About this guide

North Carolina expands a teenager's driving privileges through three levels. The permit requires supervision, Level 2 introduces restricted independent driving, and Level 3 removes the earlier time and passenger limits. The rules changed recently, including elimination of the school Driving Eligibility Certificate and removal of an older Level 3 driving-log requirement.

Follow the level printed on the current credential

The NCDMV teen licensing page describes a graduated route for young drivers. The system does not grant every privilege simply because a birthday has arrived. A teen must qualify for and obtain the next credential before using its expanded authority. A family should therefore plan both the practice period and the issuance transaction.

The underlying G.S. 20-11 describes Level 1, Level 2, and Level 3, but the compiled text must be read with later enacted changes. Session Law 2026-46, Section 9 removed Driving Eligibility Certificates effective October 1, 2026, checked October 21, 2026. The change affects academic eligibility paperwork; it does not dispense with approved driving instruction, age requirements, or the examinations.

Complete the course and retain the right certificate

The Level 1 instructions allow students to enroll in approved driver education at age 14 1/2 and apply for the limited learner permit at age 15, checked October 21, 2026. Instruction includes 30 classroom hours and at least six hours of actual driving, checked October 21, 2026. The course also addresses the preliminary vision and medical screening for supervised instruction.

Keep the Driver Education Certificate issued after the course. It is the evidence of completed instruction still needed at the permit visit. The certificate does not substitute for proof of age or identity, and a classroom enrollment confirmation does not demonstrate that both phases were completed. A student transferring between schools should have the receiving provider resolve the training record before assuming all required instruction has been credited.

Build a permit file appropriate for a minor

The state requests evidence from its identity list, Social Security list, and North Carolina residence list. Residence documents available to minors include categories that do not require the child to be the utility customer or homeowner. Use evidence that actually identifies the student, such as qualifying school, medical, housing, or financial records.

A parent or guardian must participate in the permit testing visit under NCDMV's instructions. A different adult needs the specified written permission. The appointment page provides a teen learner-permit category and currently requires confirmation within 15 minutes after scheduling, checked October 21, 2026. Choose a driver license office, since a license plate agency cannot issue the learner permit or administer those tests.

Use Level 1 only with the qualifying supervisor

The supervising adult must fit the state's relationship or approval rules and have at least five years of licensing experience, checked October 21, 2026. At Level 1, that person sits beside the learner in the front seat, and another passenger may not share the front seat. Supervision requires being present in the vehicle; a parent watching the trip through a phone app does not provide the required seat-side supervision.

During the first six months of the limited permit, driving is allowed only from 5:00 AM - 9:00 PM; supervised driving at other times becomes available afterward, checked October 21, 2026. Safety belts or the appropriate child restraints must be used. The teen continues to need the supervisor after the initial time restriction ends, because that change is still within Level 1.

Record the practice needed for Level 2

The current Level 2 page requires the applicant to be ages 16-17, to have held Level 1 for nine months, and to have no qualifying moving, seat belt, or phone convictions during the preceding six months, checked October 21, 2026. Completing one requirement early does not remove the others. Review the record if a citation was resolved during the practice period, because the relevant condition concerns convictions rather than a family's estimate of whether a violation was serious.

The official DL-4A log requires at least 60 driving hours, with at least 10 at night and no more than 10 hours per week credited, checked October 21, 2026. The supervising driver certifies the record. Enter sessions as they occur and distinguish nighttime practice from daylight trips. The form warns of consequences for falsified logs, so an invented total cannot be treated as harmless paperwork after the teenager appears competent.

Prepare the Level 2 road-test transaction

The road examination description identifies the skills NCDMV evaluates, including turning, backing, quick stops, traffic approaches, and yielding. The teen can test at NCDMV or at a certified private driver education school. A passed school test is documented for NCDMV, which still completes the licensing transaction. Verify the school's road-test certification before paying for a service described only as a practice evaluation.

