Who Makes Arrests in Hamilton County

The Hamilton County Sheriff's Office is the county agency that reports arrests to the FBI for Hamilton County. It reported 1,028 arrests for 2025.

The FBI lists seven cities in Hamilton County with a reporting agency of their own, with the Census population and what each reported:

  • Fishers, 103,986 residents: 1,009 arrests reported for 2025.
  • Carmel, 103,606 residents: 1,531 arrests reported for 2025.
  • Noblesville, 75,239 residents: 1,330 arrests reported for 2025.
  • Westfield, 62,994 residents: 909 arrests reported for 2025.
  • Cicero, 5,607 residents: 61 arrests reported for 2025.
  • Sheridan, 3,487 residents: 185 arrests reported for 2025.
  • Arcadia, 1,464 residents.

A city on that list is reported separately whether the officers are the city's own or the sheriff's under contract; the FBI's list does not say which.

How Many Arrests Each Agency Reports in Hamilton County

The FBI publishes every agency's monthly arrest counts on the Crime Data Explorer. These are the full-year totals, all offenses, as the FBI held them on October 8, 2026; a year with months missing or not reported is left out.

  • Carmel: 1,531 for 2025, 1,673 for 2024, 1,833 for 2023, 1,415 for 2022, 1,122 for 2021 and 1,177 for 2020.
  • Noblesville: 1,330 for 2025, 1,280 for 2024, 981 for 2023, 643 for 2021, 616 for 2020 and 968 for 2019; 2022 is missing months.
  • Hamilton County Sheriff's Office: 1,028 for 2025, 1,097 for 2024, 926 for 2023, 747 for 2022 and 564 for 2021.
  • Fishers: 1,009 for 2025, 1,056 for 2024, 862 for 2022, 753 for 2021, 1,043 for 2020 and 1,376 for 2019; 2023 is missing months.
  • Westfield: 909 for 2025, 653 for 2024, 745 for 2023, 749 for 2022, 687 for 2021 and 674 for 2019; 2020 is missing months.
  • Sheridan: 185 for 2025, 54 for 2024, 44 for 2023, 27 for 2022 and 63 for 2021.
  • Cicero: 61 for 2025, 66 for 2023, 85 for 2022 and 92 for 2021; 2024 is missing months.

Together, the seven agencies with all twelve months of 2025 on file reported 6,053 arrests that year. The six of them with both 2025 and 2024 complete reported 5,992 in 2025 against 5,813 in 2024, up 3.1 percent.

Through June 2026, the six agencies with every month so far on file reported 2,580 arrests, against 2,675 in the same months of 2025.

Arcadia reported only part of 2025 (10 months) and is left out of the totals.

Booking: Where People Arrested in Hamilton County Are Held

The county jail is where a person arrested in Hamilton County and kept in custody ends up, whichever agency made the arrest, though a city department may hold someone in its own cells first and a person cited and released at the scene is never booked. The jail's record of each person held, with the charges, is a public record of the arrest, and once the person is released or sentenced the record continues in the court file.

On an average day in 2024 the jail held about 360 people, down from about 370 in 2019. Its rated capacity in 2023, the last year with a capacity figure, was 506 beds, and it ran at 65 percent of it that year. The figures are from the Vera Institute of Justice's Incarceration Trends data.

The report of an arrest is released by the agency that made it; the jail and the court hold their own records of the same event, but not the report. Cities in Hamilton County: Who Reports the Arrests

The FBI lists a separate arrest reporting agency for seven of the eight cities in Hamilton County: Fishers, Carmel, Noblesville, Westfield, Cicero, Sheridan and Arcadia. Atlanta has no separate reporting agency in the FBI's list.
