About this guide

Ulster County, New York, has about 183,000 residents (2024 Census Bureau estimate), and arrests there are reported to the FBI by the Ulster County Sheriff's Office, 13 city agencies and three campus, state or other agencies. An arrest leaves the same records whoever makes it: the arresting agency's report, the record of anyone held at the county jail, and, if the District Attorney files charges, a case in the Ulster County Supreme and County Courts. Who Makes Arrests in Ulster County

The Ulster County Sheriff's Office is the county agency that reports arrests to the FBI for Ulster County. It reported 473 arrests for 2025.

The FBI lists four cities in Ulster County with a reporting agency of their own, with the Census population and what each reported:

  • Kingston, 23,748 residents: 1,180 arrests reported for 2025.
  • New Paltz, 8,646 residents: 94 arrests reported for 2025.
  • Ellenville, 4,180 residents: 44 arrests reported for 2022.
  • Saugerties, 3,874 residents: 202 arrests reported for 2025.

A city on that list is reported separately whether the officers are the city's own or the sheriff's under contract; the FBI's list does not say which.

The FBI's agency list also places these agencies in Ulster County: the Ulster County New York City Department of Environmental Police and Ulster Regional Gang Enforcement Narcotics Team (other); the New Paltz State University of New York Police (campus police).

How Many Arrests Each Agency Reports in Ulster County

Each agency reports its arrests to the FBI by month, and the FBI publishes them on the Crime Data Explorer. These are the full-year totals, all offenses, as the FBI held them on October 8, 2026; a year with months missing or not reported is left out.

  • Kingston: 1,180 for 2025, 1,079 for 2024, 1,041 for 2023, 830 for 2022, 942 for 2020 and 817 for 2019; 2021 is missing months.
  • Ulster County Sheriff's Office: 473 for 2025, 382 for 2024, 491 for 2023, 420 for 2022, 336 for 2021 and 379 for 2020.
  • Ulster Town: 389 for 2025, 372 for 2024, 355 for 2023, 144 for 2022, 304 for 2020 and 398 for 2019; 2021 is missing months.
  • Saugerties: 202 for 2025, 220 for 2024, 185 for 2023, 471 for 2022, 212 for 2021 and 267 for 2020.
  • New Paltz: 94 for 2025, 127 for 2024, 289 for 2023, 146 for 2022 and 99 for 2021.
  • Lloyd Town: 66 for 2025, 102 for 2024, 72 for 2023, 61 for 2021 and 409 for 2019; 2020 and 2022 are missing months.
  • Woodstock Town: 59 for 2025, 73 for 2024, 30 for 2023, 28 for 2022, 49 for 2021 and 107 for 2020.
  • Marlborough Town: 46 for 2025, 43 for 2024, 66 for 2023, 42 for 2022, 72 for 2020 and 117 for 2019; 2021 is missing months.
  • Plattekill Town: 37 for 2025, 35 for 2024, 25 for 2023, 19 for 2022, 29 for 2021 and 25 for 2020.
  • Shandaken Town: 20 for 2025, 19 for 2024, 22 for 2023, 13 for 2022, 20 for 2021 and 31 for 2019; 2020 is missing months.
  • Shawangunk Town: 10 for 2025, 22 for 2024, 29 for 2023, 26 for 2022, 36 for 2021 and 30 for 2020.
  • Ellenville: 44 for 2022, 36 for 2021, 33 for 2020 and 233 for 2019.

Together, the 11 agencies with all twelve months of 2025 on file reported 2,576 arrests that year. The same agencies with both 2025 and 2024 complete reported 2,576 in 2025 against 2,474 in 2024, up 4.1 percent.

Through April 2026, the nine agencies with every month so far on file reported 506 arrests, against 814 in the same months of 2025.

Olive Town and Ellenville reported only part of 2025 (6 months and 4 months) and are left out of the totals.

Booking: Where People Arrested in Ulster County Are Held

The county jail is where a person arrested in Ulster County and kept in custody ends up, whichever agency made the arrest, though a city department may hold someone in its own cells first and a person cited and released at the scene is never booked. The jail's record of each person held, with the charges, is a public record of the arrest, and once the person is released or sentenced the record continues in the court file.

So far in 2026 the jail has held about 160 people on an average day, down from about 210 in 2019. Its rated capacity in 2019, the last year with a capacity figure, was 458 beds, and it ran at 45 percent of it that year. The figures are from the Vera Institute of Justice's Incarceration Trends data.

New York is one of the states that lets anyone look up another person's statewide criminal history: the Office of Court Administration sells a statewide search of criminal court records by name and date of birth, for $95 a search, through the New York State Office of Court Administration. That record shows what agencies reported to the state, which is wider than one county's court index but can lag it.

Getting a Copy of an Arrest Record in Ulster County

The report of an arrest is released by the agency that made it; the jail and the court hold their own records of the same event, but not the report. Under the Freedom of Information Law the agency must answer within 5 business days, at least with an acknowledgment and a date for the full answer, and it may charge copying at 25 cents a page.

Cities in Ulster County: Who Reports the Arrests

The FBI lists a separate arrest reporting agency for every one of the four cities in Ulster County: Kingston, New Paltz, Ellenville and Saugerties. The FBI's list also carries the Marlborough Town Police Department, the Plattekill Town Police Department, the Woodstock Town Police Department and six more as city agencies in Ulster County; Marlborough Town, Plattekill Town, Woodstock Town and six more are not among the cities above.
