The Kansas Department of Corrections, KDOC, runs KASPER, the Kansas Adult Supervised Population Electronic Repository, which opens on a disclaimer the visitor must confirm. The department's FAQ on locating a resident describes what is inside: information on people sentenced to the custody of the Secretary of Corrections since 1980, whether currently incarcerated, under post incarceration supervision or discharged, updated daily except weekends, and for each the name and KDOC registration number, a physical description with date of birth, height, weight, hair and eye color, body markings and a photograph, the crimes of conviction with county and case number, the anticipated release date, the current housing location and every facility movement with its date or the parole office supervising, the custody or supervision level, and the institutional disciplinary record of violations the person was found guilty of. No name is removed unless a conviction is overturned on appeal, expunged or erased by executive clemency, and the database has nothing on inmates sent to Kansas under the interstate compact.
The disclaimer sets the limits. KASPER reflects only persons and cases associated with programs the department funds or operates, so it is not a complete criminal history and is no substitute for a Kansas Bureau of Investigation record check; during the department's multi year data modernization, events after April 21, 2021 for people on community corrections probation cannot be displayed, and the supervising agency holds the current data; the conviction descriptions are abbreviated; and the page states in capitals that offenders shall not be arrested solely on the basis of the information displayed. The data is public under the Kansas Open Records Act, K.S.A. 45-221, and anyone who republishes it is liable for an improper disclosure. A person in a county jail is the sheriff's record, found through the Kansas county pages.
- Search: KASPER, after the disclaimer, for the KDOC number, photo, convictions, release date, location and movements; the release date moves with good time and program credits, and the sentence computation unit answers at (785) 296-3317.
- Money: one point of service, Access Corrections Secure Deposits, online or by app with a MasterCard or Visa, by phone at (866) 345-1884, in cash at Dollar General, Family Dollar, CVS or 7-Eleven with a CashPayToday barcode or (844) 340-2274, or by money order on the department's form without an account; a deposit without the sender's name and return address is posted to forced savings.
- Calls and messages: collect or prepaid calls only, through ICS Corrections at 1-888-506-8407 or icsolutions.com, a prepaid account required for a cell phone; messages, photos and 30 second videos through a ViaPath tablet account at $0.25, $0.25 and $1.75.
- Visits: up to 20 approved visitors on a resident's list after a criminal background check, four at a visit, scheduled on the online scheduler at least 72 hours before the facility's visiting week begins, one or two slots a day and never several days of one weekend, under IMPP 10-113D and the search rules of IMPP 12-115D.
Written by SearchSystems.net from Kansas's own systems: the Kansas Department of Corrections KASPER offender search, the department's FAQ on locating a resident, the department's FAQ on visiting, the department's In-Person Visitation page, the department's Resident Banking page, the department's Resident Mail page, the department's Resident Telephone page, the department's Resident Electronic Messaging page, the Lansing Correctional Facility visiting rules, the department's home page and population figures, each read on October 14, 2026 by the SearchSystems editorial team.
The population
The department's home page carries its population table, updated September 18, 2025: 9,849 adults in the correctional facilities against a capacity of 10,674, 8,974 men in 9,738 beds and 875 women in 936; 5,357 people on parole, 4,556 men and 801 women; and 159 juveniles in facilities built for 422. The Prison Rape Elimination Act line for reporting sexual abuse or harassment is 888-317-8204. The in person visitation page names the adult facilities through their visitation clerks: El Dorado, Ellsworth, Hutchinson, Lansing, Larned, Norton, Topeka and Winfield, the Wichita Work Release Facility and the Oswego unit, with the Kansas Juvenile Correctional Complex in Topeka.
Deposits through Access Corrections
KDOC uses a single point of service for money into a resident's account, which it says lowers fees, and the Resident Banking page, last modified July 14, 2026, names it: Access Corrections, at accesscorrections.com or (833) 878-0120, taking MasterCard and Visa debit and credit cards, with service fees online, in the app, by phone and at walk in retailers. The free Access Corrections app, a cash deposit where you shop with a barcode from cashpaytoday.com at Dollar General, Family Dollar, CVS or 7-Eleven or by calling (844) 340-2274, a phone deposit at (866) 345-1884 at any hour, and a money order on the department's form with no account are the routes.
Access Corrections sends the department a data file from each transaction, and a deposit that lacks either the sender's name or the return address is posted in full to the resident's forced savings account. A family member who would rather receive a resident's disbursement by ACH than by check prints the Authorization Agreement for Personal or Business Disbursements, signs it, attaches a voided check, deposit slip or bank letter and mails it to Centralized Resident Banking, PO Box 9101, Topeka, KS 66608.
