Who does what in Pennsylvania

Pennsylvania keeps driver licensing and vehicle titling under one agency, PennDOT's Driver and Vehicle Services, but splits the counters. The license work, tests, transfers, new credentials, REAL ID checks and photos, is done at PennDOT's own Driver License and Photo License Centers. The vehicle work, a title, a registration, a plate transfer, is done by the agents PennDOT authorizes, the notaries, tag services, dealers and online messengers on its business partner locator, who add a service charge of their own, and by mail or online with PennDOT itself.

Which transaction belongs where is the subject of PennDOT's services offered page. Start with the license center list when the job needs a PennDOT counter, with the online services guide when it may not, and with the guides below for everything else.

Driver licenses, ID cards and REAL ID

PennDOT prices a license by its term. Its payments and fees schedule, read October 21, 2026, lists $45.50 for an initial noncommercial permit and four year license and $39.50 for a four year renewal; a driver aged 65 or older may take a two year term instead, $33.50 initial or $27.50 renewal. A replacement license is $42.50, or $48.50 with motorcycle privileges. A photo ID card is $43.50 new, $44.50 renewed and $42.50 replaced.

A REAL ID is optional in Pennsylvania and costs a one time $30 on top of the renewal fee the first time, so a four year renewal with the first REAL ID comes to $69.50, per PennDOT's REAL ID page; later REAL ID renewals carry no second $30. The documents are checked at any Driver License Center and the card mailed within 15 business days, or issued on the spot at a REAL ID Center. The REAL ID guide and the fee guide take those apart, and the driver license guide covers the permit, the tests and the transfer from another state.

Vehicle registration, titles and plates

PennDOT's MV-70S fee schedule, in its April 2026 edition, puts a standard passenger registration at $48 a year or $96 for two, and a motorcycle at $25 or $50; the first standard plate is included. A certificate of title is $72, a duplicate title $72, each lien recorded $36, and a plate transfer $11. A replacement plate is $14, and a duplicate registration card is free through PennDOT's online service.

Two charges come on top of the registration where they apply. Participating counties add a $5 a year local use fee, and an electric or plug-in hybrid vehicle owes PennDOT's Road User Charge, $250 a year for an electric vehicle and $63 for a plug-in hybrid in 2026, doubled on a two year registration. Sales or use tax is the Department of Revenue's and is paid with the title. The registration guide, the title guide and the plate guide set out the paperwork, and the inspection guide the annual safety inspection and the regional emissions test.

Offices, hours and holidays

PennDOT's location data, read October 21, 2026, carries 104 Driver License and Photo License Centers, 104 of them with a published week, 86 open on Saturday and 18 open on Monday, because the Pennsylvania week runs Tuesday to Saturday at most of them. PennDOT publishes no telephone number for any center and takes Driver License Center questions on 717-412-5300.

Photo appointments do not exist; tests are scheduled online or on 1-800-423-5542; a REAL ID is issued the same day only at the REAL ID Centers. The holiday closings PennDOT lists for 2026 and the start of 2027, the Saturday before each Monday holiday included, are on the license center list with every center.
