Who Makes Arrests in El Paso County
The El Paso County Sheriff's Office is the county agency that reports arrests to the FBI for El Paso County. It reported 2,665 arrests for 2025.
Arrests inside six of the county's cities are reported to the FBI by an agency of the city's own, listed here with the Census population and what each reported:
- El Paso, 681,723 residents: 11,789 arrests reported for 2025.
- Socorro, 38,642 residents: 250 arrests reported for 2025.
- Horizon City, 24,802 residents: 195 arrests reported for 2025.
- San Elizario, 10,128 residents: 1 arrests reported for 2023.
- Anthony, 4,542 residents: 54 arrests reported for 2025.
- Clint, 1,069 residents: 15 arrests reported for 2023.
A city on that list is reported separately whether the officers are the city's own or the sheriff's under contract; the FBI's list does not say which.
The FBI's agency list also places these agencies in El Paso County: the University of Texas at El Paso and El Paso Community College (campus police); the Socorro Independent School District and the El Paso Independent School District (other).

Together, the five agencies with all twelve months of 2025 on file reported 14,953 arrests that year. The same agencies with both 2025 and 2024 complete reported 14,953 in 2025 against 13,910 in 2024, up 7.5 percent.
Through July 2026, the four agencies with every month so far on file reported 7,552 arrests, against 8,483 in the same months of 2025.
Clint reported only part of 2025 (9 months) and is left out of the totals.
Booking: Where People Arrested in El Paso County Are Held
The county jail is where a person arrested in El Paso County and kept in custody ends up, whichever agency made the arrest, though a city department may hold someone in its own cells first and a person cited and released at the scene is never booked. The jail's record of each person held, with the charges, is a public record of the arrest, and once the person is released or sentenced the record continues in the court file.