The older Lansing visiting rules page, last modified in 2019, still says a money order or cashier's check payable to the inmate's name and number may be mailed to P.O. Box 2, Lansing, KS 66043, and that the facility accepts no money brought by a visitor; the 2026 banking page is the department's current instruction.
Mail: letters and photographs only
The department accepts nothing mailed into a facility other than letters and photographs. The envelope must carry the resident's full name and KDOC registration number and the sender's name and address, or it is not delivered, and the facility addresses are in the facilities index. Residents buy postage only at the canteen and may not receive stamps. Any incoming or outgoing mail other than legal, official or privileged mail may be inspected or read under Kansas Administrative Regulation 44-12-601, with property rules in IMPP 12-120.
The communications page, updated September 24, 2026, adds a registration form for a minor child to correspond with a resident, and an interpreting service.
Calls and tablet messages
Residents may make collect or prepaid calls and may not receive any, and every new number a resident asks to add to the approved call list is verified and activated first. Coinless phones are open during yard periods and in set evening hours in each living unit, and calls other than attorney calls may be monitored and recorded under K.A.R. 44-2-102(c). The provider is ICS Corrections; a called party opens a prepaid account at 1-888-506-8407 or free at icsolutions.com, and a cell phone can receive calls only with a prepaid account.
In a verifiable emergency such as a serious illness or death, a family member calls the facility and is forwarded to the counselor's office in business hours, with the message passed on as soon as possible after hours; chain dialing, three way calling, call forwarding and dialing extra digits are forbidden, under IMPP 10-111. Messaging runs on a ViaPath account, the former GTL, opened at gettingout.com or in its app and funded with at least $10: an electronic message costs $0.25, a photo $0.25 and a 30 second video $1.75, funds can be added to the resident's tablet account without a fee, trust account deposits cannot go through ViaPath, and video visits are handled by a separate vendor.
Visiting: the list, the levels and the 72 hours
Once a resident is eligible, the resident obtains the request form from the unit counselor and mails it to each person to be placed on the visiting list; the prospective visitor completes it and mails it back for review, a criminal background check is run on everyone, the visiting rules come with the form, and no one enters until approved. A resident may have at most 20 visitors on the list, which transfers between facilities.
Visiting privileges follow the incentive level: at intake only attorneys, clergy and law enforcement; at Level I those plus a primary visitor and immediate family; at Levels II and III any approved visitor. Immediate family runs from parents and step parents through siblings and their spouses, children, grandchildren, spouse and in-laws to anyone the warden confirms filled the role of a parent; a married resident lists the spouse as primary visitor, an unmarried one may name any adult not primary for another resident, and the choice may change every six months.
Minor children visit when on the list and brought by an approved parent or guardian, and may be barred when the resident is managed as a sex offender; a visitor is on more than one list only as immediate family of each. The in person visitation page, last modified April 10, 2024, sets the mechanics: four visitors per resident, appropriate contact such as a hug or brief embrace allowed, every visit scheduled on the online scheduler at icsolutions.com or through the facility's visitation clerk at least 72 hours before visitation begins at the facility for that week, two slots a day at each adult facility, one in the morning and one in the afternoon, one or two slots on a day but never multiple days of one weekend, no trip when the scheduler shows the slots filled, cancellations recorded in the scheduler since missed visits can bring suspension, and a late arrival given the rest of the scheduled time.
The visitation clerks answer at El Dorado 316-321-7284, Oswego 316-322-2045, Ellsworth 785-472-5501, Hutchinson 620-662-2321, Lansing 913-727-3235, Larned 620-285-6249, Norton 785-877-3389, Stockton 785-425-6745, Topeka 785-559-5100, Winfield 620-221-6660, Wichita 316-265-5211 and the juvenile complex 785-354-9800. A shift supervisor may deny or end a visit for intoxication, lack of space, refusal of a search under IMPP 12-115, insufficient or false identification, rule violations, unsupervised children, excessive contact or apparent illness, and a victim of the resident who wants to visit says so on the application and hears from the Office of Victim Services, (866) 404-6732.
Lansing's own rules add that each visitor shows photo identification at every visit, children over 16 included, that a courtesy visit for immediate family who traveled 150 miles or more is a one time exception, that a clergy member with an approved application may visit an hour without charge to the resident's time, that former employees wait two years and former inmates, probationers and parolees need the warden's permission, and that a name removed from a list stays off for 180 days.
Reading a Kansas result
A KASPER record tells where a person is held or supervised, what the convictions were and when release is anticipated, with the department's own notes that the date moves with credits and forfeitures and that the record is not a criminal history. The KDOC number on it carries the letters, the Access Corrections deposit, the call list and the visiting application, and the facility's visitation clerk and the online scheduler decide when a visit happens.
