Louisiana's Secretary of State runs the two name searches that matter most here: a voter portal that returns a registered voter's information by name and lists all the voters at an address, and a commercial database searched by the name of an officer or registered agent. Court records live with the clerks of the 43 district courts, parish by parish, and the state holds births and deaths while marriages outside Orleans Parish are not state records at all.
The order to use: the voter portal by name, then by address once one is found; the commercial search for companies; the corrections locator and the State Police registry for status; the Board of Medical Examiners for physicians; then the parish offices for cases, property and marriages, listed parish by parish on the Louisiana pages at SearchSystems.
- Voters, by name or address: the Secretary of State's Voter Portal, which searches by voter, by parish or by address.
- People behind companies: the Commercial Search by officer name or agent name.
- In custody: the Department of Public Safety and Corrections' Locate a Person Incarcerated service.
- Registered offenders and background checks: the Louisiana State Police registry and the State Police background check request.
- Physicians, certificates and money: the Board of Medical Examiners verification, the Center for Vital Records and Statistics and the Treasury's unclaimed property division.

The voter portal: by voter, by parish or by address
The Secretary of State's Voter Portal is a secure application for finding voter registration and elections information, and its own description sets out three searches: searching by voter yields the most specific information about a registered voter in Louisiana, searching by parish gives general voting and elections information, and searching by address provides information about all voters at an address. The portal also publishes election results and comes in a mobile version and iPhone and Android apps. For a people search the address search is rare and useful: it shows who is registered at a house, which is one way to learn who lives there and with whom.
The commercial search, by officer or agent
The Secretary of State's Commercial Search finds Louisiana businesses by entity name, by charter number, trade registration number or name reservation number, or by officer name or agent name, entered as a first and last name; the office advises the full first and last name, or the last name with at least a first initial, to limit results. The search sits behind a reCAPTCHA and a session timer. A last name typed into the officer field returns every company in the state's records that lists the person as an officer or agent.
The courts: 43 district courts, parish by parish
Louisiana's judicial branch consists of the Supreme Court, five courts of appeal, 43 district courts, five family or juvenile courts, 48 city courts and three parish courts, with the district courts grouped under the circuit courts of appeal. The state publishes no statewide case search; the Supreme Court's site gave SearchSystems no text when read, and case records are kept by the clerk of court in each parish. The Louisiana parish pages at SearchSystems list each clerk.
The corrections locator and the State Police
The Louisiana Department of Public Safety and Corrections describes its work as safe and secure incarceration, probation and parole supervision, rehabilitative programs and assistance to victims, and its home page offers a Locate a Person Incarcerated service and a facility contact search; the locator's own page at the address SearchSystems tried returned not found, so the search is reached from the home page and its fields are set there. The Louisiana State Police home page lists the Sex Offender and Child Predator Registry as information on convicted sex offenders, and among its services a request for a background check, fingerprints and backgrounds, and public records requests; the registry's own page and the Bureau of Criminal Identification page both redirected to the home page when read, so the search terms and the background check terms are on the State Police site.
Physicians: free verification and a free monthly list
The Louisiana State Board of Medical Examiners' verifications page says an official statement of a licensee's status can be viewed and downloaded at no cost and meets all requirements for primary source verification; if no issue date is listed, the individual is not licensed in Louisiana. Disciplinary history appears on the verification page, and board orders, consent decrees and reprimands are public records searchable by licensee name. A written verification costs $25.00 per license and per receiving state. The board also offers a free official list of everyone with a current license, sorted by discipline with name, credential, number, expiration date and business address, updated every month, which is the people search item: a whole profession, with addresses, as a download.
Births, deaths and Orleans Parish marriages
The Department of Health's Center for Vital Records and Statistics, run by the Office of the State Registrar, holds the official records of birth, death and fetal death for events in Louisiana and the marriage records of Orleans Parish only; marriages elsewhere are not held by the state registry. The central office at 1450 Poydras St., Suite 400, New Orleans, LA 70112 provides walk in service from 8:00 A.M. to 3:30 P.M. for birth certificates, birth cards, death certificates and Orleans Parish marriage certificates, with walk in orders placed through VitalChek using the Will Call option for pickup. Fees are set by statute and can change in any legislative session, and the registry says it holds only Louisiana events, so a certificate from another state comes from that state. The center also runs the adoption reunion registry and takes documents to open amendment, adoption and delayed birth cases.
The Unclaimed Property Division, the ACP and the Public Records Law
The Treasury's Unclaimed Property Division, directed by Kathleen Lobell at 225-219-9400, runs the state search and links the nationwide and state by state searches and a Louisiana life insurance policy search; it notes that it has no information on U.S. Savings Bonds, which are redeemed only through the U.S. Treasury. The Secretary of State's Address Confidentiality Program, modeled on Washington's 1991 program and governed by La. R.S. 44:51 through 57 since 2006, gives relocated victims of abuse, sexual assault or stalking a substitute address for state and local services such as driver's licenses, voter registration and school records, so that an assailant cannot find them through the state's public records; it is not a witness protection program and does not provide new names or Social Security numbers.
Louisiana's public records law, Title 44 of the Revised Statutes, defines a public record in R.S. 44:1 as all books, records, writings, accounts, letters, maps, photographs, recordings and other documentary materials, regardless of physical form, used or retained under the authority of the constitution or laws of the state, except as the chapter or the Constitution provides otherwise. The Attorney General's public records page returned no content when read, so the law's text at the Legislature is the source.
Louisiana: voters by address, parishes for the rest
Start a Louisiana search at the Secretary of State: the voter portal by name, then by address, and the commercial search by officer. The corrections locator and the State Police registry settle status, the Board of Medical Examiners settles a physician's license, and the state registrar confirms a birth or death. Everything else is in the parishes: the clerk of court holds the case files, and the Louisiana parish pages at SearchSystems list the offices for conveyances, mortgages and marriages.
Paid people search reports on Louisianans repackage these same sources; the voter portal and the parish clerk are where their claims are checked, and both are free to consult.
