About this guide

New York charges $17.50 for an ordinary replacement driver license or learner permit. A replacement keeps the existing expiration and driving privileges and does not require a vision test. Correct the delivery address first, and use a different service for renewal, a legal-name change or a REAL ID upgrade.

Determine what needs replacing

The DMV replacement service covers a license or learner permit that has been lost, stolen or destroyed, and specified requests for a new card after an address update or near age 21. Commercial, REAL ID and Enhanced credentials can fall within the service, subject to the applicable application conditions. Identify the existing document before beginning an order.

Replacement preserves the expiration date and Client ID number. It does not add driving privileges or restart the license term, and DMV does not require a vision test for an ordinary replacement. A card near expiration may be better handled through renewal when eligible. A lost non-driver identification card uses the separate ID replacement route and its own fee table.

Check status independently of the missing card

A missing document and an invalid driving privilege are not the same problem. Use the license-status service when there has been a suspension, revocation, unresolved notice or uncertainty about whether a credential remains valid. Replacing a card does not resolve the underlying action or create permission to drive.

Similarly, a card that is physically readable may still need replacement after damage prevents normal identification use. Do not alter the document or attempt to create a homemade reproduction. Use the official transaction and any temporary credential it actually provides while waiting for the permanent replacement.

Correct the address before submitting the order

DMV sends the replacement using its record at the time of the order. Follow the address-change instructions first if the record is out of date. Postal forwarding does not reliably replace this step. Buying a new card after an address update is separate from the requirement to update the record itself.

At the October 20, 2026 source check, the DMV website warned that online address changes were unavailable and directed users to an office or mail. Follow the current service alert rather than assuming the replacement screen can fix an address problem. Keep the address-change confirmation and check the information before paying for document production.

Use the online route when its requirements fit

The online replacement route can keep an existing Standard, REAL ID or Enhanced document of the same type. It does not convert Standard to REAL ID or Enhanced. Use MyDMV or the official access route linked by the replacement page, and supply the requested identity and document information accurately.

The account-help page explains common verification issues. The Client ID and the document number are different identifiers, and the document number must come from the most recent issued photo document. If a recent replacement or renewal changed that number, an older card can fail verification. Use the official recovery options or the office or mail route instead of repeatedly submitting mismatched details.

Save the transaction confirmation and download the actual temporary credential offered. Check that the PDF can be opened and printed before closing the session. An emailed payment receipt is not necessarily the document that DMV authorizes for temporary use.

Mail and office applications need their own proof packet

The MV-44 application supports replacement requests. For mail service, follow the replacement page's requirements for photocopies of acceptable identity proof and payment. Mail instructions allowing copies should not be confused with original-document requirements for a first license or REAL ID conversion.

Use the identity-proof chart to identify acceptable documents when the missing license was the main item normally used for identification. Do not assume that a picture saved on a phone is enough for every alternative application. An office can evaluate the specified proof file, but an appointment does not waive the identity requirement.

Check the DMV office listing before traveling for in-person service. Bring payment and any evidence supporting a fee waiver or a related correction. Review the transaction type with the representative so an amendment, renewal or upgrade is not accidentally processed as an unchanged replacement.

Temporary delivery while away from home

DMV allows a request for a different delivery address when ordering by mail or at an office. The replacement page gives a specific mail procedure: include a separate note clearly stating the temporary address rather than rewriting MV-44 as though the temporary destination were the address already on the photo document and DMV record.

The online replacement process does not support that temporary-address option. A traveler should therefore choose the route that can actually deliver the card where it is needed. A temporary mailing request and a permanent residence change are different; use the proper address-change process when the person has genuinely moved.

Name changes and REAL ID upgrades are not ordinary replacements

Use the photo-document amendment process when the legal name, birth date or other recorded information needs changing. Evidence may be required, and the applicable fee differs from a routine lost-card replacement. Some Standard name-only changes have a limited mail route; REAL ID and Enhanced changes follow their own requirements.

A person seeking a first REAL ID or Enhanced document must use the upgrade instructions and bring the required original evidence to an office. Ordering a new Standard card will not cause DMV to add the REAL ID star automatically. Plan the intended identification use before paying for a card that would soon need another transaction.

Permits, test appointments and turning 21

A learner with an upcoming road test must account for the physical-document requirement. The road-test instructions require the photo learner permit and do not accept Mobile ID as its substitute. A replacement order confirmation does not ensure that the card will arrive in time for an already scheduled test.

DMV also explains the UNDER 21 marking: a replacement ordered more than 40 days before the 21st birthday still carries that marking, while one ordered fewer than 40 days before does not. The timing concerns the document design; it does not authorize age-restricted activity early or extend an expiring license. Check the birth date and expiration rather than treating a redesigned card as a new legal status.

Follow the delivery process before ordering again

The mailing-status page says to allow three weeks for the permanent photo document. Keep the confirmation number and check the result through that official service. If a document was returned as undeliverable, follow the address-verification and resend instructions rather than immediately purchasing a second replacement.

The Mobile ID guidance describes a companion to the physical DMV credential, not a universal replacement for carrying the card. Continue to meet the physical-document requirements of road testing and other transactions. For an error attributable to DMV, use the official problem-reporting route and the amendment page's correction instructions before paying to reproduce the same incorrect information.

Frequently Asked Questions

Will a replacement extend my license expiration?
No. It preserves the existing expiration and Client ID number. Use renewal when the license is due and the renewal requirements are met. A less expensive replacement cannot be used to obtain a new license term or avoid a required renewal vision check.

Do I need another eye test for a lost license?
Not for an ordinary replacement. DMV expressly separates replacement from renewal's vision requirement. A different transaction, an unresolved restriction or a medical-review issue can have its own requirements, so make sure the request is actually an unchanged replacement.

Can a stolen license be replaced without the normal fee?
A license or permit stolen or lost because of a crime can qualify through the required police MV-78B process. Obtain that form from a police agency and follow DMV's instructions. An ordinary lost-wallet report without the specified documentation should not be assumed to establish the waiver.

Can I send an online replacement to my hotel?
DMV does not offer the temporary-address option through the online replacement transaction. Mail or office applications can request alternate delivery under the published procedure. Keep a temporary mailing request separate from a permanent address change.

Can Mobile ID replace my missing permit at a road test?
No. DMV requires the physical photo permit and does not accept Mobile ID instead at the road test. Order the replacement promptly, check delivery timing and adjust the appointment if the required physical document will not be available.

What should I do if the replacement never arrives?
Allow the period stated by DMV's mailing-status page, then check the transaction and recorded address. Follow the undeliverable or missing-document instructions using the confirmation information. Do not assume a second paid order is the only way to resolve a delivery problem.
