Westchester County, New York, has about 1.0 million residents (2024 Census Bureau estimate), and arrests there are reported to the FBI by 38 city agencies and three campus, state or other agencies. An arrest leaves the same records whoever makes it: the arresting agency's report, the record of anyone held at the county jail, and, if the District Attorney files charges, a case in the Westchester County Supreme and County Courts. Who Makes Arrests in Westchester County
The FBI lists 29 cities in Westchester County with a reporting agency of their own, with the Census population and what each reported, the largest twelve first; the rest are named in the cities section below:
- Yonkers, 211,040 residents: 1,412 arrests reported for 2025.
- New Rochelle, 85,512 residents: 923 arrests reported for 2025.
- Mount Vernon, 71,999 residents: 811 arrests reported for 2025.
- White Plains, 62,561 residents: 1,566 arrests reported for 2025.
- Harrison, 31,321 residents: 106 arrests reported for 2023.
- Port Chester, 30,957 residents: 541 arrests reported for 2025.
- Ossining, 26,895 residents: 312 arrests reported for 2025.
- Peekskill, 25,757 residents: 980 arrests reported for 2025.
- Mamaroneck (town), 19,783 residents: 15 arrests reported for 2025.
- Mamaroneck (village), 19,783 residents: 214 arrests reported for 2025.
- Scarsdale, 18,036 residents: 28 arrests reported for 2025.
- Rye, 16,463 residents: 22 arrests reported for 2025.
A city on that list is reported separately whether the officers are the city's own or the sheriff's under contract; the FBI's list does not say which.

Together, the 31 agencies with all twelve months of 2025 on file reported 8,190 arrests that year. The 28 of them with both 2025 and 2024 complete reported 6,408 in 2025 against 7,042 in 2024, down 9 percent.
New Castle Town, Rye Brook, Mount Pleasant Town, Harrison and two more reported only part of 2025 (10 months, 7 months, 10 months and 9 months) and are left out of the totals.
Booking: Where People Arrested in Westchester County Are Held
A person kept in custody after an arrest in Westchester County is held at the county jail, whichever agency made the arrest, apart from the short stay some city departments' own holding cells allow; a person cited and released at the scene is not booked at all. The jail's record of each person held, with the charges, is a public record of the arrest, and the court file takes over from there.
So far in 2026 the jail has held about 550 people on an average day, down from about 1,020 in 2019. Its rated capacity in 2023, the last year with a capacity figure, was 1,808 beds, and it ran at 39 percent of it that year. The figures are from the Vera Institute of Justice's Incarceration Trends data.

That record shows what agencies reported to the state, which is wider than one county's court index but can lag it.
Getting a Copy of an Arrest Record in Westchester County
An arrest report belongs to the agency whose officer wrote it, and that agency releases it, not the court or the jail. Under the Freedom of Information Law the agency must answer within 5 business days, at least with an acknowledgment and a date for the full answer, and it may charge copying at 25 cents a page.

The FBI lists a separate arrest reporting agency for every one of the 29 cities in Westchester County: the twelve named above and Tarrytown, Dobbs Ferry, Sleepy Hollow, Rye Brook, Hastings-on-Hudson, Croton-on-Hudson, Pelham (village), Briarcliff Manor, Pleasantville, Tuckahoe, Larchmont, Irvington, Bronxville, Elmsford, Ardsley and Buchanan. Mount Kisco and Pelham Manor have no separate reporting agency in the FBI's list.
