Who Makes Arrests in Hinds County

The Hinds County Sheriff's Office is the county agency that reports arrests to the FBI for Hinds County. It reported 1,727 arrests for 2020, its latest complete year.

The FBI lists eight cities in Hinds County with a reporting agency of their own, with the Census population and what each reported:

  • Jackson, 141,449 residents: 8,585 arrests reported for 2019.
  • Clinton, 26,617 residents: 1,486 arrests reported for 2025.
  • Byram, 12,656 residents: 446 arrests reported for 2023.
  • Terry, 1,552 residents: 1,152 arrests reported for 2025.
  • Raymond, 1,387 residents: 16 arrests reported for 2025.
  • Edwards, 927 residents: 5 arrests reported for 2025.
  • Utica, 604 residents.
  • Bolton, 420 residents: 1 arrests reported for 2025.

A city on that list is reported separately whether the officers are the city's own or the sheriff's under contract; the FBI's list does not say which.

The FBI's agency list also places these agencies in Hinds County: the Reservoir Police Department and the State Capitol Police (state agency); Jackson State University, Hinds Community College and the University of Mississippi at Medical Center (campus police).

How Many Arrests Each Agency Reports in Hinds County

The FBI publishes every agency's monthly arrest counts on the Crime Data Explorer. These are the full-year totals, all offenses, as the FBI held them on October 8, 2026; a year with months missing or not reported is left out.

  • Raymond: 16 for 2025, 32 for 2024, 30 for 2023, 22 for 2022 and 28 for 2021.
  • Edwards: 5 for 2025, 19 for 2020 and 53 for 2019; 2021, 2022, 2023 and 2024 are missing months.
  • Bolton: 1 for 2025.
  • Jackson: 8,585 for 2019.
  • Hinds County Sheriff's Office: 1,727 for 2020 and 3,025 for 2019.
  • Byram: 446 for 2023, 365 for 2022, 258 for 2021, 332 for 2020 and 397 for 2019.

Together, the five agencies with all twelve months of 2025 on file reported 2,660 arrests that year. The three of them with both 2025 and 2024 complete reported 2,654 in 2025 against 2,996 in 2024, down 11 percent.

Through June 2026, the four agencies with every month so far on file reported 977 arrests, against 1,369 in the same months of 2025.

Byram reported only part of 2025 (10 months) and is left out of the totals.

Booking: Where People Arrested in Hinds County Are Held

The county jail is where a person arrested in Hinds County and kept in custody ends up, whichever agency made the arrest, though a city department may hold someone in its own cells first and a person cited and released at the scene is never booked. The jail's record of each person held, with the charges, is a public record of the arrest, and once the person is released or sentenced the record continues in the court file.

On an average day in 2021 the jail held about 550 people, down from about 650 in 2019. Its rated capacity in 2019, the last year with a capacity figure, was 1,154 beds, and it ran at 57 percent of it that year. The figures are from the Vera Institute of Justice's Incarceration Trends data.
