How an Inmate Search Works in Vermont

Vermont has no county jails: the Department of Corrections holds people awaiting trial and people serving sentences in the same six facilities, so one search covers both. The department's home page links an Offender Locator, run on a vendor's JailTracker system, and its Constituent Services page says the locator is the way to find an incarcerated individual's identification number, which every deposit coupon and letter needs; when read from this site's server on October 14, 2026 the vendor's page refused the connection, so the locator is reached through the department's own link. The same home page publishes an individual level public use data file, uploaded daily, for research.

For anything beyond the locator the department runs a Constituent Services Unit, open weekdays from 7:45 a.m. to 4:30 p.m., which takes questions about programming, visiting, mail, medical care, housing and movement through an online portal and aims to answer within 48 business hours, but gives only general information unless the inmate has signed a release of information with the assigned caseworker. Its central office is at 280 State Drive, NOB 2 South, Waterbury, VT 05671, (802) 241-2442, with a records officer for public record requests; the Vermont county pages cover the sheriffs and police departments, which hold nobody beyond a lockup.

  • Search: the Offender Locator linked from the department's home page, which gives the ID number; Constituent Services answers the rest within 48 business hours.
  • Money: online at accesscorrections.com, the Keefe trust account, or by money order or bank check payable to VT DOC F.B.O. the inmate's name with the ID in the memo, mailed with the deposit coupon to Inmate Trust, PO Box 1344, Williston, VT 05495-1344, not more than $500 a day; nothing goes to the facility, and no funds to anyone housed out of state.
  • Calls: through ICSolutions on a debit account fed from the trust account, with a prepaid collect option tied to one number; each facility's outgoing number, such as 1-802-419-0471 for Chittenden, should be saved as a contact because carriers flag the calls as robocalls.
  • Visits: by housing unit on each facility's posted schedule under policy 327, effective July 16, 2026; attorneys reach clients through confidential PIN lines, one PIN for every facility.

Written by SearchSystems.net from Vermont's own systems: the Vermont Department of Corrections home page, the department's Constituent Services page, the department's Correctional Facilities page, the Chittenden Regional Correctional Facility page, the Marble Valley Regional Correctional Facility page, the department's Incarcerated Individuals Housed Out of State page, the department's Probation and Parole Offices page, the department's Policy Documents page, the department's blank deposit coupon, the department's approved vendors notice of May 12, 2026, the department's women's facility replacement questions, each read on October 14, 2026 by the SearchSystems editorial team.

The six facilities and the one in Mississippi

The facilities page lists six: Chittenden Regional Correctional Facility in South Burlington, the women's facility; Marble Valley Regional Correctional Facility in Rutland; the Northeast Correctional Complex in St. Johnsbury; Northern State Correctional Facility in Newport; Northwest State Correctional Facility in Swanton; and Southern State Correctional Facility in Springfield. Chittenden, at 7 Farrell Street, South Burlington, (802) 863-7356, was built as a temporary short term detention center for men and holds up to 177 women; the department's replacement project puts a purpose built women's facility of 128 secure and 30 reentry beds on state land in Essex at about $70 million, roughly five years from construction when the questions page was written, because the current building was never meant for long stays and costs about $3 million a year to maintain.

Marble Valley is at 167 State Street, Rutland, (802) 786-5830. The department also contracts with CoreCivic to house Vermont inmates at the Tallahatchie County Correctional Facility, 19351 US Highway 49N, Tutwiler, MS 38963, with its own vendor list, commissary list, menu, handbook, attorney phone and visiting request memos on the out of state page, and the deposit coupon says in capitals that no funds are to be sent through it to anyone housed out of state.

Twelve probation and parole offices, from Barre to Springfield, supervise people in the community.

Money: Access Corrections or the coupon to Williston

Family and friends deposit to the commissary account, the Keefe trust account, online at accesscorrections.com, where Vermont package programs are also ordered, with help at 1-800-546-6283 or 1-866-345-1884, or by mail with the department's deposit coupon, available from inmates, in facility lobbies and online: only a money order or bank check, never cash or a personal check, payable to VT DOC F.B.O. the inmate's name with the inmate ID number in the memo field, not more than $500 a day, with the inmate's number, name and date of birth and the sender's name and address printed on the coupon, mailed to Inmate Trust, PO Box 1344, Williston, VT 05495-1344; incomplete coupons are returned, deposits are never mailed to a facility, and any letter or personal item in the envelope is destroyed rather than forwarded.

Funds from the former ViaPath GettingOut accounts were moved to this account, with refunds of any GettingOut balance from ViaPath at 1-866-516-0115 while the account is active. The department warns against depositing for anyone but one's own family member or friend, since a request to fund another inmate's account is often tied to contraband or fraud and can end a visitor's access, and asks that such requests go to the caseworker or superintendent.