Bring the permit, driving log, required adult authorization, and insurance evidence naming the teen. The vehicle must pass the preliminary test inspection. Obtain its registration copy in advance so it can be presented in the form specified by NCDMV. Electronic registration has changed how that copy is obtained, but the examiner still needs the vehicle record.

Understand the independent-driving and passenger limits

Level 2 generally allows unsupervised driving from 5:00 AM - 9:00 PM, with additional direct trips to or from work and qualifying volunteer emergency service, checked October 21, 2026. The work exception is tied to the actual trip; it is not a blanket permission to drive anywhere after an evening shift. At other times, the appropriate supervising driver must accompany the teen.

The passenger rule in G.S. 20-11 generally limits an unsupervised driver to one passenger under 21 outside the immediate family or household. Family and household passengers receive special treatment, but mixing them with unrelated passengers is restricted. The statute supplies a narrow exception for one additional qualifying student being driven directly to or from school. Use that specific exception for its stated purpose rather than treating any school-related social trip as a general carpool exemption. Where the passenger group is uncertain, check the statutory combination before leaving.

Advance to Level 3 under the current requirements

The full provisional license page requires at least six months with the limited provisional license and a clean qualifying conviction period of six months, checked October 21, 2026. Its current list does not require the former additional 12-hour Level 3 log. G.S. 20-11 records repeal of that separate log requirement effective September 30, 2025, checked October 21, 2026. The earlier Level 2 practice log remains part of the process.

Eligible applicants can complete the Level 3 upgrade online with the required parent or guardian involvement, or visit an office. Level 3 removes the Level 1 and Level 2 limits on time, supervision, and passengers. At age 18, NCDMV offers eligible conversion to the regular Class C credential, checked October 21, 2026. The current Level 2 page also allows an eligible holder who reaches adulthood to convert directly without first obtaining Level 3.

Keep the phone rule and record status in view

The under-18 mobile phone statute reaches more than holding a phone to an ear; its definition includes hands-free calling. It also identifies particular exceptions, including specified emergency communications and communications with a parent, guardian, or spouse. Those exceptions should not be expanded into permission for unrelated phone use, and the graduated credential's applicable restrictions still matter.

The October 2026 law directs restoration where a permit or license was revoked solely for academic eligibility and the person otherwise qualifies. Check the actual status through MyDMV before driving if the record had such a suspension. A lost card is handled through replacement services, while a record that remains suspended requires resolution of the underlying status. Ordering plastic cannot establish that a prior disqualification has ended.

Budget for each credential issued

NCDMV lists $25.50 for Level 1 and separately $25.50 for Level 2, checked October 21, 2026. The Level 3 page lists $32.50 for an upgrade at 16 and $26 at 17, checked October 21, 2026. Any private school's road-test charge is separate. Compare the quoted cost with the level being issued rather than treating a permit payment as payment for all later stages.

Frequently Asked Questions

Are the two school certificates still required?
The Driver Education Certificate remains part of the permit application. The separate Driving Eligibility Certificate was abolished beginning October 1, 2026, checked October 21, 2026.

Does Level 1 allow solo driving after six months?
The initial time restriction eases after that period, checked October 21, 2026. The qualifying supervisor is still required until the teen obtains the credential authorizing independent driving.

Was the nine-month Level 1 holding period removed?
The current NCDMV Level 2 instructions still require nine months with the limited learner permit, checked October 21, 2026. The abolished academic certificate did not remove that requirement.

Must I submit another 12-hour log for Level 3?
The former Level 3 log requirement was repealed effective September 30, 2025, checked October 21, 2026. NCDMV still requires the applicable holding and recent conviction conditions for the upgrade.

Can I carry all my friends because I am driving to school?
The statute has a narrow school-trip exception within its passenger rules. It does not permit an unlimited group of unrelated teenage passengers simply because school is the destination.

What should I do about a former academic suspension?
The current law directs restoration for the abolished academic eligibility ground when the person otherwise qualifies. Confirm the record through NCDMV, because a different unresolved suspension or revocation can still prevent lawful driving.
