Oklahoma's criminal history is an open record. The Oklahoma State Bureau of Investigation, the designated repository for fingerprint based criminal history, conducts name based searches for the public under the Oklahoma Open Records Act, and its Criminal History Information Request Portal, CHIRP, lets anyone request and retrieve that information online. A request needs the subject's first and last name and date of birth, and CHIRP searches three years either side of the birth date for possible matches.
The price is set by statute, Title 74 section 150.9: $15.00 per name based search, with up to three aliases included, and $19.00 for a fingerprint based check. Under SB 1921 both rise on November 1, 2026, to $20.00 and $25.00. The record covers Oklahoma only, arrests and convictions for serious misdemeanors and felonies that were fingerprinted and reported.
- Online: CHIRP, with a free account, $15 per criminal history search plus $1 per card or electronic transaction however many searches it holds; results expire after 60 days.
- Registries: the Department of Corrections sex offender and Mary Rippy violent offender registries searched through the OSBI for $2 per registry per search, $4 for both, under OSBI rule 375:9-1-2.
- On paper: the Criminal History Request Form by fax to 405-879-2503 with a credit card, by mail with a postage paid envelope, or in person at 6600 N. Harvey, Oklahoma City, OK 73116, with payment between 9:00 a.m. and 4:00 p.m.; original fingerprint cards must be mailed or brought in, never faxed.
- From November 1, 2026: name based $20.00, state fingerprint based $25.00 by mail or in person only.

The open record and what it contains
The OSBI's request page states that information from its repository is available to the public, that the Open Records Act was established to ensure the public's right of access to government records with privacy protected by the Act's specific exceptions, and that under Title 51 section 24.A.5.2 every request must include at least the subject's full name and date of birth, with aliases such as maiden names and nicknames and a Social Security number producing a more complete search. The CHIRP customer agreement describes the record itself: fingerprint based arrest and conviction data for serious misdemeanors and felonies from the State of Oklahoma only. Unreported arrests, arrests where no fingerprints were taken or where the prints were of insufficient quality are not in it, no other state's history is included, and the information is furnished solely on name or description similarity with the subject of the inquiry.
Searching on CHIRP
CHIRP requires an account, which is free; only searches are charged, and established OSBI billing customers email CHIRP@osbi.ok.gov for access. A search is one submission of a name, up to three aliases and a date of birth, optionally with race, gender and Social Security number, at $15.00, with each DOC registry search $2.00. Card and electronic funds payers pay a single $1 transaction fee however many searches a transaction holds, while billing customers are invoiced monthly without it. Requests can be submitted at any time, but searches needing OSBI review, including every search of the sex offender and violent offender registries, are handled by staff during business hours, Monday through Friday from 9:00 a.m. to 4:00 p.m. excluding holidays, and the database is sometimes down for maintenance. A customer who chooses to make their own candidate list determination has seven days to pick a candidate, after which the OSBI decides. Search requests stay in CHIRP indefinitely, but results expire and are removed after 60 days, and the fee is owed whatever the user's error, delay or unauthorized use by someone an account holder authorized. Sessions time out after 30 minutes and cookies are required.
The paper request, the fees and the November 1, 2026 increase
Besides CHIRP, a request goes on the Criminal History Request Form by fax to 405-879-2503, by mail with a postage paid envelope, or in person to the Oklahoma State Bureau of Investigation, 6600 N. Harvey, Oklahoma City, OK 73116. Fingerprint based checks must be submitted by mail or in person with the original cards; fingerprint cards are never faxed. Payment is by cash in person only, cashier's check, money order or credit card, and fax requests take credit cards only. In person requests that need payment are handled between 9:00 a.m. and 4:00 p.m., Monday through Friday, excluding state holidays; since August 1, 2025 the headquarters lobby is open to visitors from 8:00 a.m. to 5:00 p.m. while anything requiring payment runs on the cashier's hours. Fingerprint services for individuals at headquarters are by appointment through the Ten Print Unit at 405-848-6724 and only for people whose prints the OSBI has already rejected twice.
The fees on the request page are $15.00 name based and $19.00 fingerprint based under Title 74 section 150.9, with $2.00 each for the DOC violent offender and sex offender databases, which the DOC maintains but the OSBI will search. The OSBI home page carries the change: per SB 1921, effective November 1, 2026, the fees for processing criminal history record requests increase to $20.00 name based and $25.00 state fingerprint based, the latter by mail or in person only. Since April 1, 2019 each name based request may carry up to three alias names.
Expungement and Clean Slate
The OSBI's expungement page explains that an expungement seals a court record or arrest record from public access. A Section 18 expungement removes the entire arrest record; a Section 991(c) expungement, for a person who received a deferred sentence, expunges the plea and updates the disposition to pled not guilty, case dismissed, but does not remove the arrest. Expunging a court record is free; expunging an arrest record carries a $150 OSBI processing fee, paid by cashier's check or money order, never a personal check, plus any fees local agencies charge to expunge their own records. The OSBI strongly suggests a lawyer, warns that a self represented petitioner is held to an attorney's standard, and needs the name, Social Security number, date of birth, charges, arrest date and disposition with the petition or order, plus a police narrative showing the relationship to the victim in domestic cases. Oklahoma's Clean Slate law, created by HB 3316 in the 2022 session, adds automatic expungements by category, with eligibility published by the OSBI and questions to cleanslate@osbi.ok.gov or 405-879-2641, the same number as expungements@osbi.ok.gov.
Reading an Oklahoma result
An Oklahoma search is a similarity match: the OSBI says its information is furnished solely on name or description similarity, which is why the portal lets a customer pick among candidates or leave the choice to staff. A clean result means no fingerprinted, reported Oklahoma arrest matched, nothing about other states or unreported arrests. The registries are separate searches at $2 each, and from November 1, 2026 the base search costs $20.
