Who Makes Arrests in Allegheny County

The Allegheny County Sheriff's Office is the county agency that reports arrests to the FBI for Allegheny County. It reported 316 arrests for 2025.

The Allegheny County Police Department also reports arrests to the FBI as another county agency of Allegheny County.

The FBI lists 62 cities in Allegheny County with a reporting agency of their own, with the Census population and what each reported, the largest twelve first; the rest are named in the cities section below:

  • Monroeville, 27,966 residents: 1,118 arrests reported for 2025.

  • Baldwin (borough), 20,712 residents: 174 arrests reported for 2025.

  • McKeesport, 17,119 residents: 1,053 arrests reported for 2023.
  • Franklin Park, 15,079 residents: 94 arrests reported for 2025.
  • Whitehall, 14,678 residents: 150 arrests reported for 2025.
  • Wilkinsburg, 13,800 residents: 285 arrests reported for 2025.
  • Jefferson Hills, 12,291 residents: 262 arrests reported for 2025.

A city on that list is reported separately whether the officers are the city's own or the sheriff's under contract; the FBI's list does not say which.

The Northern Regional Police Department, the McDonald Borough Police Department and the Trafford Police Department are each listed by the FBI across several counties including Allegheny County, so their arrests are not broken out for Allegheny County here.

Together, the 76 agencies with all twelve months of 2025 on file reported 19,019 arrests that year. The 62 of them with both 2025 and 2024 complete reported 11,474 in 2025 against 11,230 in 2024, up 2.2 percent.

Through April 2026, the 59 agencies with every month so far on file reported 5,378 arrests, against 5,785 in the same months of 2025.

McKeesport, Millvale, Penn Hills, Avalon and 16 more reported only part of 2025 (9 months, 11 months, 11 months and 11 months) and are left out of the totals.

Booking: Where People Arrested in Allegheny County Are Held

A person kept in custody after an arrest in Allegheny County is held at the county jail, whichever agency made the arrest, apart from the short stay some city departments' own holding cells allow; a person cited and released at the scene is not booked at all. The jail's record of each person held, with the charges, is a public record of the arrest, and the court file takes over from there.

On an average day in 2024 the jail held about 1,800 people, down from about 3,260 in 2019. Its rated capacity in 2023, the last year with a capacity figure, was 3,183 beds, and it ran at 55 percent of it that year. The figures are from the Vera Institute of Justice's Incarceration Trends data.
