About this guide

A missing metal plate, a damaged title, and an unavailable registration PDF lead to different North Carolina procedures. The state stopped issuing new registration stickers and automatic paper registration cards in October 2026. This guide identifies what can be downloaded, what must be replaced through a license plate agency, and how to handle a lost or stolen plate without confusing it with a suspended registration.

In this guide: Identify the missing item before applying, Recover the registration document electronically, Replace a lost or stolen metal plate, Return damaged or illegible plates, Handle personalized text and special eligibility, Do not treat revocation as ordinary loss, Keep title and sale problems on their own track, Frequently Asked Questions

Identify the missing item before applying

Start by naming what is actually unavailable: the metal plate on the vehicle, the electronic registration document, the title certificate, or a renewal confirmation. North Carolina's current registration-document instructions and plate procedures treat those items differently. Ordering the wrong replacement can leave the original problem unresolved. A PDF reproduces registration information; it cannot substitute for a metal plate that has been stolen from the car.

The digital system took effect October 1, 2026, checked October 21, 2026, ending newly issued registration stickers and automatically printed cards. Therefore, a sticker that never arrives after a current renewal is not necessarily lost mail. Check whether the registration transaction completed under the electronic system. The expiration date on an old sticker is no longer the document to use as the sole measure of the vehicle's current registration status.

Recover the registration document electronically

The digital-registration page lets an owner obtain a PDF using the plate number and the last five digits of the title number. The title information can be found on the renewal notice or through the state's account service. Select the correct vehicle if the household has several registrations. When a plate has recently been transferred, pay special attention to the vehicle identification number shown on the downloaded document.

Downloading the registration PDF is free, while a state-supplied printed copy costs $5, checked October 21, 2026. The owner may print the downloaded file independently without buying that optional copy. NCDMV also explains that a printed registration need not be carried merely because the prior system supplied one automatically. For travel or inspections, however, an accessible offline copy can make the relevant vehicle information easier to provide when a phone has no connection.

This change should not be confused with proof of payment. The renewal directions explain the completion of the renewal itself. If payment was accepted but the downloaded record still shows an old period, use the transaction receipt to ask about that discrepancy. If renewal failed because of a service stop, purchasing a printed document will not create the missing renewal. First resolve the transaction, then obtain the updated registration copy.

Replace a lost or stolen metal plate

For a missing plate, NCDMV directs the owner to a license plate agency with MVR-18. The application requires the vehicle identification number, owner information, plate being replaced, reason for replacement, and North Carolina insurance details. Complete it for the vehicle to which the missing plate was assigned. A registration from a different family vehicle is not sufficient just because the same person owns both cars.

The agency also requires MVR-18A, License Plate Turn in Verification, when the plate was lost or stolen. That form documents why a physical plate cannot be surrendered. It is different from a police theft report and different from the application requesting a replacement plate. If theft or fraudulent use is suspected, preserve the circumstances and any incident information so the missing plate can be identified accurately in subsequent reports.

The current MVR-18 lists a replacement fee of $25.50, checked October 21, 2026. Applicable notary charges or other transaction costs may also be involved. Consult the NCDMV payment methods before the visit, particularly because notary charges require cash under the state's fee instructions. The plate application must reflect the actual reason for replacement; a cheaper category should not be selected when it does not describe the loss.

Return damaged or illegible plates

MVR-18 identifies mutilated, faded, and rusted plates and directs the owner to return the defective plate with the application. Bring the physical item rather than throwing it away before the agency can review it. The current fee workbook distinguishes a standard damaged-plate replacement that has no replacement charge, checked October 21, 2026. The agency should apply the category that fits the actual plate and circumstances.

Do not repair an unreadable plate by changing its letters, numbers, or identifying appearance yourself. Request the state replacement so the displayed identity remains consistent with the vehicle record. If the plate is a specialty or personalized design, explain that distinction at the beginning of the visit. An available standard replacement and a newly manufactured special design can have different fulfillment steps, even when both address damage to the same vehicle's former plate.

