showing the new address. They use DL-80CD rather than the ordinary free update-card process or MV-63. The form has its own required sections, certification, and fee instructions. Commercial credential changes can also involve current residence documentation, so bring the documents specified for that transaction rather than relying on an ordinary noncommercial example.
Do not use the general online address service when the CDL transaction is excluded. If the commercial license is also approaching expiration, follow the commercial renewal route identified by PennDOT. Changing the address on a personal vehicle registration does not independently update the commercial license, and employer personnel records are not a substitute for the state licensing record.
Update registrations and titles separately
PennDOT's vehicle name and address service explains the vehicle side of the process. A vehicle registration address must also be updated within 15 days. For an eligible online transaction, the login uses the specified title-number digits and plate number. Leased vehicles can require action through the leasing company; MV-63 specifically directs lessees to have the leasing company submit its applicable form.
Vehicle name changes use MV-41A. Its instructions distinguish a qualifying registration-only correction without a new title from a request for a corrected title with fees. The form calls for a copy of the updated Pennsylvania license or ID showing the desired name. Complete the license or ID change first when that copy is needed, and coordinate with the lienholder if the title is held electronically or otherwise encumbered.
Moving out of state and completing the update
PennDOT's address requirements FAQ restricts out-of-state address exceptions to specified military or government employees and qualifying family members. Students are not generally exempt merely because they attend an out-of-state school. Form DL-82 addresses the exemption and supporting evidence. Permission under Pennsylvania's exception does not remove another state's licensing requirements or allow two valid state driver licenses.
Use the location finder for any required in-person visit. After submission, review the update card or replacement credential and each affected vehicle record. Keep the free update card with the existing license when required. If a mailed product does not arrive within PennDOT's stated period, contact the department with the transaction date and identification number rather than assuming postal forwarding completed the change.
Frequently Asked Questions
How soon must I report a new Pennsylvania address?
PennDOT requires reporting it within 15 days of moving. Update the licensing and vehicle records that apply to you.
Can I change my legal name online?
No. Pennsylvania license and photo ID name changes require an in-person visit with the appropriate original documents.
Must I buy a new license after an ordinary address change?
An eligible noncommercial driver can receive a free update card to carry with the existing credential. A new physical license is a separate paid choice.
Does MV-63 handle name changes?
No. MV-63 is an address-change form and expressly excludes name changes and commercial license updates.
Can a commercial driver use the free noncommercial update card?
No. PennDOT requires a replacement CDL showing the new address, using the commercial application and applicable fee.
Does changing my license update my vehicle title automatically?
Do not assume so. PennDOT directs customers to update vehicle records separately, using the appropriate address or name-change process.
