Who Makes Arrests in Warren County

The Warren County Sheriff's Office is the county agency that reports arrests to the FBI for Warren County. It reported 449 arrests for 2025.

Arrests inside eight of the county's cities are reported to the FBI by an agency of the city's own, listed here with the Census population and what each reported:

  • Mason, 36,046 residents: 299 arrests reported for 2025.
  • Lebanon, 21,995 residents: 260 arrests reported for 2025.
  • Springboro, 19,646 residents: 181 arrests reported for 2025.
  • Franklin, 11,758 residents: 1,279 arrests reported for 2024.
  • Carlisle, 5,855 residents: 23 arrests reported for 2025.
  • Waynesville, 2,862 residents: 5 arrests reported for 2024.
  • Morrow, 2,199 residents.
  • Harveysburg, 579 residents.

A city on that list is reported separately whether the officers are the city's own or the sheriff's under contract; the FBI's list does not say which.

The Monroe Police Department, the Middletown Police Department and the Loveland Police Department are each listed by the FBI across several counties including Warren County, so their arrests are not broken out for Warren County here.

How Many Arrests Each Agency Reports in Warren County

The FBI publishes every agency's monthly arrest counts on the Crime Data Explorer. These are the full-year totals, all offenses, as the FBI held them on October 8, 2026; a year with months missing or not reported is left out.

  • Warren County Sheriff's Office: 449 for 2025, 483 for 2024, 328 for 2023 and 799 for 2019; 2020, 2021 and 2022 are missing months.
  • Mason: 299 for 2025, 183 for 2024 and 442 for 2019; 2020, 2021, 2022 and 2023 are missing months.

  • Franklin: 1,279 for 2024, 1,226 for 2023, 1,106 for 2022 and 575 for 2019; 2020 and 2021 are missing months.
  • Waynesville: 5 for 2024 and 10 for 2023.

Together, the seven agencies with all twelve months of 2025 on file reported 1,398 arrests that year. The six of them with both 2025 and 2024 complete reported 1,375 in 2025 against 1,261 in 2024, up 9 percent.

Through July 2026, the seven agencies with every month so far on file reported 789 arrests, against 791 in the same months of 2025.

Waynesville, Morrow and Harveysburg reported only part of 2025 (8 months, 8 months and 3 months) and are left out of the totals.

Booking: Where People Arrested in Warren County Are Held

A person kept in custody after an arrest in Warren County is held at the county jail, whichever agency made the arrest, apart from the short stay some city departments' own holding cells allow; a person cited and released at the scene is not booked at all. The jail's record of each person held, with the charges, is a public record of the arrest, and the court file takes over from there.

On an average day in 2023 the jail held about 270 people, down from about 300 in 2019. Its rated capacity in 2023 was 498 beds, and it ran at 55 percent of it that year. The figures are from the Vera Institute of Justice's Incarceration Trends data.

Cities in Warren County: Who Reports the Arrests

The FBI lists a separate arrest reporting agency for eight of the 13 cities in Warren County: Mason, Lebanon, Springboro, Franklin, Carlisle, Waynesville, Morrow and Harveysburg. South Lebanon, Maineville, Corwin, Butlerville and Pleasant Plain have no separate reporting agency in the FBI's list.