Commissary prices from Keefe rose on May 11, 2026, and postage rose on July 12, 2026 to $0.82 for a first class stamp, $0.98 for a stamped envelope and $8.20 for a book of ten.

Calls and tablets: ICSolutions

Calls run on an ICSolutions debit account, fed by transfers from the trust account and usable for calls and tablet premium services, so a family that wants the inmate able to call anyone adds money to the trust account; the prepaid collect option on the ICSolutions site lets the person who pays receive calls only at the number they set up. No fees or surcharges apply to calls, only state and federal taxes, which vary with call type, length and state, and the rates are posted on the ICSolutions Vermont page with a help desk at 888-506-8407.

Calls from a facility show a fixed number that carriers may block as robocalls, so the department asks families to save it: 1-802-419-0471 for Chittenden, 1-802-712-0092 for Marble Valley, 1-802-397-5192 for the Northeast complex, 1-802-995-5137 for Northern State, 1-802-330-4485 for Northwest State and 1-802-909-3228 for Southern State. ICS tablets are in every facility, with gold passes giving an hour of uninterrupted use bought through JailATM.com, and everything on them except attorney contact is monitored.

Attorneys reach clients on confidential lines at each facility with one PIN for all of them, granted by emailing a bar card to the department, and may also use in person and video visits, legal mail and calls to numbers on the inmate's list; tablet messaging is not confidential.

Mail, photos and outside purchases

From August 14, 2026 Pelipost is the department's mail in photo vendor, and the approved vendors notice of May 12, 2026 says that any pictures sent by mail are copied and the originals disposed of, that photos may be ordered only through an approved outside purchase request shipped directly from the vendor with an invoice, and that nudity or sexually explicit content is returned. The same notice sets the rule for anything not sold by Keefe or Access Securepak: the inmate submits an Outside Purchase or Special Package Request Form, the Security and Operations Supervisor approves or denies it, and only then may the inmate or a family member order, from an approved vendor that ships straight to the facility with an invoice or packing slip, within property allowances; unapproved orders go back at the inmate's expense, hardcover books are not permitted, oils come only from Keefe, religious items are checked by the Volunteer Services Coordinator, and the approved outside vendors were Aleph Institute, Alhanna, Autom, Crazy Crow, Edward R.

Hamilton Bookseller, FreePrints, Hermits Cupboard, Islamic Book Store, Mike's Better Shoes, Noc Bay Trading Company, Shutterfly and Ziongates. Mail rules themselves are in the department's posted policy documents.

Visiting: by housing unit, under policy 327

Visiting rules apply to every facility under policy 327, Visitation, reissued effective July 16, 2026 on the department's policy page, and each facility posts hours by housing unit. At Chittenden the Bravo unit visits on Sundays from 1:15 to 3 p.m., Delta and Echo on Sundays from 6:45 to 8:30 p.m., House I on Saturdays from 1:15 to 3 p.m., House II on Saturdays from 6:45 to 8:30 p.m. and Foxtrot on Sundays from 8:15 to 10 a.m.

At Marble Valley each unit has one hour: A lower on Sundays at 1:15 p.m., A upper at 2:40, B lower on Saturdays at 8:15 a.m., B upper at 9:35, C lower on Saturdays at 1:15 p.m., C upper at 2:40, D lower on Sundays at 8:15 a.m. and D upper at 9:35. Each facility runs an emergency notification network families may join, and a person housed in Mississippi is visited under CoreCivic's procedures with the department's visiting and telephone request memo.

Reading a Vermont result

A locator result means custody at one of the six facilities or, if the person has been sent out of state, at Tallahatchie in Mississippi, and it gives the ID number without which the Williston coupon is returned. Money goes to Williston or Access Corrections, never to the facility; calls come from the facility's fixed ICSolutions number; photos come through Pelipost; and visits follow the housing unit's hour on the facility page.

Questions about finding an inmate in Vermont

How do I find an inmate in Vermont?
Through the Offender Locator linked from the Department of Corrections' home page, which gives the identification number; Vermont holds pretrial and sentenced people in the same six facilities, with some inmates at a contracted prison in Mississippi.
How do I send money to a Vermont inmate?
Online at accesscorrections.com, or by money order or bank check payable to VT DOC F.B.O. the inmate with the ID in the memo, mailed with the deposit coupon to Inmate Trust, PO Box 1344, Williston, VT 05495-1344, at most $500 a day; never to the facility and never for someone housed out of state.
Why do calls from a Vermont inmate not come through?
Carriers flag ICSolutions calls as robocalls; save the facility's number, such as 1-802-419-0471 for Chittenden or 1-802-909-3228 for Southern State, and if that fails add 888-506-8407 and ask the carrier to unblock.