Handle personalized text and special eligibility

Lost or stolen personalized plates create a duplicate-identity problem. NCDMV's plate page says the previous text can be ordered again only after the missing plate's current expiration date has passed, checked October 21, 2026. An owner should therefore ask how to maintain valid plate identification while waiting, rather than assuming the agency can immediately manufacture another plate carrying the identical message.

The personalized application applies to requests for a message and plate design; it is not a substitute for reporting a missing plate. The ordinary standard personalization charge is $30 in addition to annual renewal, checked October 21, 2026. For a special design, consult the correct form in the specialty-plate collection. Eligibility evidence may still matter, particularly if the old plate depended on military service, an award, or another qualifying status.

An owner wishing to give away the message rights uses MVR-27N and the state surrender process. That transaction differs from replacement after theft. Identify whether the goal is to replace damaged metal, recover a missing identity, change the text, or relinquish the message to someone else. Selecting the proper transaction helps the agency avoid creating a second active claim to the same personalized combination.

Do not treat revocation as ordinary loss

MVR-18 requires certification about plates taken by enforcement and registration revocation. If an officer seized the plate or NCDMV revoked the registration, explain that event honestly. The registration stop table shows why replacement alone cannot cure an insurance, tax, inspection, or other eligibility problem. The remedy may require action by an insurer, court, county, or DMV unit before the vehicle can receive a valid plate again.

For a vehicle whose registration has simply expired, follow renewal and the applicable safety-inspection requirements. Covered vehicles in participating counties may also need the current emissions inspection. A shiny replacement plate is not evidence that the registration was renewed or that an inspection requirement was satisfied. Verify the final electronic record and any remaining stop after the agency completes the approved transaction.

Keep title and sale problems on their own track

If the missing item is the ownership certificate, use the duplicate-title application instead of a plate form. MVR-4 lists a $25.50 fee and a 15-day waiting period, checked October 21, 2026. A lienholder may have the certificate legitimately, so establish who holds it before declaring it lost. NCDMV's title instructions explain the difference between a duplicate, correction, and transfer.

A seller discovering that an old vehicle remains in the registration file can review MVR-46F with the sale and lien information. Replacing the sold vehicle's plate in the seller's name would generally address the wrong problem. When a plate was retained for another car, arrange its lawful transfer; when it was not retained, document surrender or the reason it cannot be returned. The record should describe the transaction that actually occurred.

After the replacement is completed, compare the new plate and electronic registration with the correct vehicle. Store the replacement receipt alongside any loss report, old plate surrender evidence, and relevant correspondence. If the missing plate is later recovered, ask NCDMV how it should be returned or handled rather than putting it back on the vehicle. Keeping two sets of apparently usable identification can recreate the problem the replacement transaction was intended to solve.

Frequently Asked Questions

I renewed in October 2026 and no North Carolina sticker arrived; should I order one?
North Carolina ended new registration stickers on October 1, 2026 under its electronic system, checked October 21, 2026. Confirm the renewed registration and download the PDF instead of applying for an obsolete sticker service.

Which forms identify a North Carolina plate as lost or stolen?
NCDMV's replacement instructions call for MVR-18 and, for a lost or stolen plate, MVR-18A. The applications document different parts of the plate transaction.

Can I throw away a badly rusted North Carolina plate before replacement?
The replacement form directs owners to return a mutilated, faded, or rusted plate with the application. Bring it for the agency's review rather than disposing of the evidence of its condition.

Does a free registration download include a replacement metal plate?
The free registration PDF reproduces the registration record only. Missing metal is handled through the plate agency's separate replacement process.

Can I use MVR-18 after enforcement took the plate?
The certifications on MVR-18 require disclosure of the plate's status. Address the enforcement action or registration stop instead of describing a seizure as accidental loss.

Is a lost title handled at the same waiting period as a missing registration PDF?
A North Carolina duplicate title carries a 15-day hold and $25.50 fee, checked October 21, 2026. The electronic registration download is a different service and does not replace the ownership certificate.
