About this guide

Everything the Texas DPS lets a driver do without an office visit, and how the office visit works when one is needed: the online services and the Texas by Texas account, the appointment rules, the online application and Virtual Issuance DPS announced, the services other agencies handle, the official partner sites, and the voluntary donations offered with each transaction. The TxDMV's online services are on the registration renewal page.

What can be done online

DPS's online services page lists them: renew a driver license, CDL or ID card and change the address on it through Texas.gov; renew or replace a card while living out of state; track a card recently renewed or changed; the senior drivers options; the documentation list for a new license and the lawful presence status check; request a driver record and check driving eligibility and fees owed; book an appointment; the surcharge repeal FAQ; pay reinstatement fees; find court information for a failure to appear or pay; request a hearing on a suspension, cancellation, revocation or denial, and an ALR hearing after a breath or blood test; parent-taught and adult driver education and the Impact Texas Drivers video; crash reports from TxDOT; and the CDL videos. Texas by Texas (TxT) is the state's account-based assistant behind the license transactions; the renewal and the replacement need the card number, the audit number, the date of birth and the last four digits of the Social Security number. Non-citizens may replace online but not renew.

How appointments work

DPS's appointments page states that every in-office driver license and ID service is by scheduled appointment, booked at txdpsscheduler.com up to six months ahead, with a limited number of additional same-day appointments released online through the day at most offices. Only customers enter the building, except for ADA accommodations, small children, elderly persons and business needs such as a parental authorization or a residency change. The scheduler asks a few questions, serves new and existing Texas customers, offers every service type (with Service Not Listed for the rest, including the switch between a license and an ID), and tells a customer when the service can be finished online instead. An appointment may be booked for another person with all their information, though DPS does not recommend it; confirmations and email or text reminders are available; an appointment is cancelled 30 minutes after its time and customers arrive no more than 30 minutes early; rescheduling cancels the old one automatically. An office missing from the scheduler has no open slots. Credit cards are the preferred payment, and money orders and cashier's or personal checks for the exact amount are accepted. The offices list carries every office's hours and notes.

The online application and Virtual Issuance

DPS's online application and Virtual Issuance page announces two changes. Paper license and ID applications will give way to an online application completed before the appointment, through the state's secure system, after which the customer schedules an office visit or chooses Virtual Issuance. Virtual Issuance lets eligible customers complete select license, ID and CDL transactions (renewals, replacements and address changes) on a mobile device or tablet with a License Permit Specialist in a secure virtual session: eligibility questions, an app downloaded from a QR code and verified with a one-time code, identity authentication with facial recognition and liveness detection, a virtual queue with an estimated wait, review and payment with the specialist, and a temporary card while the permanent one is mailed. It is for customers who need no document review: REAL ID compliant records with documentation on file; U.S. citizens 18 and older with a Social Security number on file for ID and Class C transactions; U.S. citizens 18 to 78 for CDL replacements. Certain license types, endorsements and restrictions do not qualify, and DPS says to clear any outstanding fees first.

Services other agencies handle

DPS's online services page routes these elsewhere: license plates, registration and ADA placards to the county tax assessor-collector or the TxDMV at 888-DMV-GOTX (888-368-4689); CDL medical certificates to the FMCSA registry; the occupational license to its own page and texaslawhelp.org; fingerprinting to the FAST program; Texas Highway Patrol citations to the DPS citation site and other tickets to the county clerk where issued, with failure-to-appear information at texasfailuretoappear.com, (800) 686-0570; birth certificates to the city, county or state of birth, marriage certificates to the county clerk and divorce records to the district clerk; suspensions and reinstatement fees to License Eligibility; voter registration to votetexas.gov, (800) 252-8683; Social Security cards to the SSA, (800) 772-1213; and passports to the State Department, (877) 487-2778.

The official partner sites

DPS names four companies that provide official online services for it and to which a customer may be redirected: Texas.gov, the Texas Department of Licensing and Regulation, Donate Life Texas and Omnibase. It adds that these are the only official DPS partner sites and that other websites not affiliated with DPS may offer these services for a higher cost. SearchSystems is not a partner and handles no transaction; every link on this page goes to a dps.texas.gov page or one of the sites DPS itself names.

Voluntary donations with a transaction

DPS's voluntary contributions page lists the contributions offered at every office and online during a license or ID transaction: registration as an organ, eye and tissue donor with Donate Life Texas, the state's only official registry (donation after death only; living donation goes through a transplant center); the Glenda Dawson Donate Life Texas donor registry fund; the Blindness Education, Screening and Treatment program; the Texas Veterans Assistance Fund; the fund for survivors of sexual assault that pays for evidence testing; the bone marrow donor recruitment program; and the Identification Fee Exemption Fund that pays license and ID fees for foster and homeless youth and victims of family or dating violence.

Questions about online services and appointments

Can I walk into a driver license office without an appointment?

DPS says all in-office services are by appointment only, but most offices release a limited number of same-day appointments online through the day, and a customer who arrives without one can use a self-service kiosk in the office to book one for that day if any remain, or for another day or office.

How far ahead can I book, and how late can I be?

Up to six months (180 days) ahead. An appointment is cancelled 30 minutes after its time, DPS asks customers to arrive no earlier than 30 minutes before it, and a cancelled appointment can be rebooked immediately.

My office is not listed in the scheduler. Why?

Because it has no available appointments at the moment; DPS says to pick the next closest office or check back for cancellations.

Who may come into the building with me?

Only customers, with exceptions for ADA accommodations, customers with small children, elderly persons and business needs such as a parental authorization or a residency witness. Credit cards are the preferred payment; money orders, cashier's and personal checks for the correct amount are accepted.

What is Virtual Issuance?

A DPS service, announced as coming, in which an eligible customer with a REAL ID compliant record completes a renewal, replacement or address change from a mobile device or tablet: an online application, an app with identity verification by facial recognition, a virtual queue, a video session with a License Permit Specialist who reviews, verifies and takes payment, and a temporary card at the end.

Which sites are DPS's official partners?

Texas.gov, the Texas Department of Licensing and Regulation, Donate Life Texas and Omnibase, in DPS's own list; it warns that other websites not affiliated with DPS may offer the same services for a higher cost.
